'Virginity Tests' On Migrants Ordered By U.K.: Report

CASSANDRA VINOGRAD   05/ 9/11 01:25 PM ET   AP

LONDON — Newly discovered documents indicate that the British government concealed how often it administered so-called "virginity tests" to female immigrants hoping to enter the country in the 1970s on marriage visas.

The documents, unearthed by legal researchers Marinella Marmo and Evan Smith from Australia's Flinders University, showed that the tests – meant to prove that women coming into Britain to marry were virgins – had been administered more than 80 times.

Although the tests first drew condemnation in the late 1970s, the extent to which the practice had taken place was not clear until now. The British government had previously acknowledged only two cases, both done at Heathrow Airport.

"We were shocked to see not one case, but many," Marmo said Monday.

The government acknowledged that the documents were valid, but a spokesman for the U.K. Border Agency declined to address the larger number of cases reported by Marmo and Smith.

"These practices occurred 30 years ago and were clearly wrong," he said. The official, speaking on condition of anonymity in line with government policy, said Britain's policies now protect the rights of immigrants.

Marmo and Smith's research began in 2008 and was first published Monday in the Guardian newspaper.

The results show that 73 women underwent the tests in New Delhi and nine in Bombay at British embassies between 1976 and 1979. The alleged reason was to weed out bogus immigration claims.

The researchers said the discrepancy between their findings and the official tally makes it clear that the government, fearful of damaging its international reputation, had deliberately concealed the scale of the practice.

The documents "are quite revealing about the extent of abuse within the immigration system at the time," Smith said. "There were a lot of machinations to deny or limit what was made public about these cases, which lends credence to the idea that they knew it was something bad, that it was a gross violation of human rights."

The files, letters and exchanges – some typed, some handwritten, often with scribbles in the margins – contained telling references to a broader agenda to limit immigration, Marmo said, pointing to one note that read: "Let us not pretend we're not discriminating."

The researchers believe the government could issue a more assertive apology.

"We cannot change the past, but at least we can set the record straight and we can look each other in the face and tell the truth," Marmo said. "Say it happened. Say you're sorry."

What's the problem? Muslims today check a female's virginity before marriage and regulate and control their sex lives as well.
02:07 PM on 05/10/2011
No they don't- they just ask. Maybe in the middle east it's more predominant. And nobody's sex is "regulated" or "controlled". One newly married man even asked Muhammad if he was allowed to do the deed with his wife during Ramadan (Islamic holy month where one must fast and abstain from ANY sexual activity). Muhammad said yes, just to clean yourself afterwards, before prayer. I guess because it's know as one of the things humans need to survive? lol

Yeah all this stuff about stoning women to death for adultery is just hogwash - never happens. :) That Bangladeshi girl who was cained to death for being raped - that was all made up. Little girls aren't sexually mutilated in muslim countries - ever. :)

Hi ajjelove, my comment was slightly sardonic and while commenting on mainly Muslims, it was not aimed just at them. In many parts of the world, women are forced to be covered, are barred from education or a career outside the home (they have to learn to be good wives and mothers0 can be killed for adultery (while men are only lightly punished), they have their genitalia mutilated, they can be divorced for no reason at all and have their children taken away and men can rape their wife. Sounds like control to me, based on person's sex. Has been happening around the world more and more, happening in America as Muslims attempt to introduce Sharia Law. If you are blind, I know some see eye dogs that will guide you.

Obviously, the Brits don't understand about classifying such documents top secret. That way, no matter how egregious the offense or crime, the perps retire on huge taxpayer-funded pensions and no one's the wiser.
That's how we do it in America, and if it's good enough for our noble leaders, it's good enough for their British counterparts. Best: If any holier-then-thou do-gooders do reveal the secret, you can just have them killed by administrative order anywhere in the world.
Now that's real American know-how with our patented can-do attitude.

The Neocon dominated Arizona Legislature may want to add this test to SB 1070 ! it may be very interesting to see how our law enforcement officers are empowered to administer these tests!!?

OH NOOOO ! Just wait until Gov. Brewer and Russell Pierce read this! In addition to Arizona insisting on building a state funded fence along the U.S. /Mexico border and racially profiling brown drivers to show Identity cards for such crimes as driving while dark skinned now a way to expel immigrants for having SEX! Forget the fact that they have single handily stripped our education system bare because of blind obedience to Grover Norquist tax ideology they think the root cause for all our problems are these damned Hispanics, they must be removed and then life will be just great !

This is disgusting and obviously very racist. While British women are almost NEVER virgins when they get married, immigrants on the other hand have to be abused. And this is happening in a democratic western country. I'm assuming men didn't undergo any of this treatment.
11:37 AM on 05/10/2011
There is no known virginity test for men. Too bad. It would make the hypocrisy harder to practice in religious sects. And religious sects certainly don't want equality among the sexes. Got to keep 'teh wimmin' under control, ya know. Second class all the way.

This is appalling, and I couldn't help but groan when I read the article in the Guardian.

http://www.guardian.co.uk/uk/2011/may/08/home-office-virginity-tests-1970s

Obviously, these women are due more than just an apology, and I hope that there will be a genuine effort on the part of the government to speak to the people involved individually.

Er .. excuse my ignorance ... but how would such a test be performed? Is it not common knowledge that the absence of an intact hymen is not necessarily an indication of prior acts of intercourse? The whole thing smacks of ignorance and bureaucratized sexual assault, not unlike the invasive gropes at American airports.

I'm pretty sure that, to anyone or any entity evil enough to test for virginity, the absence of a hymen would be taken as "not a virgin" no matter what the reason.

That was the first thing that came to my mind..... Any result would be scientifically inconclusive.

I won't fly at all anymore because I don't want to be groped. My children are grown, but if the TSA did the things to them that I've seen on YouTube - I'm sure I'd be in GITMO right now.

I saw the headline and immediately thought the gop was starting another campaign to clean up America. Maybe in Florida where the 'lawmakers' are working on outlawing bestiality and fanny cracks as part of the conservative agenda. A shame that things like this in America would no longer be a surprise.

You make it sound like a bad thing that Florida finally outlawed bestiality. There are still 12 states where it is legal if you are so for it.
