An extended federal government shutdown could devastate the U.S. economy by dealing a blow to Americans' confidence, experts said Tuesday.

If lawmakers cannot reach agreement on a bill to fund the government by April 8, a broad array of federal programs will come to a halt. Although most shutdown plans remain classified, during the last major federal government shutdown in 1995, certain health services were shut down. Court cases were delayed. And federal workers were furloughed. This time around, some fear low-income families will miss crucial government payments. But there is another consequence that could make all of those challenges far worse: The economy could slip back into recession.

Already, Americans face a host of economic woes. The unemployment rate remains high. Home prices are still falling, aggravating a widespread foreclosure crisis. Oil prices are rising, pushing transportation costs steadily higher and tearing precious resources from the economy.

In this context, a prolonged federal shutdown would drain Americans' confidence in their government, hobbling spending, borrowing and investment -- and pushing the economy toward recession, said Mark Zandi, chief economist of Moody's Analytics.

"Confidence is already very, very fragile," said Zandi, who has been an economic adviser to both Republican and Democratic lawmakers. "A very short shutdown would be manageable, but the damage that it would do to the confidence in the economy would quickly mount with each passing day."

After about two weeks, that loss of confidence would "be fodder for a new recession," Zandi wrote in a report last month. On Tuesday, he said that report remains as applicable as ever.

Republican lawmakers have warned that, if the government does not rein in federal spending, it could incite a crisis of confidence among investors in U.S. debt, which could make financing U.S. debt much more expensive. But economists say public confidence could fast wither if Congress fails to pass a budget for the remainder of the fiscal year, wounding the economy from the inside.

Economic strains at home, the conflict in Libya, and the continuing crisis in Japan have already made Americans worried. Both major indices of consumer psychology plummeted this month: On Friday, Reuters and University of Michigan said their consumer sentiment index fell in late March to its lowest level since November 2009, down from February's three-year high. On Monday, the Conference Board said its index of consumer confidence fell sharply in March, reversing two months of strong gains.

Confidence has far-reaching economic implications. It affects consumer spending, which drives about two-thirds of U.S. economic activity. Confidence also influences whether an entrepreneur will take out a loan to expand a business, or whether an investor will provide a fledgling company with capital. In the stock market, where trillions of dollars are at stake, investors' decisions are often influenced by a feeling of confidence.

"Even though the actual direct effects of a two-week government shutdown may not seem like such a big deal, it could trigger a mass panic or sell-off, or other types of market dynamics that could be really hard to predict or control," said Andrew Lo, professor of finance at the MIT Sloan School of Management.

He added that Americans might "start wondering whether or not government works at all."

On a short-term basis, the strain from a government shutdown would occur on a micro level, as struggling families would go without payments, and workers would be forced to stay home. But these issues would most likely have little broader impact on the economy during the first few days of a shutdown, said Alec Phillips, an economist at Goldman Sachs.

And not all aspects of government would be affected. Functions deemed "essential," such as national security, would continue.

Some economists are skeptical that a shutdown would affect the broader economy.

"In many respects it's the bureaucracy that shuts down -- the statistical agencies that collect and report on the state of the economy and commerce, various kinds of permitting and approvals," said Brian Bethune, chief financial economist for North America at IHS Global Insight. "These shutdowns have happened before, and they really haven't had that big of an impact on the economy."

During the last major government shutdown, under President Bill Clinton, confidence dipped. The freeze began in December 1995 and lasted through January. During that period, consumer confidence dropped 10.8 points, which at the time was its biggest monthly fall in nearly four years, according to the Conference Board's records.

The economic consequences, at that point, were minimal. The Standard and Poor's 500 stock index, after falling in January 1996, soon rebounded.

But this time around, a shutdown would occur during a period of historic weakness.

"It could be a nonevent, in which case everybody takes a two-week vacation, and they're back to normal afterward," Lo said. "Or it could turn into something much more ugly."

SHUT IT DOWN!! Then we'll see people pitching tents around the Washington Monument like the noble Egyptians did in Tahrir Square. We'll see the people protest until we get control of our budget through an online budget convention.

Please shut it down and prove to the world how we've outgrown the representative republic form of government and that we are really in need of a pure democracy when it comes to the budget. With the advent of the Internet, we could put together a website that could, in effect, operate as an online budget convention.

Now Carter no longer has the shame of being the worst US president. BO beat him by a country mile in less than half a term. And since BO has doubled even Bush's spending in less than 2 short years, NO ONE with half a brain wants this Kenyan fraud in office any longer. 2012 can't come soon enough. The Republicans ALREADY OWN the economic depression. Twice in this nation's history the thieves were given the keys to the kingdom. Twice the economy has collapsed. What does it take? Laissez Faire, hands off, anything goes, DEREGULATION, capitalists have been turned loose on the economy of this nation and its people twice in the last century. Twice the results were an economic collapse. This is the Republican MANTRA. SMALL GOVERNMENT. These words have meaning. I am not advocating government micro managing personal lives. BUT government has PLACE in our lives and we look to it to do its job, We PAY for it to do its job. TRICKLE DOWN IS A FAILURE. Tax code that sends money UP the ladder to the UPPER percentage of citizens is the mechanism of TRICKLE DOWN. Money goes up to the highest earners and STOPS THERE as what we are seeing right this minute. Money is not circulating. It is held by the corps in there current posture of massive profits and NO hiring. It is held in the hands of a few WHO DO NOT SPEND IT ON THE MANY. Prices are going up. Food, energy all staples and there is massive unemployment of the masses. Connect the dots. Tax cuts given in the middle of fighting wars and accounting tricks to make it all look one sided. This is a CLASS WAR people. And we are the losers.

"The economy could slip back into recession." I wasn't aware that we ever recovered from the recession. With the way things are going (budget cuts, education cuts, fee increase, continued job loss, few jobs being created, etc.) I was under the impression that we're still in a recession...

Those who think that the Republican Tea Party are the will of the people are very misinformed because they are the corporations, wealthy and Koch Industries, who formed and funded the Tea Party organizations, under the guise of 'grass-roots' and think tanks, one of which Ginni Thomas ran a non-profit think tank.
America, you have been had by special interest groups who put in Republican candidates to work for them inside Congress and pass bills in their favor. Sorry to say but the Republicans are loyal to their benefactors and not their constituents as you can see with the cuts they want to do to the disadvantaged and giving a free tax ride to the big corporations and wealthy.

The Tea Party does not represent the people and they have no right to intervene and dictate to Republicans on how to vote on cuts and slipping in riders to take away women’s rights; cuts to services for the seniors; economic jobless families; food for our children and citizens who need help during our recession, etc.

Tea Party organizers said they will welcome a shut down if they don't get their cuts. Majority Leader John Boehner has to stand by his honor and not cave in to the Tea Party but vote for his constituents and not special interest groups, like the Koch brothers!!.

Well, it's obvious that you've never been to a TEA Party rally. We're not big corporations. Not like GE, who owned MSNBC, who was Obama's biggest contributor. We're your neighbors. We go to your church. We're your parents and grand parents. We're local mom and pop store and restaurant owners. We're your doctor and dentist. We're your plumber, electrician and heating a AC guy.

The TEA Party is tired of the democrats, lead by dirty Harry Reid, not playing fair. They don't want the GOP budget but they won't show the GOP their budget nor will they negotiate it. That leaves the GOP negotiating with themselves. Obama has had no involvement in any budget since becoming president. This one is no exception. All other presidents get involved in the negotiations and have reccommendations. He did make one flip statement that he would reduce spending by $6 million. Gee whiz. That'll really cut the $1.5 trillion deficit.

The head of the DNC, Howard Dean, was in a democrat conference last night. He said, "I hope there is a shutdown. We want there to be a shutdown. Most of the TEA Party supporters are retired and on Social Security and won't be getting their check." See how wrong you are, dmgg711. Are you going to contradict the head of the democratic national committee, the large national democratic fund raising group's leader.

WASHINGTON (Reuters) - President-elect Barack Obama named Tim Kaine as head of the Democratic Party on Thursday, rewarding an early supporter with a high-profile political post even as he continues to serve as Virginia governor.

Kaine, 50, was a finalist to be Obama's vice presidential running mate. His support on the campaign trail helped Obama win Virginia, the first time a Democratic presidential candidate carried the state since 1964.

Republicans don't hate America and they don't think democrats do either. Republicans are afraid that our economy will fail if we don't cut spending. With the current spending, the congressional finance committee put the data in the CBO (congressional budget office) computer. The computer stopped at 2027. Why? At the rate were going, our government will be broke in 2027. All revenue would be used up by Social Security, Medicare and Medicaid. There would be no money left to run a government, so the computer couldn't give us a future past 2027.

Do you think our government needs to cut spending and and size? If not, you must want our economy to fail.

Yes, good observation if you start with a positive number and subtract another positive number every year you will eventually get to zero.

However, many republicans complain that higher taxes is a terrible plan, yet many countries around the world have much higher tax rates, and much higher standards of living. It's the blatant ignorance in thinking that spending is the only issue. If we think back before obama (and I'm not a supporter) we had a positive growth rate going into the Busch years (not a typo), and then had 911 happen. Result: we went to war, and another, and an unofficial war after that. All the while lowering taxes... It's funny but I can think back to the clinton golden years when I was taking algebra and can figure out if spending (war) goes up (quickly) and we slow putting taxpayer money in the funnel (lowering taxes) then the growth rate will quickly trend from positive to negative. To go along with that if we keep the interest rates low (another great source of funding) so that people who shouldn't be borrowing money don't have to pay a form of 'service fee' for it (improve morale post 9-11) then we actually f ourselves over by going into debt with ridiculous amounts of leverage.

If we boost spending, people can go back to work and make more $ which we can then tax to fund the economy and get back out of debt. Make sense?

Obviously you failed Econ 101. If it triggers a recession (which is likely as the article points out), government revenues fall while debt obligations continue. A shutdown would lose us (i.e. the U.S. Government) money.
