GENEVA — The International Cycling Union "categorically rejects" Tyler Hamilton's allegations that it helped cover up a positive drug test by Lance Armstrong at the 2001 Tour de Suisse.

The UCI insisted Monday that it had "never altered or hidden the results of a positive test," and that seven-time Tour de France winner Armstrong had never been notified of a positive finding.

"The UCI is deeply shocked by the seriousness of the allegations made on the `60 Minutes' program aired by U.S. television network CBS," the body said in a statement. "The allegations of Mr. Tyler Hamilton are completely unfounded."

Hamilton said in an interview which aired Sunday that his former teammate Armstrong used the blood-boosting hormone EPO to prepare for his third Tour win in 2001.

Armstrong told him the UCI helped cover up a positive test at the Swiss warm-up event, Hamilton alleged.

"The UCI can only express its indignation at this latest attempt to damage the image of cycling by a cyclist who has not hesitated to abuse the trust of all followers of cycling on several occasions in the past," the statement said.

Hamilton, who admitted to "60 Minutes" that he doped during his career, twice tested positive for banned substances.

"At no time did he see fit to inform the UCI of the events he claims to have witnessed 10 years ago, and which he is now using in his attempt to harm the UCI," the cycling body said.

"The UCI can only confirm that Lance Armstrong has never been notified of a positive test result by any anti-doping laboratory. ... Once again, the UCI wishes to state that no manipulation or cover-up has occurred in respect of its anti-doping procedures."

The UCI said it reserves the right to take legal action against Hamilton.

CBS' "60 Minutes" also reported that UCI officials helped arrange a meeting involving Armstrong and the World Anti-Doping Agency-accredited laboratory at Lausanne, which tested the Swiss race samples.

The UCI and its former president Hein Verbruggen, whose 14-year spell in office ended in 2005, denied such a meeting took place.

Verbruggen told The Associated Press that Armstrong's doping controls had never been hidden.

"There has never, ever been a cover-up. Not in the Tour de Suisse, not in the Tour de France," the Dutch official said in a telephone interview. "I don't know anything about suspicious tests. I was not aware of that."

The UCI has previously said the 2001 Swiss race was clear of doping and denied suggestions that Armstrong gave it money for covering up a failed test.

Armstrong donated $25,000 in 2002 for the Swiss-based organization's anti-doping program and $100,000 in 2005 for the purchase of a Sysmex machine used for analyzing blood.

Tour de Suisse spokesman Rolf Huser told the AP that organizers knew nothing about the race test results, which are conducted by cycling federations and anti-doping agencies.

"We are never in the loop about doping controls. We have to be neutral," Huser said. "We can't say anything about these rumors from 2001. We had the (race) results and everything was OK."

The Tour de Suisse allegations are similar to those made by Floyd Landis, who had his 2006 Tour de France title stripped for doping. After years of denying he cheated, Landis came out last year acknowledging he used PEDs and alleged Armstrong did, as well.

Verbruggen and his successor as UCI president, Pat McQuaid, are suing Landis in a Swiss court for saying that the governing body protected star riders from doping allegations.

"There's no reason that I should continue to prove my innocence – let people prove that we are guilty," Verbruggen said Monday.

Funny how Lance and his Lawyers like to say that a book deal is motivation for lying. A quick search at Amazon came up with 77 results related to Lance Armstrong. It looks like he has the most motivaton to lie of any of them.

If anyone were really serious about bringing down Lance Armstrong on doping charges they'd have arranged a snarky Fox expose with Rush Limbaugh, someone with 1st hand knowledge of doping. And being a dope.

Lance Armstrong, was, is and always will be my hero, that being said the charges leveled against the UCI are far more serious than any leveled against any rider. I think that the UCI needs a 2 year suspension :)

hamilton and landis are capable of the most outrageous lies. if they can lie about winning their races clean, they can lie about what they have witnessed.

however, this doesn't absolve L.A. whatsoever. he doped when he was a young up-and-coming thoroughbred before his cancer. and at the very least, he used PED's during the 1999-2000 tours.

It is one thing to lie to protect your own hide. To falsely accuse someone else is a much more serious lie. You cannot logically think that one always leads to the other. Given that you accept that Lance used PEDs it is strange that you also think that he has been falsely accused. If your argument were true then there would never be any Mob witnesses.

This strange love of lance, who at best you can say cheated his way to cycling history, has put in this beyond all reckoning status is beyond me. I wish I could just tell the truth and get it over with. Many of his minions will still love him.

I will not. I will not make a hero to a child or student athlete the prove the path to success is to break the most important rules to get the edge you need to win. I find it against all I believe in.

It is ironic that long distance bicycle races were developed during the late 19th century to measure the stamina of men using various stamina-enhancing drugs that were intended for use by manual laborers, or, in other words, to test what drugs would help a worker work at 16 hour day.

I find it interesting that these guys can never deny the allegations without throwing in a character attack on the accuser. To me that just makes them look more guilty.

I doubt that. I am sure you can think of instances where questioning the intent of the accuser is acceptable. Not all accusation are equal. Even the law looks with a jaundiced eye on testimony from witnesses of questionable character.

There are obviously cases of that but with Lance he always resorts to character attacks. It will be interesting to see how he responds to Hincapie's testimony as a character attack will not work with him. I find it odd that Lemond, Andreu and his wife, Landis, Hamilton, Simeoni, Emma O'reily, Steve Swart, among others are all liars out to get Armstrong. That is one major conspiracy. Given that there are at least four teammates of Lance's who are making these claims it is pretty clear to me who is lying.

60 Minutes actually produced Armstrong's failed blood test and showed it on screen. It was a great piece of investigative journalism and convinced me that Lance is most assuredly guilty. And FYI, it was not just Tyler who testified to Congress about Lance being a doper. His other close rider from the Postal team testified to his using PEDs too.

You weren't paying very close attention. 60 Minutes did not produce an actual failed blood test. They provided (so far) unsubstantiated claims that Armstrong failed a test in Switzerland and that the UCI helped squash it.

Why? Do you have something against him other than all the, as of now, speculation you read. You are entitled to your opinion, but you might want to consider just how you would feel were you to be judged on the basis of rumor, he said/he said testimony, or the fact that your accomplishments were more than some people could accept. Until there is proof, Lance is merely the victim of trial by opinion.

I don't even care about his cheating or his victories or any of it. I've been tired of Lance for years. Once again when I watch the tour this year it will be all Lance this and Lance that...I just don't like him or his face
