ABIDJAN, Ivory Coast — Residents barricaded themselves inside their homes Sunday, blanketing windows and pushing furniture against doors as this country on Africa's western coast tensely awaited the final battle between the two men who claim the presidency.

Fighters backing the internationally recognized president, Alassane Ouattara, amassed at a tollbooth on the city's northern edge, preparing for the final assault. Their leader was declared the winner of last November's election, but Ouattara has not been able to assume office because outgoing president Laurent Gbagbo is refusing to yield power.

Water has been cut off to much of Abidjan, and on the empty streets, a handful of women with basins could be seen hurriedly crossing the waterfront highway to reach the lagoon. Men ventured out with plastic bags to scoop up water, holding the bags high in the air to signal to soldiers in firing positions that they were not armed.

Only about 20 miles separates the thousands of pro-Ouattara foot soldiers readying for battle from the lagoonside district where the presidential palace and mansion are located.

A resident of the Cocody neighborhood where the mansion is located said around 700 Gbagbo supporters had gathered at the gates of the compound Sunday, after state television, still controlled by the entrenched ruler, called on the population to form a human shield to protect the presidential palace. The resident, who asked not to be named for fear of reprisal, said the supporters had been armed with AK-47 assault rifles.

Toussaint Alain, Gbagbo's representative in Europe, told reporters in Paris that Gbagbo is not giving up.

"President Gbagbo, I have said, is at the residence of the head of state, his usual workplace, and he is managing the crisis with teams that have been put into place to deal with this aggression coming from the outside," Alain said. "It's not up to America or France to decide who must lead the Ivory Coast."

The international community has been nearly unanimous in backing Ouattara, whose win with over 54 percent of the vote was confirmed by Ivorian election officials and a 900-strong United Nations observation mission.

In Washington, Secretary of State Hillary Rodham Clinton called on Gbagbo to step down immediately. She expressed concern about a massacre in the western town of Duekoue, where U.N. investigators said Sunday at least 430 people were killed last week, after pro-Ouattara forces moved in. It's unclear which side committed the killings, with both camps denying responsibility.

In Nairobi, U.N. Secretary-General Ban Ki-moon reiterated the call.

"There has been too much bloodshed," Ban said. "I renew my call on Mr. Gbagbo to step down to avoid further violence and transfer power immediately to the legitimate general candidate president Ouattara."

As the city waited tensely, many people were running out of food. One woman blocked inside her office when the violence erupted said she survived for four days on a pack of diet cookies, a bottle of whiskey and a few cans of soda.

The armed group backing Ouattara began its advance on the city six days ago, taking nearly 80 percent of the country before reaching the perimeter of Abidjan.

Heavy artillery could be heard for days. In neighborhoods near the palace, the explosions were loud enough to make walls shake.

At the Malian Embassy, more than 2,000 Malian nationals have taken refuge after Gbagbo's forces began attacking citizens of neighboring African nations. Mali, like most countries in Africa, has followed the United Nations position, calling on Gbagbo to step down and angering his supporters, who have carried out revenge killings.

"People are sleeping in the basement and in the halls. There's no more room," said Nouhou Diallo, a Malian community leader huddled inside. "The water was cut off yesterday. We're scared to go out but we were so thirsty today that some of us ran across the road to get water from the lagoon."

The United Nations began evacuating 200 employees by helicopter, relocating them in a city in the north controlled by Ouattara.

On Sunday, French President Nicolas Sarkozy announced that he had arranged for all French citizens in Ivory Coast to meet at a single location to guarantee their safety.

Cmdr. Frederic Daguillon, military spokesman for the French base here, confirmed that French forces had occupied the Abidjan airport, in hopes of allowing the return of commercial flights so foreign citizens could be evacuated.

Even if the airport is now secure, however, it was close to impossible to reach.

Troops loyal to the defiant Gbagbo opened fire with automatic weapons on a three-car convoy that attempted to drive through Abidjan on Sunday morning, blasting out the windows and wounding one of the passengers, said driver Ahmed Yoda.

A United Nations armored personnel carrier was struck by a rocket-propelled grenade a day earlier, seriously injuring four peacekeepers.

Even diplomats were stranded. A consular officer living in a diplomatic residence not far from the besieged palace said she filled her bathtub with water and had been using it for washing and drinking for the past three days.

Ouattara is an IMF stooge. He worked for them in the past and only wishes to bend down to the powerhouses like Nestle to sell them cheap cocoa on the backs of cheap labor. He will be a dictator. Look into his background.

Not enough reporting, really.

Dunno how much press it's getting in the mainstream media in the States, but the civil war was the lead story Friday at 6:30pm on CBC radio's flagship news program, "As It Happens."

Democracy Now! in the USA has broadcast a couple of interviews over the months and has been keeping tabs in their headlines (summary) all along. Last week they started devoting a lot more time to it.

Ivory Coast was a French colony...the people their speak French.

This is a French problem...they have one aircraft carrier and the Legionnaires. Let them fix it and they already have an advantage...

Surely they taught the Ivorians the French word for 'surrender'.

Toussaint is absolutely right! It is up to the people of the Ivory Coast to decide who they want to lead them. Toussaint's boss FORMER President Gbagbo is a sore loser who would rather destroy that country rather than step down gracefully because he still can't accept the fact that he didn't win re-election. Alassane Ouattara had 54% of the votes making him the winner, sorry about your damn luck.

Ouattara is a War Lord since 2002 he is the head of a rebel group.

He was the prime minister of a dictator named Houphoet Boigny. He is well known for his repression of opposition leaders, Gbagbo his wife and his son were jail for advocating Democracy in early nineties. He fought Laurent Gbagbo when he was struggling for democracy.

To pretend that Ouattara is any place close to a Democrat is an outrageous lye.

He is a war lord and will sun be indited for crimes against humanity. He is now call allover Africa the BUTCHER OF DOUKOUE.

The Internatio­nal Red Cross Accused him of mass killing of civilians in Douekoue, 800 civilians were killed by his rebel troupes between March 28 and April1.

Even the UN which had been supporting him and covering up his crimes for years are now distancing themselves from him. Ban Ki Moon said on Sunday that he will be accountabl­e for this killings.

Ten people were killed in a Catholic church in Sanpedro this Sunday by his rebel troupe.

Many organizati­ons are now accusing him of ethnic cleaning in regions that he controls.

The Ivorian Supreme Court said that Laurent Gbagbo won. There should not be any discussions.

The Electoral Commission is the body that organizes the elections and they declared Ouatara the winner. The constitutional council does not organize elections and is full of Gbagbo's cronies. Gbagbo lost by 8 points and he has to do the honorable thing by stepping down.

I'd suggest you to go read the Ivorian Constitution. The Electoral Commission just organizes and gives the provisional results. The Constitutional Council is the only institution which has the right to proclaim the winner of the elections.

OBAMA, made one of the worst mistake of his foreign policy in Ivory Coast by backing a WAR LORD named OUATTARA.

The president who was once viewed as a great hope to stop French neocolonialism in the former French Colonies of Africa is a big disappointment for most African Intellectuals.

Most of former French colonies are the least democratic and least free countries in Africa. They are also therefore the one which are economically regressing when there has been impressive economic progress in former British colonies during the past 10 years.

France doesn't want the people to be in control of their destiny, they prefer puppet who are not accountable to their people but to them to continue the exploitation of these countries. Here is a list of Dictators backed by France.


-Eyadema of TOGO ( 38 years of Power 1967-2005) He died and the son took over with the help of France.

-Bongo of GABON (40 years) He died in 2009. His son took over with France help.

-Paul Biya of Cameroon (29 years) he still in power.

-Idriss Deby of Tchad ( 21 years) still in power

-Sassou Nguesso of Congo ( 31 years)still in power

-Blaise compaore of Burkina Faso ( 25 years) the closest French allie in West Africa. He killed his best friend in a coup. He armed and trained rebellions in Liberia, Sierra Leon, Guinea, Ivory Coast. His army is helping the rebels and French forces in Ivory Coast.

Ouattara is not a war lord but a technocrat that use to be the prime minister and also worked for the IMF. Please do not seed misinformation ! Ivory Coast is one of the most educated country of Africa and absolutely not comparable to Tchad or Congo.
I do understand that people from Cameroon are a bit jealous of Ivorian's. Cameroon are planned to have election this year and your president Paul Biya is no better then Gbagbo, as we are blogging he is trying to amend the constitution to be able to have another term !

No, not true Gbagbo lost. Don't back greedy politicians who cling to Power.

IC should learn from their Ghanaian neighbor which has the most advanced democracy in Africa. The opposition won by only 20,000 votes out of about 15 million total votes but the party in power did the right thing to hand over power all on the interest of peace. That's what you call political maturity. Gbagbo has none.

If the "rebels" are gaining momentum against the "Dictator" that is objecting to AFRICOM, leave it be, as in Ivory Coast.

If the "Dictator" is gaining the momentum, then go in for humantarian reasons, seems to be the UN policy.

So much hatred in this world. I suppose it will never end. And I do feel terrible for all the innocents. But please let's not go and fight here too. As much as we may wish to believe it...we are not the safety patrol troopers for the entire planet Earth. Can't we just stop for a year or two...and help our own. Then we can go back to being cops.
