SAN DIEGO -- A Naval training exercise that included an underwater blast off San Diego's coast has been linked to at least three dolphin deaths earlier this month, prompting a probe into whether the military violated the federal law that protects marine mammals.

Navy officials, who reported the deaths of the long-beaked common dolphins following the March 4 detonation off the coast, say they were following proper procedures and will continue with the training.

The National Marine Fisheries Service plans to take another look at the Navy's pending request to disturb marine mammals between Imperial Beach and Coronado, where it conducts amphibious and special warfare training, agency leaders told the San Diego Union-Tribune on Friday.

The Navy's application, which has been in the works for years, says it does not anticipate any dolphin deaths due to training. But following the March 4 incident, the fisheries service opened an enforcement case to determine whether the Navy violated the Marine Mammal Protection Act of 1972, which is designed to safeguard dolphins, whales and similar creatures.

Along with the three deaths reported to the fisheries service, two other dead dolphins were found later, but it's not clear if they were injured by the Navy exercises.

Environmentalists have called on the Navy to suspend activities involved in the deaths and conduct a transparent investigation.

But Navy officials said the program it calls "mission-critical" would continue. They said they were following proper procedures on the day of the blast and are conducting their own investigation to see if changes are necessary.

"We have an excellent track record in our training and have exacting standards that we apply to try to prevent these types of incidents," Cmdr. Greg Hicks, a spokesman for the Navy's Third Fleet, told the Union-Tribune. "We do our best to protect marine life while conducting essential training."

Hicks said there were no dolphins in view when the training countdown began, and when they could be seen it was too late to stop safely.

He could not say how many underwater blasts the Navy has performed at the site in recent years. Documents show the Navy's permit request for underwater explosives involve up to 415 "small" detonations during 311 training events a year.

Underwater explosives are important for clearing obstacles out of harbors so ships can enter. When the Navy practices with them offshore, Hicks said observers look for dolphins, seals, whales and similar creatures that might swim into the danger zone.

Michael Jasny of the Natural Resources Defense Council, which years ago sued the Navy to minimize damage to whales by sonar, said the Navy doesn't have the best environmental record when it comes to ocean life.

"There is training and there is training safely with full safeguards for the protection of the environment," Jasny said. "They haven't always done that."

Wish the Navy would understand that the Dolphins are not Attacks dogs. They are intelligent and curious. Besides they can always just watch movies on Syfy for Animals that kill us movies.

Am currently reading Derrick Jensen's 'End Game: The Problem of Civilization, Volume One', from 2006, and on page 143 he speaks about the National Science Foundation and Columbia University running tests firing up to 260 decibels out off the coast of California, which appears to have killed several Whales. These creatures operate on sound. The limit for sound for a human is 85 decibels. Can you imagine what a blast of 260 would do to a marine creature?

Now the NSF and CU say they are studying and mapping the ocean floor continent rifts but what they fail to disclose is that data generated this way is crucial to underwater oil exploitation.
And the military is out there doing it too. And there's perhaps other 'foundations', 'orgs' and gov't agencies. And it's been going on for awhile. The media just doesn't link the 2 or bother to report all the whales, dolphins or others that mysteriously expire after these tests. And the official word from all 3 above listed agencies is 'there is no conclusive evidence linking these events'.

Not must minerals exploration but also developing models based on the minute changes in the speed of sound to discreet temperature changes in thermocline layers and its relationship to mean global temperatures. Also as a means to encode information and send it in discreet sound packages through submarine canyons. There is some very interesting science being conducted but blowing up the melon of whales and collapsing the lungs of other marine mammals is inexcusable and 3 lawsuits have been contested in order to stop these acoustic bombs.

Consider myself a green, retired Navy, rec sailor & diver. But feel the training can continue. Both the Navy and enviro NGOs have engaged in several studies focused on the affects on sea life of extraordinary sound In water. Everything so far points to no harm but these deaths cannot be ignored. That said, a direct correlation should be evident before halting ocean testing/training in it's tracks. Don't feel the Navy is ignoring the constraints it has previously been compelled to adopt or adhere to.

Plenty of studies contradict this view. Note the studies conducted during pinger testing as a means of sonar mapping deep ocean basins, recording minute changes in discreet thermoclines, and as a means of transmitting encoded information.

You were trained to be a soldier. Surely you understand that man is at war with nature and ALL living creatures on this planet. We are at war with our soil, our air, our water. I don't know what kind of 'green' you consider yourself if you feel these practices are acceptable or even necessary.

AMEN. AMEN. I still honor the memory of the woman who found the whale dead from sonar testing and sent its head to an independent lab for testing. She brought it out to the public and her actions got the ban started. It's amazing what one person can do.

The navy has been killing dolphins for decades. The Navy wants the Dolphins to murder on command and they just won't do it. They'd rather sing, make love, take care of their kids and explore their environment. I hope they're here long after the Navy is just an ugly memory.

"Mission critical" what a load of hooey. What's that it is "mission critical" to determine if useless blasts of explosives in the ocean will kill dolphins and other marine mamals or not.

Oh yes it was also "mission critical" to conduct atmospeheric testing of nuclear weapons in the 50's that spread radiation, and tainted milk all around the world - until you found a better way of doing it.
