Jobs Report: Local Governments Continue Cutbacks, Hampering Recovery

WASHINGTON -- Most American industries managed add jobs last month, albeit far fewer than expected. But in local governments, the losses continue to mount.

According to the jobs report released Friday, the number of local government jobs fell by 28,000 last month. Overall, local governments have shed 446,000 jobs since an employment peak in September 2008. The unemployment rate among government workers has risen from 3.4 percent last May to 3.9 percent this May.

And that number probably won't be turning around any time soon. Even if private-sector employment numbers improve, local governments across the country will continue struggling to balance their budgets as tax revenues have plunged with a foundering housing market and weak economy. Unlike the federal government, local municipalities generally cannot run deficits and must balance their books.

"There's not much that they can do," said Dean Baker, co-director of the Center for Economic and Policy Research. "They've done all the tricks they can. They've gone through their rainy-day funds to delay making cutbacks, and now they're cutting into the meat."

Early on in the recession and recovery, local governments were able to stave off cuts on an emergency basis, and Obama's stimulus package included a $53 billion state fiscal stabilization fund to help avoid layoffs, particularly in education. But much of that money has already been burned through. Now, some municipalities have resorted to laying off public workers whose jobs had always seemed safe, like teachers and firefighters.

To make matters worse, states like Ohio, Wisconsin and Michigan have indicated they may start cutting back aid to city and local governments amidst budget-cutting fever, increasing the possibility of more job cuts.

According to Jacqueline Byers, director of research at the National Association of Counties (NACo), the first cuts in local government occurred in coastal areas where the housing crash was particularly gruesome. But the belt-tightening has since spread to the Midwest, where revenues have also dropped due to falling property and sales taxes.

"They do the easy stuff first, cutting five percent across the board," said Byers. "Then they cut into library hours and donations to the arts. As they progress along, they start outsourcing and then getting rid of employees and freezing positions. There's a continuum."

More than 50 percent of counties recently surveyed by NACo said they had fewer workers on the payrolls than in fiscal year 2010. Nearly half of the counties surveyed said they were delaying purchases, repairs and capital investments -- a decision that could further dampen the jobs recovery.

Byers said county and city governments typically lag behind the federal government by about 18 months when it comes to a revenue rebound. For this recovery, that would be a best-case scenario.

"In reality, this time we're thinking it might be even longer," she said. "Maybe 24 months."

The rate of unemployment among government workers is 3.9%. And 5% is so-called full employment in the private sector. I don't think we have to be worried yet about massive unemployment in government. And the number of government workers, the resources devoted to them, has grown inexorably over the years and it needs to be reduced considerably.

While looking at the picture I was struck by a thought.

Why is it called a job "fair".

There is nothing FAIR about it. There is nothing FAIR about unemployment.

In a rational world, the best qualified would get the jobs, not those with the best connections.

In a rational world, when demand falls by 10%, everyone would share by taking a 10% cut in pay, instead of having 10% of people lose their employment and pay the costs for all, while those in management get raises.

Life isn't fair, but our system isn't helping. We don't really need to add to the "unfairness" of life, but we do............................................go figure.

This is part of the REAL STORY. And, finally there is a news story talking about it.

Why isn't this front page?

Anyway, the economy and jobs are all part of basic economics - SUPPLY is ready and willing; but, there is NO DEMAND in America, due to millions being out of work and the continued housing crisis.

There really needs to be another stimulus with direct spending going to put people either back to work (in the case of many state's that have laid off workers) and/or to work, for infrastructure project and the similiar.

You are right with the no demand issue...i deal with business owners every day, small and medium businesses, they are not hiring, nor are they expanding....some are still scaling back.
What we have to ask, is why is there no demand? Because our government, both sides, has shipped our jobs overseas....the large, multi-national conglomerations have figured out how to play our government (again...both sides) and now the corruption is taking over. By overusing the epa, over promoting the unions, and sending our tax dollars overseas in the disguise of wars, rebuilding, aid, and green energy bills.....we have created a situation where there are no jobs, or need for jobs....the scary part is that we haven't stopped this yet, and I see this as the new stagnation of the job situation. IMO, the worst is not over yet....between W. Bush and Obama, we have been set back decades, meaning it will take decades just to get the value our economy had back, just a short while ago.....we're in trouble, and we need to quit playing party lines, that is what they use to keep us divided.

Republicans are getting their wish, smaller government by fiat. Unfortunately, smaller government means fewer jobs in the public as well as the private sector. Government's employees are consumers and they spend locally. Government contracts with the private sector for goods and services. One of the big lies is that smaller government creates jobs. This is a complete and utter lie and exactly the opposite to what really happens. The right wing has deluded Americans into believing that cutting the deficit will mean more jobs. It will drive this country into a depression almost overnight. I hear fools saying that you can't spend your way out of a recession. Nonsense, spending is what gets the economy going again. Corporations are getting rich by selling products to other countries and not hiring Americans. This is a big fat "screw you" brought to you by the right wing. They never mention the deficit when a republican is president. Ever notice that?

America needs a certain amount of jobs to have full employment (considered around 5%).

It makes no difference how many jobs are lost or added.....it is the TOTAL number of jobs available that counts..

Simply put, there are more people being laid off than new jobs being created.
Even in a good month, we are not replacing the jobs needed just for population growth.

******The Repugs wanted smaller government.
They wanted to shrink it and put it in their back pocket.
Yet, I bet they never gave much thought to the high unemployment rate among government workers who would be laid off and join the jobless.
OR, they didn't care.

*******The Dems just didn't seem to be able to do much of anything to stop the carnage (lay offs).

And NOW our #$%$ politicians (of BOTH) parties STILL fiddle (around) while America burns.

THAT is the worst thing the Repugs did.

The gave out hope, they promised to try and provide jobs.....AND they turned around and took away jobs while attacking anything and everything NOT in their Repug playbook.

Getting rid of birth control clinics, busting unions........and taking away jobs.

I have a feeling a lot of moderate Repugs and many independent voters have buyers' remorse.
What they are getting is NOT what they voted for!

This is the result of catering to the right wing. Firing gubamint employees will somehow, in their foggy little brains, lead to a boost in private sector jobs. I am still waiting for an explanation of that one.

What the right wing is expecting is that as government is forced to cut back on the services that they provide they will start to farm the providing of these service to private business. This will initially look good on budgets for municipalities but in the long run will cost more because of the overhead involved when private business provides governmental type services. Of course the government entity won't have to worry about it because the business will likely force the "taxpayer" to enert into some kind of contract to receive the service. Meanwhile, the amount of taxes paid will probably not drop.

The taxpayer is the only one that will get ripped off in this little game that is being played.

Pay cuts( I know it's hard to accept giving up something so hard won) and tax financed retirement packages eliminated( It hurts but S.S.I. is good enough for the private sector, why isn't it good enough for those that serve the public good?). It has hurt in the private sector until it's reached the point that there are MORE public servant employees than private sector employees. A condition that is unsubstainable. These are but the first rumblings of of the wind that's rising to blow down the house of cards and promises. The high wages paid, from the top down must be reduced for at least the short term( with those at the highest levels taking the largest cuts to set the example) to save the jobs for all. The waste( pols. with friends that do nothing or very little and collect pay. Are you listening Ficano) must be reduced or eliminated. Overpay for a job function( 2 tickets= 1 hr. of overtime) is not the best use of the public trust. We suffered through this sort of thing in the 80's. We have that experience to help to stop the downhill ride before it gets' worse. Those things we did poorly, back then, that hindered a recovery can be eliminated so as to make this one quicker and longer lasting. why must more suffer when we have the answers already? Our pols. will continue to squabble and nothing will be done.

Of course if you look at the distribution of Federal Funds, most "Blue" States pay more to the Federal to the Federal Government than they get in return, while many of the "Red" states get much more than they pay.

The CRISES we face:

1) Joblessness in America
2) Crumbling infrastructure, roads-dams and education-broadband
3) Imperial national security state with dwindling moral stature and eroding civil liberties
4) Energy paradigm feeds terrorist states and risks global calamity, re: CO2 (per 95% of climate scientists; there’s NO controversy among experts about this dire threat)

Note: The deficit is a priority, but FAR from the first order of business.

The SOLUTION to ALL of these crises: Learn from history! America, with a greater debt problem than the one we face today, SPENT our way out of the Depression -- and frankly, we have areas that desperately need investment.

While our credit’s still good, we need to commit REAL money (not the "Stimulus" bill's paltry $120 billion for transportation/infrastructure, but something on the order of $1 trillion) to INFRASTRUCTURE modernization. Greening our infrastructure will create JOBS, reduce our dependence on fossil fuels (depriving terrorist states of money AND curtailing our "vital security interests" in oil-producing nations, allowing us to end our counterproductive wars); and reduce CO2 -- a priority for any sane, informed human being.

Shifting our energy paradigm and modernizing our infrastructure will create MILLIONS of jobs, reviving consumer activity and growing revenue (reducing our debt). We will end our immoral wars of plunder and reap huge savings.

This is how we create a 21st-Century economy and bright future for America... if only the fossil-fuel and defense lobbies would allow it (too bad they run our government).

It is not OUR fault the politicians gave the money to banks and Wall Street AND didn't make any real conditions on the money.
It was little more than a gift for those who tanked the economy!

While I am leery of another stimulus....still, if it is invested in JOBS for the unemployed and fixing our infrastructure....then MAYBE I could get on board!

I gotta think about it.
Though I doubt it will be discussed never mind happen.

Stimulus for lower class Americans to get them/us back to work.
NOTHING for banks and Wall Street.
(Though they will get their sticky fingers on some of the money somehow.)

I repeat, I highly doubt another stimulus is coming......UNLESS this recession drags on way too long.
Then, all bets are off.
Desperate politicians (of both parties) do desperate things....even another stimulus.

My mother is a special ed teacher in a very poor rural part of Michigan. They are trying to get a grant to help them for another 3 years, but if they don't she will likely be out of a job, as she went back to teaching after all of her 5 children were grown and doesn't have the years. (This is where unions REALLY need to reform! She wouldn't lose her job based on performance. It is all about the years.)

There are about 20,000,000 sad stories out there in the private sector, why is your mothers any different? Does she own her home? Is her husband working? If your answer is "no" to any of these questions, then you just might have to help your mother. I mean, she did help you for many many years.
