Palestinians' UN Recognition Bid To Proceed

Palestinian State

KARIN LAUB   05/21/11 09:23 PM ET   AP

RAMALLAH, West Bank — Palestinian officials said Saturday that Israel's dismissive response to President Barack Obama's new Mideast peace proposal proves there's not enough common ground for meaningful negotiations.

Despite such skepticism, Palestinian President Mahmoud Abbas seemed in no hurry to announce his next move. He instructed his advisers to avoid public comment, presumably to keep attention focused on Israeli Prime Minister Benjamin Netanyahu who appears to be set on a collision course with Obama.

The U.S. president said this week that Israeli-Palestinian border talks should be based on Israel's pre-1967 war lines, with mutually agreed land swaps, adopting a formula long sought by the Palestinians, but rejected by Netanyahu.

In finally presenting his own vision of the rough outlines of a peace deal, Obama stepped deeper into the Mideast fray after more than two years on the sidelines. However, he did not present a plan of action with his ideas, and the responses from both sides indicated that chances for renewing talks, largely on hold since 2008, are increasingly remote.

Obama and Netanyahu are to address the pro-Israel lobbying group AIPAC on Sunday and Monday, respectively. The Israeli leader also plans to address Congress on Tuesday. A White House spokesman has said Obama will speak of the strong bond between Israel and the U.S., but not deliver a policy speech.

The strain in the relationship became apparent on Friday, after a two-hour White House meeting between Obama and Netanyahu. In front of TV cameras, Netanyahu at times seemed to lecture Obama, and suggested the president's ideas are unrealistic, saying that "peace based on illusions" will quickly fail.

Among Abbas' senior aides, meanwhile, there seemed to be some disagreement over tactics.

Chief negotiator Saeb Erekat said it's best for the Palestinians to keep quiet and let Netanyahu do the talking.

"We accept two states based on the 1967 lines, with agreed swaps ... and we want Mr. Netanyahu to say this sentence," Erekat said. "We hope to hear it in front of Congress, at AIPAC, in Hebrew, in Arabic, in Chinese, in any language."

Erekat said it's premature to talk about what to do should Obama fail to renew peace talks. Abbas' aides have been preparing to bypass negotiations, with a bid in September to win U.N. recognition of a state in the West Bank, Gaza and east Jerusalem, the territories Israel captured in the 1967 Mideast War.

Another senior aide, Nabil Shaath, said he expects Abbas to renew his support for the U.N. option in coming days – unless Obama somehow persuades Netanyahu to change course and accept the 1967 borders as a baseline.

"It's very clear that Obama's attempt (to restart talks) was shot down by Mr. Netanyahu," Shaath said Saturday, adding that unless there's an Israeli reversal, "we will continue our work for September and will continue to seek countries that recognize Palestine."

It's unlikely Netanyahu will change course, since he answers to a right-wing coalition at home and told Obama on Friday that the 1967 borders would be "indefensible." Netanyahu did not address the idea of swaps, which would presumably enable Israel to annex parts of the West Bank with large Jewish settlements, provided it compensates the Palestinians with the same amount of Israeli land.

Netanyahu has repeatedly said he is willing to resume negotiations, but Abbas has said he won't do so as long as Israel keeps building homes for Jews in the West Bank and east Jerusalem.

Since Obama's speech on Thursday, Abbas has been consulting with Arab foreign ministers on the phone and headed to Jordan on Saturday for talks with King Abdullah II. He also is to meet with leaders of the PLO and his Fatah movement and has asked for a meeting of Arab League foreign ministers later this month, Erekat said.

Obama has warned the Palestinians that a U.N. bid would not get them a state.

However, Abbas might not be able to abort the move because of mounting expectations at home, said Hanan Ashrawi, a member of the PLO Executive Committee. "I personally predict public opinion is bent on going to the U.N.," Ashrawi said. "Netanyahu managed to undermine every single attempt at launching serious negotiations."

There seems to be some confusion over what the U.N. General Assembly could offer the Palestinians if a recognition bid is vetoed by the U.S. in the Security Council. An internal Palestinian document said the Palestinians should then ask the General Assembly to establish a U.N. trusteeship in the Israeli-occupied territories, while Shaath suggested the Palestinians could at best win an upgraded observer status.

In Israel, senior officials played down the potential damage to Israeli-U.S. relations following the clash over Obama's peace vision.

"I think that when we hear all the details, it will be clear that the meeting was less dramatic than it was made out to be," Defense Minister Ehud Barak, a centrist, told Israel TV's Channel 2. "I don't think the president said you have to go back to the '67 lines. He said you need to talk about borders based on the '67 lines with the appropriate swaps."

Still, Netanyahu's blunt rejection of much of Obama's vision seemed to further isolate Israel.

The Quartet of Mideast negotiators comprising the U.S., the United Nations, the European Union and Russia said it supports the president's parameters and is in "full agreement about the urgent need" to resolve the Israeli-Palestinian conflict.

Oh the irony that Israel works so hard to deny the Palestinians a homeland, an economy and a way to make a living for their families. At some point Israel must accept the reality that exists right in front of their faces. Obama is right, they should begin negioations at the 1967 borders.

Obama being judged at AIPAC for what he did not say

The president was not passionately rabid enough in his support for Israel

Looking at media coverage of Mr. Obama’s speech at the 2011 AIPAC Policy Conference one would think the president vowed to give Palestinians the entire West Bank or asked Israel to lift criminal sanctions on Gaza or asked for the legitimate ‘right of return’ for Palestinians or told Israel to release Palestinian tax collected funds to the people of Palestine. No such thing happened. In fact Mr. Obama said nothing new or significant other than what he had already said on Thursday, for which he was roundly and rudely criticized by no other than Benjamin Netanyahu himself.

At AIPAC on Sunday the President did his best to appease his audience talking about his painful experience in Sderot but forgetting to bring up the daily suffering of people in Gaza, from lack of food, medicine, clean water and access to education for children not to mention frequent attacks on helpless civilians targeted in Israeli aerial and ground attacks with massive loss of life, limb and livelihood.

Barack Obama took the mandatory swipes at Iran since it is commonly accepted in the U.S. you are not considered a serious leader if you do not verbally attack and demonize Iran

The reality of American politics is it is political suicide for any American president to do much of anything to change the status quo of the Palestinian/Israeli situation on their own or to not give support to Israel, yet every President has to give this endless tug-of-war lip service and send in some negotiator like Mitchell. But given current conditions in the Middle East, it would be detrimental to U.S. interests if the U.S. were seen to not attempt to get the two sides to the table and if it did not interact positively with those Arab countries like Egypt which are, at least for now, seeking to become democracies. What I do wonder is, if this endless stalemate is not resolved soon, if Palestinians living with Israel's borders were to decide to have massive peaceful protests for a two-state solution, or if war broke out between Israel and one of its Arab neighbors, what exactly the majority of Americans would want the U.S. to do, particularly if any conflict threatened in any way to spike gas prices beyond $5 or $6 per gallon. If Israel felt herself threatened enough to have an all out war with any of her neighbors, would Americans want the American military to get into it, to put boots on the ground to fight any Arab opponent to Israel?

excellent post:'The U.S. and its Allies Will Do Anything to Prevent Democracy in the Arab World'

Speaking at the 25th anniversary celebration of the national media watch group Fairness and Accuracy in Reporting, world-renowned political dissident and linguist Noam Chomsky analyzes the U.S. response to the popular uprisings sweeping the Middle East and North Africa. "Across the [Middle East], an overwhelming majority of the population regards the United States as the main threat to their interests," Chomsky says. "The reason is very simple... Plainly, the U.S. and its allies are not going to want governments which are responsive to the will of the people. If that happens, not only will the U.S. not control the region, but it will be thrown out."

One of those who addressed the hundreds of people who gathered to celebrate FAIR was the world-renowned political dissident and linguist Noam Chomsky. This is some of what he had to say.

The U.S. and its allies will do anything they can to prevent authentic democracy in the Arab world. The reason is very simple. Across the region, an overwhelming majority of the population regards the United States as the main threat to their interests. In fact, opposition to U.S. policy is so high that a considerable majority think the region would be more secure if Iran had nuclear weapons

This has all the makings of the "Last War." Because if one is trying to be impartial and focused on what is best for the actual persons living in the area, regardless of race or religion, it seems that there is no present conceivable compromise that is possible. The two sides want more than the other thinks is just and reasonable. In other words, neither side has leaders that could accept what the other side wants. Neither Israelis nor Palestinians would approve of any offers that the other side would consider making.

So what happens in this kind of standoff?

Circumstances have to change from beyond the control of either. Could be other countries or circumstance changing. More likely that they will have to just survive until future generations come along.

This land dispute with the Palestinians was settled over a thousand years ago. The Qu'ran says that Israel is the heritage of the Jews. Now if the Palestinians were observant Muslims they would accept the word of Allah and leave. The Muslims knew the land was not theirs. The Grand Mufti of Jerusalem knew it too. There are Islamic scholars who feel the Palestinians are criminals for disregarding the word of Allah and trying to make excuses for their actions. I will quote from the Qu'ran. Then we (Allah) said to the Israelites," Dwell in this land( the land of Israel). When the promise of the hereafter ( End of Days) comes to be fulfilled, We ( Allah) shall assemble you ( the Israelites) all together ( in the Land of Israel). The crime goes back to the 7th century when the Muslim caliph took over the land from the Byzantines. Now the Muslims know the truth, but they refuse to admit it. I guess they pick and choose what they decide to follow and reject what they do not like. They should rejoice because their prophecy has been fulfilled.

First of all, cite reference please. Verse and sentence number?

Second, while the Qur'an mentions "Bani Israil" a lot, they and the *modern* Jews, coming from America and Europe, aren't necessarily the same people.

And finally, do you really want to use the Qur'an as the basis of setting disputes? I thought everyone kept whining about how "evil Muslims are forcing their beliefs down everyone's throats", and yet you want to go to the opposite direction? I must say I'm touched.

The real reason there is no peace is that war has become too civilized. Before smart bombs were invented everyone died, men, women and children. Then people realized how serious war was. Now if an innocent is killed everyone complains about it. Bring back the dumb bombs. When everyone dies there will be peace until the next time. We had dumb bombs all throughout history and once the wars were over they were gone for good because there was a winner. Now there is never a winner and the war goes on forever. Five thousand years ago wars were total and then there was peace for a while. So either make war total or don't make war at all. This has been a public service announcement.

That is conditional on the said "Jews" (hint: Israelis != Jews. Not all Israelis are Jews, and vice-versa) leaving other people to live in peace, too.

Maybe if they do get recognized they will finally leave the Israelis in peace? Fat chance of that. The point is the UN is so disfunctional they probably will create a terrorist state alongside Israel. So what will happen when Hamas does its thing and shoots missiles and mortars at innocents in Israel? Well since it then is a state the Israelis have the right to declare WAR. And if war is declared the Palestinians are going to get the crapola beat out of them. And since it is not a police action the Israelis can actually finish the job once and for all. I would hate to be in Palestinian shoes if Hamas starts any aggression with Israel. But of course the girly men of Hamas will first run to Egypt and then to the UN and cry about Israels right to defend themselves. It must bother them that the Israelis don't want to lie down and die. If there is another war lets hope this time the Israelis finish the job and bring peace to the area.

Oh wow, assumptions on top of assumptions. "Terrorist state"? "Not going to leave Israel in peace"? You speak as if Israel is an innocent bystander, minding its own business, when 'em Palestinians woke up one day, and thought to themselves, "hey, you know what'll be good to do? Attacking the Israelis for no reason".
06:48 PM on 05/22/2011
Actually the Israelis want to be left alone. After being attacked by the Arabs for so many times they realize that you cannot deal with them. Now why do you think the Israelis had to build a wall? To keep themselves confined? A duh question. Read a history book because it is obvious you do not have a clue as to what went on when the borders of Israel were open to the Palestinians.

If the presence of the settlers makes the '67 borders indefensible, wouldn't it make sense to remove the settlers? If Israel is as productive and rich as its cheerleaders vomitously claim every single time, then the loss of some agricultural land would not make a dent in its budget, especially when you consider that you can save a LOT in not having the IDF babysit these people.
06:21 PM on 05/22/2011
Israel is only a few miles wide. Not wide enough to defend itself with enemies bent on its destruction. A couple of wars ago it was touch and go and the war was almost lost. Thankfully the Arabs at that time made a few stupid mistakes.

Part of the problem on the Israeli side in terms of deciding borders or having any type of two-state solution is that there are many hardliners and ultra-conservative Israelies who believe that quite a lot of land in the West Bank is biblical land which the Jewish people should live on, so bit-by-bit they are trying to get more settlers to build more and more new settlements in Palestinian territory until eventually there would not be enough land left for a Palestinian state. You really have two things going on here: one is Israel's security which is undeniable threatened, but the other is a desire by some in Israel (and even among ultra-conservative Christian Republicans who believe in the Rapture) for Israelis to settle on a lot more land currently in the West Bank. The two things are mutually exclusive, of course, but conflict with Hamas, etc., actually plays a positive role for Israel to achieve those goals because if, in an alternate fantasy world, Hamas never existed and the Palestinians had always acted peacefully toward Israel, Israel would then have had to create the two states, give up any ambitions to acquire more land in the West Bank and exist within the 1967 borders -- and that really is the last thing Israel has ever wanted.
