Obama Call For 1967 Borders For Israel May Make For Awkward Meeting With Netanyahu

WASHINGTON -- The headlines made it clear. From New York to Tel Aviv, President Obama's call for a two-state solution between Israel and the Palestinians with borders based on the lines prior to the Six Day War of 1967 was a first for a sitting American president.

"The borders of Israel and Palestine should be based on the 1967 lines with mutually agreed swaps so that secure and recognized borders are established for both states," the president said toward the end of a broader speech on the Middle East. "The Palestinian people must have the right to govern themselves and reach their potential in a sovereign and contiguous state."

While the president's position that Israel's borders should return to the borders it had before it occupied the West Bank, Gaza and the Golan Heights marks a new government stance, the idea is hardly a breakthrough among experts and professional peace negotiators. At least one Washington think tank has already drawn several maps detailing possible swaps.

"It's somewhere between a big deal and no big deal," said Aaron David Miller, who spent 25 years as a Middle East negotiator for six U.S. secretaries of state. "And that is exactly what the administration wanted."

Obama's speech on the eve of Israeli Prime Minister Benjamin Netanyahu's arrival here for meetings comes at a low point in a "peace process" that has brought little peace while becoming bogged down in process.

In his remarks at the State Department, Obama took both sides to task for the continuing stalemate.

"Efforts to delegitimize Israel will end in failure," the president warned.

Alluding to Palestinian President Mahmoud Abbas' plan to ask the United Nations General Assembly in September to unilaterally recognize a state of Palestine, President Obama warned that "symbolic actions to isolate Israel at the United Nations in September won't create an independent state. Palestinian leaders will not achieve peace or prosperity if Hamas insists on a path of terror and rejection. And Palestinians will never realize their independence by denying the right of Israel to exist."

But while President Obama noted the bond with the Jewish state is "rooted deeply in a shared history and shared values," he added that "precisely because of our friendship, it is important that we tell the truth: The status quo is unsustainable."

Obama noted "a growing number of Palestinians live west of the Jordan River" and stated flatly in words not often heard uttered by American presidents that "the dream of a Jewish and democratic state cannot be fulfilled with permanent occupation."

Analysts said the president broke new -- and, from the Israeli perspective, controversial -- ground by focusing first on borders and security and leaving the stickier issues of Jerusalem and refugees for later, an approach the liberal pro-Israel group J Street has been advocating for since last year.

Obama appeared to suggest he was willing to push back against a long-time Israeli demand that any peace agreement allow it to keep troops stationed along the Jordanian border.

"The full and phased withdrawal of Israeli military forces should be coordinated with the assumption of Palestinian security responsibility in a sovereign, non-militarized state," Obama said.

Daniel Levy, a veteran Israeli peace negotiator now at the New America Foundation, said, "Obama seemed to make clear that a sovereign Palestinian state means no permanent Israeli presence in the Jordan Valley or at Palestine's external borders with third countries."

University of Maryland Middle East expert Shibley Telhami said Obama's "very important wording" does not seem to preclude the possibility of international peacekeepers along the Jordanian border.

Robert Satloff, of the right-leaning Washington Institute for Near East Policy, wrote that Obama's statement that a Palestinian state should have borders with Egypt, Jordan and Israel "implies categorical American opposition to any open-ended Israeli presence inside the future Palestinian state," a departure from previous understandings during the Clinton administration.

"In certain Israeli circles, notably much of the media commentariat and business elites, the particulars of the Obama speech will be considered an admonition to Netanyahu and evidence of Netanyahu's failed policy and diplomacy," Levy said.

Indeed, before boarding a plane for Washington, Netanyahu reiterated that "the defense of Israel requires an Israeli military presence along the Jordan River."

Obama's speech "is going to create a fair amount of awkwardness and upset in what already is a contentious relationship with Netanyahu," Miller said.

"The Israelis are not going to be happy with Obama's push on the peace process," said Reva Bhalla, a Middle East expert at the research group Stratfor. "But it's not like the peace process is going to go anywhere." With settlement building continuing on the West Bank, an uncertain partner in Egypt and Hamas and Fatah agreeing to form in a unity Palestinian government, the prospect for renewed talks are "dead in the water, even as things intensify in the lead-up" to the September UN session, Bhalla said.

"The president's comments about the Israeli-Palestinian conflict will lead nowhere," wrote Elliott Abrams, a conservative Middle East adviser to George W. Bush, in a post that originally appeared at the Council on Foreign Relations' website. "It is striking that he suggested no action: no meeting, no envoy, no Quartet session, no invitations to Washington."

Abrams said Obama's decision to delay negotiations on Jerusalem and refugees was unrealistic. "A successful negotiation will require trade-offs, so reducing the number of issues on the table may actually make success harder," he wrote. "But it is possible that the White House understands all this, and was mostly seeking to park the issue for the coming year through some 'balanced' rhetoric. They may have achieved that goal."

I am writing today with a somewhat unusual request. First and foremost, I am asking that you return America to its August 20th, 1959 borders so that Hawaii is no longer a state and you are no longer a citizen.

If Israel refuses to listen to sense I believe the US should end the $3-Billion in yearly aid we give them. $1.5-billion for 'military aid' and '$1.5-billion for economic aid'.

Did it take years of the California educational system to develop that inane comment? You notice that our leader suffered a well placed humiliating blow for his stupidness in thinking his position on the borders would be accepted, because his state of "I walk on water" attitude? Obama's arrogance was quickly laid to rest by one who is a survivor and who is capable of running his country, whereas, Obama has managed to bankrupt ours. Indentured, the Israeli's are NOT.

Israel is a sovereign state who HAD the USA as an alliance. We need them as much as they need us....that's what alliances mean.

And if I had an employee who treated my client like this president jut treated Israel, he'd be looking for work.

Netanyahu can bluster all he wants, but the time is coming when the US will no longer be the broker of Mideast peace talks. The culture of the region is changing, and Israel is about to be surrounded by Arab democracies. Will they continue to say, for example, that the Golan heights are integral to the defense of Israel, and cannot be returned to a democratic Syria?

Exactamundo! Which is why Mubarak, Gaddafi, Asad & Co were so useful to Israel. Maintained the status quo. Israel is starting to run out of excuses and the international world is getting increasingly impatient day by day.

I vaguley remember reading a passage in the bible that said exactly that...something about "when your enemies surround you, run for the hills..." But then horrible days follow for the world. Interesting read. I think the full description is in the last book called Revelation. We are obviously in that era because we never not had all our citizens supporting Israel.

President Obama said the EXACT SAME THING as George W. Bush, Bill Clinton and even the former Prime Minister of Israel Ehud Barak. But somehow because President Obama said it, it's "throwing Israel under the bus"??? PUHLEEZE.

Sickening and unacceptable when the Righties of other countries feel emboldened to do so.
I really do not understand what PM Netanyahu was hoping to accomplish. Perhaps he was trying to trying to influence our 2012 Elections. Why bite the hand that feeds you unless, perhaps, you are hoping for the red-meat the other hand is holding?

Netanyahu was invited to speak before Congress and AIPAC.

Obama was NOT scheduled to speak anywhere so the question I have is why did he suddenly decide to publicly speak BEFORE Netanyahu's appearances?

The "Washington Think Tank" with the helpful maps for revised borders is WINEP, which is as close to Tel Aviv as AIPAC. You could just as well have had the Israeli Embassy fax in your article.

President Obama's exact remarks on the 1967 Border - UN Resolution 262 voted for by the USA.

Well, once again the critics crawl out of the wall to wail their siren song and behold, what do we find? They again misquote and misconstrue the message. ........which part of "....mutually agreed swaps......" do they not understand?

Do you not understand that they Israel ahs been giving away land for years, which have resulted in war from those exact positions. Arab mindset is to totlally destroy Israel. That land has been given to Israel and Israel is a border state to her sworn enemies. No more land grabs. This is it. Israel will stand. And if the USA does not supprot her, then the USA will grow dull. You will not understand that...but no more light will be given to the USA to protect herself.

This a mistake by the Great Orator. He can't aford to write of the Jewish vote. Conservatives will never vot for him, but many Jews might. This is lost votes or even reversed votes with little gains anywhere else.

How is it "good international policy and all that" to publicly absolve the friendship we (the US) have with the one middle east country that is Not willfully and openly looking for the destruction of the US. Please, enlighten us on the GOOD INTERNATIONAL POLICY that this presidency has exhibited. Foolish policy shift by the president. Foolish could also describe anyone who believes Palestine will ever stop pushing for the abolition of Israel, no matter where anyone draws the boarders. Thankfully God has choose Israel, thankfully God has claimed this land and thankfully God will protect Israel. May God be with Israel and us always.

Not being a Jewish voter, I can't pretend to speak for any of them, but my understanding is that there is far greater discussion and disagreement in the Israeli press, and among Israelis and Jews themselves, about Palestine and Israel's obligations, than there is in the US corporate media. Don't think that just because Likud-influenced think-tanks are against what the president said, that the majority of Jews will be too.

Will our President AND the U.N. guarantee immediate and unqualified action directed at any and all incursions against Israel along the Jordan river? ... None of this U.N. "in the strongest words that's a No-No" garbage.. I'm talking will the U.N. send immediate airstrikes against any attack or significant build up at that border? Will they follow them up with Peacekeeping troops and tanks?... Because unless they will?.. I can't blame Israel one bit for saying "stick it.. our troops stay along the Jordan".
