BAGHDAD -- Iraqi lawmakers approved a controversial $400 million settlement Saturday for Americans who claim they were abused by Saddam Hussein's regime during the 1990 invasion of Kuwait.

The settlement is part of a deal reached between Baghdad and Washington last year to end years of legal battles by U.S. citizens who claim they were tortured or traumatized, including hundreds held as human shields.

Many Iraqis consider themselves victims of both Saddam's regime and the 2003 U.S.-led invasion and wonder why they should pay money for wrongs committed by the ousted dictator.

Lawmakers approved the settlement by a majority after listening to the foreign and finance ministers as well as the head of the central bank describe why it was necessary, said Abbas al-Bayati of the State of Law political bloc.

Another lawmaker, Mahmoud Othman, said by approving the settlement, Iraq would be protecting itself from more lawsuits in the future that could have been well above the $400 million that was agreed to.

"They explained very well what was the settlement and how it will be negative if we don't approve it," he said. "That's why people were persuaded."

Lawmakers affiliated with anti-American cleric Muqtada al-Sadr rejected the settlement, said one of the bloc's legislators, Hakim al-Zamili. Al-Zamili said he was surprised that so many lawmakers who had been arguing against the legislation before Saturday's session reversed course at the last minute.

"It's better to compensate the Iraqi martyrs and detainees than the Americans," he said.

Saddam's regime held hostage hundreds of Americans during the run-up to the Gulf War, using them as human shields in hopes of staving off an attack by the U.S. and its allies. Most of the Americans had been living and working in Kuwait and after being taken hostage were dispersed to sites around Iraq.

Many of the Americans pursued lawsuits for years against Saddam's government and kept up their legal fight after Saddam was overthrown in 2003 and a new government came to power.

Some former American troops who were captured by Saddam's military during the Gulf War and repeatedly tortured and abused have also sued as have relatives of American oil workers who were working in Kuwait when they were picked up by Iraqi guards along the border.

It's not clear exactly who will be entitled to money under the settlement. When asked who would receive the money, a spokesman for the U.S. Embassy in Baghdad, David Ranz, said: "We are not in a position to confirm whether specific cases or claims by specific individuals are covered by the agreement." He declined to comment further.

Iraq was under a time crunch to approve the settlement before June 30, when Iraq will assume responsibility for overseeing its oil revenue account. Since 2003, the country's oil revenue has been held in a New York-based account that shelters it from international creditors' claims. The U.N.-backed protection expires when the oil revenue is transferred to Iraqi control, and Iraq could face international creditors like any other country.

According to the parliament's website, Foreign Minister Hoshyar Zebari told lawmakers the Iraqi government still had the right to submit its own demands for compensation to the American government.

Many Iraqis harbor deep resentment toward the U.S. for the bloodshed unleashed after the toppling of Saddam. Eight years on, violence still plagues the country.

In the northern city of Mosul a suicide bomber blew himself up Saturday near an Iraqi army checkpoint, killing seven people. Police and medical officials said 20 people were injured in the blast. Five of the dead were Iraqi soldiers.

The officials spoke on condition of anonymity because they were not authorized to speak to the media.

IS IT IN LAND? And if Iraq has 400 million american to hand out what the heck are we still doing there?

This kinda reminds me of the whole affair that gave Texas, Arizona, New Mexico, and California to America from Mexico. Only slightly but the treaties there and the land loss was directly related to losses incurred during prior conflicts in the late and middle 19th century. Just food for thought. And making the point this has been done before, a pattern of domination and occupation presents itself here.

For all you bleeding hearts you really don't have to say poor Iraq. They had a comfy little dictatorship and would have continued down that path until they decided to attack Kuwait. If they weren't barbarians they would have realized the correct path would have been to prove to the world court that Kuwait is stealing their oil. Since they live by the sword they die by it. Maybe next time they will think twice before invading a peaceful albeit corrupt nation. If Sadaam has complied with the UN resolutions and stopped the cat and mouse games they could have gone on without this BS. I don't agree at all with George Bush's lies but honestly if he had said he was going to invade to finish what his father had started I would have supported it. If the democracy loving people of Iraq would simply get on board and start to support their government and stop all the childish self seeking squabbling then they might achieve a world position unparalleled to anything they had ever achieved before. It takes integrity and staying power. So far all I see is murderers and thieves taking advantage of a weak central government. They are living in filth and they will never see a change if they don't grow as a society. They choose this path not their government. If you doubt what I say then feel free to join me in Baghdad.

You use the word "they" a lot to describe a whole people, but what about "those" barbaric American government officials who allowed our soldiers to stand idly by as looters ransacked the Iraqi art museum or who have been engaged in a war that has resulted in the expulsion of Christians and the consoldiation of a pro-Iranian regime.

"They" who speak loudest are often the most ignorant!!

If it helps your understanding of the concept you can feel free to substitute "They" with "iraqi peopple" or where appropriate "Iraqi government". I don't see how you can classify the American government officials as barbaric for not shooting the looters. Should the American government round up the bad guys out there and just murder them? I suggest its time to let the people of Iraq take care of themselves. We meaning the American government came here to stop the slaughter of innocent women and children at the hands of a ruthless dictator. I find it fascinating that you offer nothing but problems or accusations however just like 99% of the critics out there you offer no solutions. I came here as a civilian to make a difference. What have you done? Oh thats right you went to France. Filled with arrogant asses who think they are better than every other country in the world and haven't won a single conflict in 200 years. Oh and dont forget the place you call home would be speaking German if it wasn't for the United States of America. Try find solutions before critisizing. Stop finding excuses for the Iraqi people and start expecting them to act as civilized people. Right now the only barbarians are them. They shredded their own country and yet you blame the US. Are you kidding? Wake up and get a serious reality check. I expected feedback but I guess I expected it to make sense.

As an American living overseas, I have been trying desperately to be proud of my country in recent years, but to no avail. This recent humiliation of Iraq is an outrage that will only heighten the anger of Arabs against America and Americans!

When is the US Government going to compensate the civilian victims of the G.W/. Bush illegal invasion of IRAQ? More than 2.5 million Iraqi's lost their homes and are refugees in Syria, Jordan and elsewhere.

Seriously, I have been anticipating this. This is good news. There have been accountants hard at work in the Central Bank of Iraq(CBI). They have prety much completed their difficult tasks of inventory Iraq assets, such as gold reservs. This has been quit a long process from what I understand. Now there are other countries that have dibbs on these assets, however the United States tresury has priority. We seek the stability of Iraq's financial institution. The United States will now begin the process of recovering our inital investment "War booty" Via direct Deposit starting May 2011. God bless the USA.

Iraq marched into Kuwait because Kuwait was drilling at an angle to tap oil in Iraq's land. Iraq marched into kuwait because no one would help them stop the robbery. I am no fan of Saddam H. He was a murderer and should have been hung but, I understand why he attacked Kuwait. He was at the last resort to stop the Kuwait people from stealing oil.

Wonder how it was that a supposedly "free democracy" came to this decision? Iraq was oppressed by Saddam, they were oppressed by a brutal invasion that killed hundreds of thousands, made millions refugees, and now they are oppressed by a colonial puppet government. A true charnel house, when will Iraq ever be free?

You cannot shove democracy down the peoples throats. Some people must have a dictatorship in order to function. As far as freedom goes we cannot offer much help. Every day we lose more of our freedoms. Freedom of speach has been taken away. Our only freedom of speach boils down to a simple sentence; you have the right to be silent anything you say can be held against you in a court of law. so much for freedom of speech.
