TRIPOLI (Reuters) - Libya said Monday that tens of thousands of telecoms workers would act as human shields to deter NATO strikes on communications infrastructure, which it said had inflicted serious financial damage.

Speaking to reporters at a government-organized news conference in the capital, a man who identified himself as one of more than 20,000 workers in the sector read a statement vowing to guard telecoms installations with their lives.

"We, the telecoms workers, are present with our families and children around the clock and in shifts to protect this utility," it read.

"We will be human shields to confront any aggression or bombing aimed at continuing destruction of the communications infrastructure."

Libya says the strikes have caused hundreds of millions of dollars of damage to telecoms installations.

Muammar Gaddafi's government says NATO's two-month campaign has gone beyond a U.N. mandate for civilian protection to target civilians and destroy infrastructure to pave the way for regime change and seizure of the country's oil wealth. State media have reported strikes on communications equipment and facilities throughout the NATO campaign, including facilities used by the country's two mobile phone service providers.

NATO says its attacks target command and control facilities, and aim to limit Gaddafi's military capabilities.

In a separate statement, Mohammad Bin Ayad, who identified himself as the chairman of one mobile provider, Libyana, said the strikes had cut about half of that network's service, and reduced the capacity of the other network slightly more.

Total damage to communications equipment amounted to 1.5 billion Libyan dinars, he said. The figure implies a sum of about $1.25 billion at official exchange rates of 1.2 to the dollar. The currency now trades at approximately 1.8 in the capital's black market.

Rebels who have seized most of the east of the country and seek Gaddafi's ousting have established a mobile network out of central government control after Libyana cut service to rebel territory in March.

Here you have it! This is the agenda of Nato, it's all about occupation and controlling libya oil , putting military bases there, privatizing the oil and national libyan banks.

What is interesting is that any informed people know about this agenda of the west, except these rebels who are fighting and rejecting cease fire so that Nato can occupty their country.

I agree. I'm suspect about the rebel uprising and wonder if it wasn't a CIA inspired uprising. There's more to this than just the Arab spring uprising. Too bad the Arab nations are behind this.

This "uprising" is EXTREMELY suspicious to say the least. Qaddafi holds no official position in the govt. He is not President, Prime minister or anything, he is simply the Leader of the Revolution by virtue of his personal charisma, how then can they claim he does not have popular support. Also, Libya has a system of "direct democracy" (you're on the internet, google it!!!). Why didn't the rebels go to the other people of Libya to effect change? Why is the first thing they did to seize the national oilfields and announce they were ready to make oil deals? WHAT govt would have allowed that to happen? And now it turns out they are using land mines??? WTH are these people? : "Rebel authorities had previously told Human Rights Watch that forces under their control would not use landmines. Despite that promise, a BBC news report on April 17 showed rebel fighters removing plastic antivehicle mines from their vehicles and then placing them on the side of the main road into Ajdabiya. In addition, two witnesses told Human Rights Watch that rebel forces had transferred antivehicle mines from Benghazi to Misrata." What is really going on here?

With all due respect, I don't see anyone calling for a military occupation, nor is there any reason to believe that occupation is the true goal of NATO or the individual Western nations that it is comprised of. Who benefits from an occupation? Honestly? What's the upside? Flushing money down the toilet on forces who would, in all reality, be cooped up in bases and unable to have any real effect on the ground whatsoever?

I'm sorry, but some of the suggestions for what is being discussed behinds the scenes are pretty off the wall when it comes to this subject...

The benefits would be the same as they have been in Iraq and every other country where neoliberalism is put in place after a war. Libya is rich in oil, now water and enough gold that al-Qaddhafi was thinking of re-introducing the gold dinar. As far as occupation, we'll see, won't we?

Rare is the leader who, with the tremendous advantages of power, uses that power to bring good to others as Gaddafi has done.

Globalist imperialist corporatism and fascism has brought this evil upon Libya. There have been shocking displays of cowardice and greed that stood by and allowed this to happen.

As a citizen of the world, I am outraged. I am furious.
