INDIANAPOLIS — Indiana Gov. Mitch Daniels signed a measure Tuesday imposing some of the nation's tightest restrictions on abortions and making Indiana the first state to cut off funding to Planned Parenthood.

Planned Parenthood of Indiana immediately went to court in an effort to stop the law. U.S. District Judge Tanya Walton Pratt is expected to rule Wednesday on the request.

Daniels, a Republican known as a fiscal hawk, is considering a run for president in 2012. Adding his signature to the abortion bill will likely help his image among social conservatives who were upset over Daniels' previous calls for a Republican "truce" on social issues.

Daniels didn't advocate publicly for the bill, and it wasn't part of his legislative agenda. But he said he supported the abortion restrictions from the outset and that the provision added to defund abortion providers did not change his mind.

He signed the bill into law Tuesday along with 79 other bills. The law cuts off about $3 million in public funds used to pay for services such as birth control, cancer screening and tests for sexually transmitted diseases.

Planned Parenthood says the measure is unconstitutional and violates federal law. It says 22,000 patients could be left without access to Pap tests and other non-abortion services.

While the law cuts off the stream of funding for Planned Parenthood immediately, organization President Betty Cockrum said its offices would open Wednesday to see scheduled patients. Cockrum said the organization will use its Women's Health Fund to cover the cost of patients who rely on federal funding for birth control or health exams.

"It's very bad for the state of Indiana," Cockrum said of the law. "It's a very bad direction for public health policy."

The American Civil Liberties Union of Indiana filed the request for an injunction and temporary restraining order on behalf of Planned Parenthood of Indiana. ACLU of Indiana Legal Director Ken Falk said the judge heard arguments from both sides on the temporary restraining order seeking to prevent the defunding the state's 27 Planned Parenthood locations. He said the public funding has nothing to do with abortion and is used to provide necessary medical services, primarily to women.

"Family planning dollars fund preventive health services that are critical to low-income and vulnerable women and their families," Falk said. "It is unlawful, unnecessary and cruel to deny these populations health services that they desperately need."

Cockrum and Falk declined to comment on how long Planned Parenthood would be able to continue seeing patients if the judge does not rule in their favor.

"I think we'll have to wait and see what happens tomorrow," Falk said.

Indiana Right to Life President Mike Fichter said Planned Parenthood was trying to use a "delay tactic" to keep public funding coming as long as possible. He said he was confident the law would stand.

"Governor Daniels has now established Indiana as one of the leading pro-life states in the nation," he said in a statement Tuesday.

The law puts Indiana at risk of losing $4 million a year in federal family planning grants. It also bans abortions after the 20th week of pregnancy unless there is a substantial threat to the woman's life or health. That's four weeks less than previously allowed.

Daniels says he'll decide soon whether to seek the GOP nomination. Republican supporters say his support for the abortion bill will trump any concerns social conservatives had over the truce on social issues.

Mitch is planning to run for President. This is just a political move to get the republican votes. The way these politicans play with peoples lives by politcal manipulation is sickening. Where are the jobs? I guess that doesn't get the votes so they don't care.

If the extent of your knowledge of what is happening with the contentious issue of abortion in the United States is represented by the 80 minute "12th and Delaware" then I can certainly understand your undeveloped and unreasoned arguments. Your unbridled defense and championing of the extinguishment of human life simply because it is in the way....that, however, must come from a different motivation.

The political activism demonstrated in that "documentary" is the exception in crisis pregnancy centers. We don't care a bit about the "political" aspect of this issue where I volunteer. We care about women. Women who are hurting. Women who are scared. Most of them alone without any comforting support. Women who discover that there are other "choices" available to them besides ending their pregnancy. Providing pre-natal care, adoption placement referral, nutrition counseling, financial assistance, support groups of other mothers, job placement help, post-natal care, abuse prevention help, and a host of other assistances that women facing an important crossroads desperately need. Help that they will NEVER get at a place such as Planned Parenthood. The statistics are very telling. A pregnant women who goes into PP is 340 times more likely to come out with an abortion than an adoption referral.

Please, you are certainly at liberty to defend and champion unrestricted abortion if that is your goal. But you really don't have the liberty to misrepresent those who disagree with you.

There is nothing pro life about Reproductive cancers- I'd know- I had all my yanked. I was not happy about that, but then Medicare paid for it, not Planned Parenthood. Picketers in front of abortion clinics are going to lose their jobs. Stupid Indiana.

Women better wake up. Not only are their reproductive freedoms being attacked but their health care alternatives are being reduced. Not funding Planned Parenthood hurts democratic women more probably and they aren't votes he would attract but I would hope that republican women would think that obstructing health care for women of any means for political reason is wrong, especially those that depend on assistance for their own and families care. How callous can you be to score political points on the back of poor women by denying them one of our god given right, health care. Very Christian of him and I'm sure Jesus would not approve because what we didn't learn in bible school was that the blind man that Jesus cured had gone to the clinic but it had been closed because conservatives at the time wouldn’t fund it. Jesus met the blind man outside of a doctor’s office that wouldn't treat the man because he didn’t have insurance and the cost for the procedure was 50 shekels which of course the man couldn’t afford. Jesus cured the man because he understood that health care is a right otherwise he would have patted him on the back and kept walking.

Interfering in a private medical decision between a woman and her doctor is definitely interfering in the woman's reproductive rights. Her pregnancy is not the business of government, nor is it any of your business, unless you ARE the pregnant woman.

Please cite any support for that contention.

Jesus healed many people. Because of Godly love and compassion. And mostly as an instruction in the power of faith. Never as some type of object lesson that "health care" or any type of health situation was his primary goal.

Hi Dtom1776.

By curing peoples ailments I think Jesus was leading by example. Although I don't think health care was a term back in the day, Jesus preached compassion and the need to support and care for one another friend or foe. When someone is ill and in need of care I think it more appropriate to assume that Jesus would feel the sick deserved medical care regardless of means. I don't believe that he would have taken the position that many on the right take today. Based on his actions and words I would conclude and prefer to think that he would have decided it was best to provide the sick with the care they needed. The bible can be interpreted in many ways but I can't remember a passage from Jesus in the bible that would lead us to conclude that we should not assist those in need of medical care based on affordability. It seems so many on the right preach the word of Jesus but their interpretations of his teachings never seem to align with his actions.

There are fewer children in Foster care than there were 50 years ago. 20 years ago and even 5 years ago.

Child abuse is not a result of non aborted fetuses.
Child abuse is the result of neglecting and abusive parents who HAVE children.

offtoworkigo...what is your solution for all the unwanted children that would result if abortion were banned? There are currently over 100,000 children waiting to be adopted in the US. Many of the babies that the so-called "pro-life" pack are trying to force into existence will be unwanted. How many people adopt children with disabilities, FAS, autism or if they are of a different race or are crack babies?

Once again it isn't the family planning part that many are against it is the abortions and if it is only 3% of business someone is paying alot of money for them.

There are many means of birth control available along with the morning after pill (let's not include rape or incest in this discussion). Many use abortion for birth control, why are they visiting PP and using their free services? When will women decide to be responsible for their own birth control.

We will never agree on this issue so lets agree to disagree and those favoring PP doing abortions - you can speak louder with your check book so please put your money where your mouth is and send that check.

Abortions are only 3% of Planned Parenthoods services. NO government funds go towards performing abortions. I don't know what you mean by "someone is paying alot of money for them."

Any discussion of abortion has to include rape and incest. You also have to consider women who have abortions because carrying the baby threatens their life.

What proof do you have that "Many use abortion for birth control.???

No birth control is 100% effective, even when used correctly. But there are many things that make them even less effective. Such as taking certain antibiotics that make birth control pills not work.

Nonsense. Most abortions occur long before viabilty...and the more educated the woman, the earlier she will have the abortion. The solution is proper sex education and readily available birth control. Good luck with that with the puritan squeamishness so prevalent in the US.

Planned Parenthood isn't about abortions, it's just one service they offer.
They handled my son's prenatal care.
Abortion was never even mentioned. It was just "welcome to our office, how can we help you".

All this hateful talk about them is the opposite of my firsthand experience during a time of real need.
