WASHINGTON -- What happens to the social safety net if the government shuts down on April 8?

The Obama administration won’t say whether beneficiaries of programs like Social Security, unemployment insurance, or food stamps will continue to receive checks in the event of a shutdown. Moira Mack, a spokeswoman for the Office of Management and Budget, said all agencies have had contingency plans since 1980 and noted that members of Congress and the president want to avoid a shutdown. But Mack declined to discuss what would happen if the government does close for business. “We're not getting into hypotheticals," she said.

In a recent memo (pdf) to federal agency directors, OMB advised: "During an absence of appropriations, agency heads must limit obligations to those needed to maintain the minimum level of essential activities necessary to protect life and property."

Agencies queried by HuffPost declined to specify what their "essential activities" would include. Retirement and disability benefits? The Social Security Administration did not respond to requests for comment. Unemployment insurance? The Department of Labor declined to say what might happen. Food Stamps? A USDA official said it would be premature to speculate.

Ron Haskins, a former White House and congressional adviser on welfare issues and current co-director of the Brookings Institution's Center on Children and Families, speculated that wide swaths of the safety net would remain intact.

"I would think the agencies would determine many of these programs, especially safety net programs, are essential," Haskins said. Many experts agree with Haskins, citing what happened during the most recent government shutdown.

The federal government closed for 21 days from December 1995 to January 1996. Monthly Social Security checks continued for existing beneficiaries even though Social Security Administration initially furloughed most of its workers. But the agency discovered it needed to bring most of them back to deal with issues like "telephone calls from customers needing a Social Security card to work or who needed to change the address where their check should be mailed for the following month," according to a Congressional Research Service report.

Social Security recipients will still see receive their benefits even if the federal government switches off next month, said Cristina Martin Firvida, a lobbyist for the AARP.

"We are confident that for current beneficiaries, Social Security checks will continue to be paid, both in terms of being directly deposited, and also for those who receive paper checks, the post will continue to mail them," Firvida said.

"We are equally certain that depending on the length of the shutdown, should one happen, there could be some delays for new applicants.” Firvida said. “That is a bigger area of concern for us, and that concern would grow exponentially if the length of the shutdown becomes prolonged. If there is a short shutdown, the impact on applicants would be relatively minor."

Current Medicare beneficiaries also should not be affected by a short shutdown, said AARP's Mary Liz Burns. "Unless the shutdown continues for weeks, the effects on beneficiaries should be minimal," Burns said. But Burns warned reimbursements "for doctors and hospitals could slow down if the contractors who process the claims are deemed nonessential."

A similar situation would likely occur with unemployment insurance benefits. Judy Conti of the National Employment Law Project said federally-funded extended unemployment benefits, which are distributed to the long-term unemployed by state agencies, should continue even if the lights go out in Washington. "State agencies feel confident that they can continue to deliver federal UI benfits even if there's a shutdown," Conti said. But first-time applicants for federal jobless aid, which kicks in after six months of state aid, could face delays, Conti said, and so could people transferring from one "tier" of federal jobless aid to another.

Elizabeth Lower-Basch, a senior analyst with the Center for Law and Social Policy, said other programs administered at the state level, including Temporary Assistance for Needy Families (formerly known as welfare) and the Supplemental Nutrition Assistance Program (food stamps), should continue as well. "We expect them to continue providing people with these benefits," Lower-Basch said. "I don't think we need to panic people about these programs."

A shutdown could crimp the Earned Income Tax Credit, the government's largest anti-poverty program, which sent checks to some 26 million households last year.

Last year's (2010) proposed budget was as follows:

-Total revenue $2.381 trillion (estimated)
-Total expenditures $3.552 trillion (estimated)
-Net deficit spending:  $1.17 trillion.

-Total expenditures $3.82 trillion (estimated)
-Net deficit spending:  $1.64 trillion.

If this were a household earning $50,000, we'd be spending $88,108 (net credit card spending = $38,108). 

President Obama, together with Democrats, have proposed to cut anywhere from $10 billion to $30 billion from their spending baseline (based on various reports I've read, and assuming these all happen now, and aren't pushed way into the days after the President is safely out of office).

For our $50,000 income household, this means that:
-$10 billion cut in spending is equal to $230.41
-$30 billion cut in spending is equal to $691.24.

That's it.  Try passing that off to a bankruptcy judge, a creditor, or whomever.  "Judge, I know I'm spending $38,108 more than I have, but after cutting everything I can possibly cut to the bone, I was able to come up with only $691.24.  Sorry."

Pathetic, the whole lot of elected officials.  Absolutely pathetic.

As much money that I put into Social Security the past 18 years, I would be ready to take it to the streets. I'm beyond exhausted at these diots who were elected that can't even earn their pay, and they call us lazy.

And in one paragraph you have described the warped mentality of the average teabagger. They have no clue about the programs that they utilize everyday and where they come from or what party is responsible for their creation. I wonder how many oxygen tank and motorized wheel chair dependent teabaggers are aware that it was the Democrats during the Johnson administration who created and passed Medicare? Hardly any Republicans voted for Medicare when it was created and many said they wanted to get rid of it (same thing we are seeing with health care reform right now). Talk about biting the hand that feeds you, or in this case literally keeps you alive.

Social Security is NOT a welfare program. It is a program that you pay into until such a time comes that you are eligible to collect the benefits. It is an annuity that is run by the government.

Exactly what "shuts down" if there is a "Government" shut down?
Law Enforcement, Courts, Firefighters, Federal Emergency Management Agency, Homeland Security, FBI, CIA, Sanitation Departments, Dept. of Transportation, Airport Security, Veterans Administration, Federal Parks and Recreation, our Embassy's?
What happens to a Country guarding against terrorists and that is in two wars, that is without a working Government?
How about Public Department of Education? Social Security Administration, Environmental PROTECTION Agency? Food and Drug Administration?
Washington DC: Capital Security, Smithsonian, Congressional offices and Staff?
How about NASA? The Department of Commerce? Department of Agriculture?

If this would be a "Federal Government shut down" exactly WHAT "shuts down" ?
What ceases to function? Does everyone just put up a CLOSED sign, and go home until further notice?

How does this affect the State's Governments, since the Federal Government does fund STATE Governments, or the IRS at TAX RETURN time of year?

We are in two wars in the Middle East and a Global fight against terrorism, and we are at the very precarious beginning of recovering from the worst National Economic Crisis in almost 100 years. We have millions of Americans in personal economic crisis due to that 2008 economic meltdown and we have a couple hundred THOUSAND soldiers in harms way...and Republicans want to pull THIS shenanigan, crippling our GOVERNMENT, NOW?

How will this affect Wall Street?

My thanks to you for sharing your agonizing about the projected capitulation of the GOP to the T-party faction. The total disregard for others and their needs (let alone priorities) is so stunning as to be unbelievable.

As we look at the possible and probable attitudes of those in power, we identify greed, self-interest run wild, disregard for the greater good or the individual survival. We see isolationism run amuk. Since our family has been supported by government pay checks for many years, we have learned to keep a specified amount of "money" available should such a shut down halt our paycheck - even if the work is not halted! And the congress which dictates the shutdown seems to have little understanding of the repercussions of their actions. They can, but do they, determine WHICH functions will "take a vacation" and which will continue to operate? Do they consider the impact on the least able to care for themselves?

The more ridiculous this GOP "run" House, the more they demonstrate the inability to reach consensus among their own ranks and to access the broader view of how to govern. They deny the responsibilities their positions impose: the welfare of the nation and ALL of its people.

We didn't need to during the many previous shut-downs, but the tenor of the time is different now. Noone then suggested the 2nd Amendment rights. Guess we are likely to find out.
Understand that some of the rules have changed for this time, if it gets that far.

America held hostage by the GOP, egged on and kowtowing to freshman politicians representing the so called tea party that is rapidly losing support as America wises up to them.
After all, what majority of sensible Americans would possibly support a party that Bachmann is portrayed as the national leader? America has taken a look at the bagger agenda and decided we don't want it.

GOV'T SHUTDOWN

Doesn't sound that bad considering how little constructive legislation they actually do in Congress.

BUT, if social security and medical payments are interrupted, you will know something is up. SS is separately self-funded.
IF The Govt' shuts down OUR LAWMAKERS should cease getting checks and insurance too.

Of all the posts I've read on this thread, not person has said what truly WILL happen.

If UI benefits for those in the extension process (husband is on his first) cease, WE CAN'T PAY THE RENT, WE WON"T HAVE MONEY FOR OUR BILLS OR FOOD OR UTILITES...............

That's what's going to happen. Those of us who are no longer welcome in the workplace, you know, us pesky old people (59 & 53) that are now in the unique position of being "overqualified, and unhireable because we're currently unemployed, oh, and have salary histories that put employers off.........

AREN'T THEY AFRAID OF US? You can only push people so far before they push back. Maybe we need to CAMP on their DOORSTEPS.....and I don't mean in Washington, I mean WHERE THEY LIVE.

I've had just about enough of the whole lot of them.........what say you?
SO, where do we go from here? We've lost our homes because we can't afford the payments on UI, and now that we're living as cheaply as we can.............these baffoons decide to play a game with us.

If that is ALL there is to it, a "few minutes" of spending less money...then why are Republicans even bothering with this? For the DRAMA EFFECT?

Millions of PEOPLE will be affected by this shut down, WHY? The problem with this budget is, the Democrats failed to pass it last year. They had majorities in the House, Senate and of course they have the Whitehouse. Why did they fail to do their job and pass a budget? This is the fault of the Dems PERIOD.

Oh please, do yourself a favour a look stuff up before you post!

Dems had a majority for about 20 minutes because they have the blue dog republicans!  They are not dems and they are just as guilty of blocking almost 500 bills over 2 years and did nothing else.  They sidelined themselves for 2 years! 

There are 12 blue dogs and every time it was a critical vote the GOP really needed to sabotage our recovery  the blue dogs gave it to them! 

The whole world knows what's going on, why don't you??
