House Republicans Hold Strategy Session On Anti-Union Measure In Aviation Bill

House Republicans are holding a strategy session on Tuesday to chart out a way to pass language inside the Federal Aviation Administration reauthorization bill that would make it more difficult for rail or aviation workers to unionize.

A labor source passed along an alert sent out by Majority Whip Kevin McCarthy’s (R-Calif.) office, calling for a session in which aides could discuss how to best prep their bosses on the controversial provision. Sponsored by House Transportation Chairman John Mica (R-Fla.), the law would mandate that if an eligible voter fails to vote for union representation, he or she be tallied against representation.

In addition to relevant committee staff, Tuesday's meeting will feature Elizabeth Dougherty a Republican member of the National Mediation Board, as well as flight attendants from Delta Airlines -– the airline most affected by changes in union election laws.

“The House Transportation & Infrastructure Committee will be holding a Republican LA staff briefing on the National Mediation Board / FAA Reauthorization bill tomorrow, March 29th at 11:00 AM in 2167 Rayburn,” wrote McCarthy’s aide, Kelly Dixon. “As you know, we are scheduled to begin debate on the FAA bill this Thursday. This is a great opportunity for you to learn more about the NMB process and ask any questions you may have as you prepare your boss for debate on FAA Reauthorization.”

The labor source who passed along the notice said it’s telling “for the whips office to put out an alert for a special briefing on just one issue in a big bill.” Though the FAA reauthorization is a major piece of legislation that touches on a host of industry-wide issues, a spotlight has begun to settle on the language involving union elections, a policy which had been the law prior to being changed last July. Union officials, wary of the extra burden of rounding up all voters rather than a simple majority, are working to remove the language from the bill before it reaches the president’s desk.

While the email from McCarthy’s office may hint House Republicans aren’t entirely sure they can pass the measure, the Democratic-controlled Senate remains labor’s best hope to remove it. Sen. Jay Rockefeller (D-W.Va.), the chairman of the Senate Commerce, Science and Transportation committee, and Sen. Tom Harkin (D-Iowa) have both expressed opposition to reverting back to the old law.

Once again, Congress will consider a vote this week that could weaken the middle class. Multi-national corporations already hold all of the cards in our economy; the government shouldn’t stack the deck against middle class families any further. All over the country, we’ve seen an attack on working families and the right of workers to make their voices heard. Hiding this union-busting provision in the FAA Reauthorization is unacceptable and hurts hardworking middle class Americans.

Let's apply this to Rep. Mica: Rep. Mica received support from 69% of the voters in his district who cast a ballot in his successful 2010 re-election campaign, amounting to slightly over 185,000 actual votes tallied for him. However, if you add the over 83,000 voters who voted against Rep. Mica to 312,000 eligible voters who did not participate, then Rep. Mica would only muster 32% of the overall total – falling far short of the majority needed for election. Rep. Mica would lose handily to the 68% of “voters” who chose his opponent or were non-participating voters whose absence was counted as a vote for the alternative.

The Legacy Airlines (the ones with heavy union millstones about their necks) shrank their Chicago capacity by 10% this last year (O'Hare and Midway). At the same time, Southwest Airlines was expanding its Chicago capacity by 60%, compared to a year ago. According to Forbes, "Southwest now carries more passengers than any other U.S. airline." And, Forbes also reports that "Southwest reported second-quarter net income was up 41% to $159 million." That was achieved, even though SWA's fuel costs increased by 25%, during the last year. Go figure.

I wonder it the Congressmen pushing this idea would agree to apply it to their own elections.All the registered voters who did not vote would be counted as a vote for their opponent. That is the same idea they are pushing for union elections.

Apparently the GOP supports "freedom" and "liberty" but opposes workers having a say in their pay or working conditions, just as how they support democracy but opposes voting rights for young voters, convicted felons or anyone else that doesn't vote for them.

Do the taxpayers have a say in how their money is confiscated and spent on Bug Unions?? Not really ... look, Public Unions need to be reeled in a bit.

How does the GOP oppose Voting rights for young voters? Seems Progressives are trying to undermine the legislation in Wisconsin and Ohio put forth by the majority of elected officials .. isn't that voter disenfranchisement? Your logic is ridiculous. Would you support subjecting the compensation of every bank executive that received a bailout to the democratic process? Or every farmer or doctor that receives direct payments from the federal government? Or every small business owner that received a loan from the SBA, or the various tax credits we give them?

I can NOT repeat this enough that these people, many Repugs, are dangerous.

You hear stuff like "orderly liberty" in non-democratic states....totalitarian, fascist, oligarchy, etc. Those are NOT words used by real liberty loving people.

The Republican plan since the Citizens United case has been to put even more emphasis on destroying unions in this country, because of the money they can put into elections. With unions out of business, Democrats will be at a bigger funding disadvantage than they are now. We must fight these Republican thugs with every legal means we have!

GustavoRejivik : Fox News is non-partisan ? Since when ? Everything they say, do, or discuss, or whoever they interview is rabidly anti-Obama & anti-Democratic Party, no matter what the issue. If President Obama & the Democrats are for it, they are against it. If the President & the Democrats are against it, Fox is for it. Union busting....outsourcing....etc.....are all ways to get unemployed people to fight for jobs when not enough jobs are available.

And make working people nervous and more willing to take employer abuses. To achieve stagnant and decreasing wages, gutted benefits....and fear.

Bust the unions and the ordinary workers do not have representation and somebody to help them fight for their rights with employers.

Simply put, if and when more jobs ARE created, the workers will already have lost a lot of ground and be more at the mercy of their employers.
