WASHINGTON -- House Republicans are targeting domestic nutrition programs and international food assistance as they try to control spending in next year's budget.

In a bill released Monday, Republicans proposed cutting $832 million – or 12 percent – from this year's budget for the federal nutrition program that provides food for low-income mothers and children. The 2012 budget proposal for food and farm programs also includes a decrease of almost $457 million, or 31 percent, from an international food assistance program that provides emergency aid and agricultural development dollars to poor countries.

The legislation would provide $71 billion for food stamps, $2 billion less than the Obama administration projected would be necessary for next year.

Republicans who wrote the bill said the cuts in domestic food programs are taken from excess dollars in those accounts, and participants won't see a decrease in services.

Domestic nutrition programs are mined for dollars in tight budget times because they often have extra money sitting in their accounts. Money is allocated for the programs based on projections of need and food costs, and those needs are sometimes overestimated.

Hunger advocates have warned against stripping those programs of those reserves. Two analysts from the liberal research and advocacy group Center on Budget and Policy Priorities, Zoe Neuberger and Robert Greenstein, said Monday that the cuts could mean turning away as many as 475,000 people from the Women, Infants and Children program if food prices continue to rise.

Almost 9 million low-income mothers and children participate in the WIC program, which provides food, health care referrals and nutrition education.

Rep. Rosa DeLauro, D-Conn., said the GOP budget "rolls back years of progress."

"This budget threatens the health and security of American families, while asking the most of low-income seniors and the most vulnerable among us," she said.

The bill would cut almost 12 percent of the Food and Drug Administration's $2.5 billion budget, with fees charging industry for regulation potentially making up some of that difference. The legislation also cuts rural development programs, rural housing programs and agricultural research programs administered by the Agriculture Department.

Georgia Rep. Jack Kingston, the Republican chairman of the House Appropriations agriculture subcommittee, said the cuts would "root out waste and duplication."

"Where they have strayed from their core mission, we rein in agencies so they may better focus on the responsibilities for which they are intended," Kingston said.

The WIC program is one thing. That is actually a GOOD program. It limits what they can buy...only healthy foods. The Food Stamp program NEEDS cuts...and it needs to be re-vamped. NO MORE sugar foods. No more soda, candy, pre-made koolaide drink junk drinks, sugar cereals, etc..... With our government, our health officials, our FIRST LADY, so concerned with the obesity of our young people in America...they should start by cutting those things from the food stamp program. ONLY REALLY nutritious foods should be allowed under that program. Republicans are on the right track with this one.

I was afraid that something had happened to stop them in their useful course. I'm very glad to hear it.

Complete BS. Tell me, traitors to the people, did you account for all the people that will become eligible for nutrition assistance over the next year due to:

1. New babies
2. Newly minted seniors that lost their nest eggs due to government and bank fraud and which now may need food assistance
3. Those that will lose their jobs

Take $200 Billion out of the war budget and plug the corporate tax loopholes first then talk to us about nutritional budget cuts

There is an ADDITIONAL $114 billion in the House defense bill for continuing wars in Iraq and Afghanistan (AP 5-24-11).

Seems to me that if the wars were both ended, as they should be, that we could save a lot of money this way... but no the GOP only seems to want to attack the vulnerable.

The $114 billion is just this most recent bill, think about all the additional money that we have had to borrow to fund both these wars that have been going on for a decade now. Think of all the money we could have been saving. It almost appears that they want the country to implode.

I didn't see anything in the article that suggested that the GOP was interested in cutting the billions of dollars in direct farm subsidies (most of which go to less than 10% of the farming operations in the U.S.).

Did I miss something?

Cutting domestic food aid programs for low-income families, while preserving "big-Ag" welfare?

That is the GOP way....

Do you see "big-Ag" eating the profits lost by cutting subsidies? I don't agree with the subsidies by any means and do believe money can be saved by the elimination of the gvt. dept. employees administrating the subsidies but I am certain lost subsidies will result in higher food costs at the end of the day when big-Ag raises prices to compensate.

I'm sure that's the argument being used by the richly funded big-Ag and big-Oil lobbyists on the hill. We can't afford to let these enormously profitable industries hold us hostage any longer. Cut the subsidies. Give big business something they can EAT!

the Republican budget plan (RYAN BUDGET) wants to give more tax cuts to big business and the top 2% while it cuts medicare and social security.

Another give to the rich and take from the poor Republican scheme.

You don't need an IQ over 65 to understand that this borders on criminal behavior by these puppets of the corporate sector! How much is enough? How many more Billions do they need to earn to allow for the people to live a decent life?
