RIO DE JANEIRO — Immersing himself in Brazil's poverty and pride, President Barack Obama on Sunday held up the South American nation as a model of democratic change in a time of uprisings and crackdowns across the Arab world and yet another war front for the United States.

From Rio's glamorous beaches to a notorious slum to an elegant theater, Obama glimpsed the city's cultural extremes and offered the kind of personal engagement that can pay political dividends for years. Less than one day after announcing U.S. military strikes against Libya's government, Obama made time to kick a soccer ball around with kids in a shantytown.

The competing stories of Obama's itinerary – a war front in Africa, an economic commitment to South America – divided his time in incongruous ways. By morning, he spoke with his security team about the international assault against Moammar Gadhafi's defenses; by night, he stood atop Corcovado Mountain and drank in Rio's storied statue of Christ the Redeemer and the city lights far below.

Meanwhile, U.S. warplanes pounded faraway Libya.

It was all summed up by one image: Obama, adeptly juggling a soccer ball, as his aides helped him juggle his agenda.

In a speech, Obama celebrated Brazil as a place that has shifted from dictatorship to democracy, moving millions into its middle class and embracing human rights. He underlined that point as unrest sweeps the Middle East and north Africa, leading to dramatic change in some cases and violent crisis in Libya.

"As two nations who have struggled over many generations to perfect our own democracies, the United States and Brazil know that the future of the Arab world will be determined by its people," Obama told an invitation-only crowd inside an ornate hall here.

"No one can say for certain how this change will end, but I do know that change is not something that we should fear," he said. "When young people insist that the currents of history are on the move, the burdens of the past are washed away."

His speech and his whole trip to this region have been overshadowed by the onset of war in Libya. Obama has tried to find a balance of showing command of the war strategy without altering his diplomatic mission or offending his hosts in Latin America.

And on Sunday, he was determined to be with his family, get among the people and feel the culture.

Obama and his family visited the City of God shantytown that gained fame through a movie of the same name. The slum is undergoing a transformation as Rio works to improve the plight of its poorest people and clean up its reputation ahead of hosting the 2016 summer Olympics.

Obama, his wife Michelle and their daughters, Malia and Sasha, watched young children pound on drums and perform a dazzling acrobatic dance. And then all the Obamas took turns at a little soccer, led by the president.

Obama chose a community center in the heart of one of more than 1,000 slums, or "favelas," that dot the urban hills surrounding the city. The tour was designed to illustrate Obama's push for what officials call citizen security, an emerging concern in Latin American countries as they wrestle with narco-crime and poverty.

Dozens of young children pressed up against a chain-link fence trying to get a look at Obama; the president ultimately stepped outside and gave a big wave.

Obama's route to the slum was itself a contrast of life. The president began and ended his day in a hotel that fronted the famed Copacabana beach, where tourists and locals in bathing suits soaked in the sun and watched for his motorcade.

"He is thinking of Rio as more than just the Christ and Copacabana," said Noemia Marinho, a 40-year-old lingerie saleswoman who lives in the slum and had her hair done just for the president's visit. "Maybe our government will look to us more as well."

The president's tour had an underlying goal of endearing him to a diverse and multicultural country where his personal story already makes him popular. Obama is trying to bolster ties to Brazil – and do the same in Chile and El Salvador over the next three days – as way to boost the economic, security and political interests of the United States.

Obama delivered his speech at the Theatro Municipal performance hall that sits on Cinelandia Plaza, a historic square that was the scene of a 1984 protest that set the stage for the eventual end of a 20-year military dictatorship.

Here, once again, Obama made a game effort to connect to the locals. That included making a solid effort at speaking some Portuguese, drawing some cheers and a few wry smiles from the audience.

He thanked those in attendance for showing up despite the fact that a soccer match between two of Rio de Janeiro's biggest rival teams, Vasco and Botafogo, would begin a few hours after his speech. The very mention of the match in soccer-obsessed Brazil provoked a strong reaction from the fans of the competing teams in the audience.

"For so long, you were called a country of the future, told to wait for a better day that was always just around the corner," Obama said. "Meus amigos, that day has finally come."

The speech was originally billed as an outdoor event on the plaza open to all, but U.S. officials decided at the last-minute to move inside as logistics, costs and other concerns mounted. That sharply reduced the ability of many people to see him. It also lowered Obama's profile on a day when the attention back home was focused squarely on the war.

The president ended his stay in Rio with a nighttime walking tour of Corcovado Mountain to the Christ the Redeemer Statue that is the very symbol of the city and one of the continent's most striking images. After their motorcade snaked up the steep road, Obama held his daughters' hands as they walked around the base of the massive steel and stone statue, lit brightly against the night sky, with its open arms over the city.

At one point the family huddled around a map of the southeast panorama. Sasha pointed as she tried to pick out landmarks far below. The private visit lasted mere minutes.

Obama and his family were flying to Santiago, Chile, on Monday morning.

President Obama is the Chief Executive Officer of our Country.  As such, he has to keep many operational aspects of this country going -- regardless of what is happening around him, especially politically.  He has to address interior matters and exterior influences that are economic, social and security related.  

It is so easy to denigrate the man and pretend as if his visits overseas and interactions with communities overseas have no impact -- present or future -- on the United States.  

The truth is - long gone are the days where we were the Super Power that wielded that proverbial big stick.  Instead, we have to coalition-build ... not just for security purposes but for economic, social and even environment purposes.  

Yes - that sometimes requires bouncing a soccer ball on his knee in order to connect with people.

Lucky for us - the World's audience isn't made up of Republicans who possess a single determination to bring one man down.   Instead, these little moments will help bring good will and open up more channels of communications.  

Perhaps, tearing into a man who seems to be on the go State-side & Overseas is politically expeditious.  Perhaps, it even speaks to the entrenched political dogma within some people that will kick one of our own down for a political outcome instead of a solution that helps all Americans.

But,  I see a President that acts like a leader and capitalizes on every opportunity to advance the cause of America while also recognizing the dignity of people everywhere.

Why is Obama in Brazil telling them to "Drill Baby Drill" so we can buy oil from them?  He is helping them boost their economy, create jobs etc., when back here he has a moritorium on drilling that slows our economy, takes jobs and increases our dependence on Foriegn energy.  Or maybe his plan is to take control of Libya and take all of their oil.

Why is Huffington Post running these stories by AP writers with headlines that do not relate to the story content? What conflict is there in the stories of the President's economic policy trip to Latin America? Even in the story posted in the HP Business section, it isn't until the last paragraph that there is even a mention of trade agreements or the accomplisments of this junket. Why isn't the Huff Post listing the full schedules of Saturdays meetings and agreements? This story deserves more than just titillating headlines which feed on false accusations by Fox News, since Fox is the one who described the Obama's trip as a vacation.

This is a ridiculous retort by you. Pretty sad. This trip was planned long before the uprisings in the middle-east and to cancel it would have been stupid and damaging to trade, Faux News sheep. The U.S exports more to Brazil than we do to any other country. That means more jobs here in the U.S. You don't give a damn about any of that, of course, since folks like you only use this country to get rich and indiscriminately defecate on it, and its people while doing so.

Afghanistan and Iraq were not begun by Obama, and he's trying to get us out of those messes.

As for Libya, he let France and other countries take the lead, he waited for a U.N. resolution, and the number of U.S. sorties will be limited. A measured and limited and cooperative response to a dictator attacking his own people.

Oh, and we went in to defend protesters seeking freedom from a homicidal despot. Isn't that what Bush wound up using to justify going into Iraq? If you were ok with ousting Hussein, you can't now refuse Obama the same rationale.

More than a year ago he poured thousands of more troops into Afghanistan and the mercenary war in Iraq has doubled. If anything Obama has expanded all of Bush warring. Predator drones in pakistan have tripled, and the pentagon passed a rule that no information has to be on their targets - meaning its basically free game-. Obama EXPANDED bush's Joint Special Operation Forces into the horn of Africa as soon as he got into office adding 15 more countries . What you are saying is factually incorrect and dangerous

I won't dispute the facts, but I would say that Obama's intentions are not nearly as hawkish, not enthusiastic about war for its own sake, and not intended to enrich Halliburton et al, as Bush/Cheney's reasons for starting these wars were.
I believe Obama doesn't enjoy being a "war president," and there is some hope in that. Still, these wars have their own momentum and are sticky to get out of. Stickier than I'd hoped he would find them.

Do you know anything about Libya and its tribes? You understand that attacking Libya is hitting a bee's nest, or do you know anything about business relations with Libya and the US/ Europe? You do understand that Europes primary concern is protecting their newly billions of dollars energy firm assets and BP/ Merriyl Lynch oil deal inside of Libya. Why do you think Britain released the Lockerbie Bomber, it was a deal between BP and Gaddafi. Now with their new investments, they freak out seeing rebels rise up and they have to protect their multi billion dollar assets. Its completely no duh, but it helps this whole humantarian PR junket. How come you bought into war proporganda as soon as it came flying out the door? Wheres the skepticism? Again its dangerous to share their PR talking points as your opinions when you have to know the underside and complexity of the situation.

Addendum: President and his family enjoys visit in Brazil while the nation is at war! Not the wars we have been in for 12 years but the one where he single handedly attacks dictator who is killing the citizens of his nation. The war with Libya is expected to last for 20 years including invasion of American soil by Ghadafi's sons and grandsons. Once this actually happens we will declare Obama the worse president ever.

I looked it up. About 25 people with signs written in English but the speakers speak only spanish and you can't really understand what the protest is about. I saw signs about Haiti also. I know all it takes to get front page headlines in the US is to demean the office of our presidency; the worse the comment the more salivation drools from conservative pundits. But you can't expect the same reaction from other nations. Perhaps that nation feel these people do not deserve attention, we don't even know who they are. It may even be the drug cartel. Besides Bush provoked world wide anti-American sentiment. It will take a long long time to correct the negative impression left by his administration.

President Barack Obama welcomed Brazil's rise as an economic power and said the US would be an eager customer for its oil exports as he opened a Latin America tour yesterday.

This president is teetering on the brink of psychosis. He is like the little child that has to be liked or his world is rocked. May have something to do with the drugs and rejection of his father?

What I see in these posts is nothing but extreme racism. Bush could do no wrong, he's white. Obama can do nothing right, he's black. Simple as that. Check out these posts and see if you agree. Fox news seems to have a profound effect on the less intellegent amoung us. I am amazed that Fox is allowed to spead racism without consequence. Why isn't the rest of the media up in arms. Maybe they are all bought.

Yes I agree. This President's every single move from the way he walks, the gray in his hair, to the dog he picked out for his family has been under constant nitpicking. Not even getting to his bigger decisions. I am willing to bet that if he looked like John Edwards he would not have been treated as bad as he has been. It is really sad.

Liberals want a more collective society. Collective societies are always more racist. In a collective, you judge needs and value, not as an individual but as a group. Which means, in practice, that a man is to be judged, not by his own character and actions, but by the characters and actions of a collective, often by ancestors.

That means groups within the collective are forced into boxes on a census form. Some are given more opportunity to borrow or enter into higher education, not based on individual ability, but based on their group affiliation or ancestors.

Liberals have had a long history of race bating, double-standards, and prejudice. Of course, they are quite open with their displays of hate towards anyone who they don’t agree with- just look at the words used to describe “Tea Party” attendees.

Oh. I always thought that "collective" meant - of one purpose - individuals acting together or a joint identity". I didn't know what acting as a collective lead to increased racism. It seems that as a "collective" there is a primary mission, a primary goal, a primary directive, all achieved by a singular and joint means....you have confused me. Collective Bargaining? Doesn't that mean multiple groups coming together to bridge a singular agreement?

I missed where racism jumps into the mix here.
