Pollster Stan Greenberg Warns Democrats To Face 'The Real Economy'

WASHINGTON -- A prominent Democratic pollster has a blunt warning for the Party: Despite a turn in economic growth and job creation statistics, Americans perceive no change in a "real economy" of reduced wages and benefits.

On Thursday, Democratic pollster Stanley Greenberg briefed reporters on results from a recent series of focus groups, one-on-one interviews and a national survey of likely voters all sponsored by Democracy Corps, the organization Greenberg founded with campaign consultant James Carville.

The results show that backward-looking campaign messages about who is to blame for the recession or whether the recovery efforts are succeeding are doomed to failure. Instead Greenberg is urging Democrats to look forward, embrace the ongoing economic hardship and propose solutions that target perceived greed and unfairness.

Not surprisingly, given his affiliation, Greenberg highlighted some hopeful news for Democrats. Although voters rank government spending and deficits among the top problems they want addressed, the new survey finds a six-point decline in confidence in Republicans since April on having "the right approach spending and deficits." Voters chose Republicans over Democrats on that measure by a 16-point margin in April (51 percent to 35 percent), but by only nine points in May (44 percent to 35 percent).

The newly released Democracy Corps report explains that Republican budget and Medicare proposals helped cause this change as well as a sharply diminished Republican advantage on the economy. "Voters never wanted austerity," Greenberg and his colleagues write, "and attacking Medicare cut right to the heart of middle class financial security."

Greenberg was less sanguine about perceptions of the economy. "There is a real economy out there," he warns, an economy "that's not changing." Despite the creation of 244,000 new jobs in April, 23 percent voters believe the economy is still "at the bottom" and not improving, and 31 percent think it "has not yet bottomed out and will still get worse." Just 42 percent of voters believe "the economy has already bottomed out and is starting to improve."

Moreover, on a question tracked since 2008, two thirds of the voters surveyed by Democracy Corps continue to rate the state of the economy as "cold" rather than "warm."

What's the problem? Across a series of surveys, between 37 and 40 percent of Americans report experiencing reduced wages or benefits in the last year, between 35 and 41 percent have reported losing a job, 22 to 27 percent report having lost their health insurance and 13 to 22 percent report having fallen behind on their mortgages. As the Democracy Report chart shows, these numberrs have shown no sign of sustained improvement since early 2010.

These perceptions are based on "real experiences," Greenberg said.

Drawing on focus groups and in-depth interviews, Greenberg also highlighted four "powerful dynamics" behind voter perceptions of the real economy:

  • The middle class is "smashed," with rising prices and declining benefits leading to a "downsizing" of expectations for "the American dream."
  • "American companies are no longer creating American jobs," with outsourcing of jobs and competition from China leading to a "deep feeling of betrayal" by companies and political leaders.
  • "The country is weighed down by debt, spending and greed." Greenberg described perceptions of debt and spending as central the economic insecurity, but he also stressed that voter references to debt were about more than government and also include leverage by private companies and loans taken by individuals who could not afford them.
  • "Corrupted politics makes economic change impossible." Average people struggle to survive without help from the government while a "nexus of big money and politics" allows "the people who are the greediest and irresponsible get bailed out."

Against this backdrop, Greenberg warns the Obama administration and Democrats that "the past is a trap." Political messages about who was more responsible for the financial crash or about the merits of the recovery effort, "tested dismally" in the survey.

Instead, Greenberg argues for Democratic messages that fully embrace the new economic reality. The messages that tested better in his survey: reject both "credit-taking" and the "blame game," concede that "immense economic problems will take years to solve" and emphasize economic and budget solutions that "ask the richest to pay their fair share of taxes," support "education and innovation" and "confront the power of money and the lobbyists."

Notice how ending free trade with communist China isn't an option. The goal of the Democrats is to make you FEEL like they are about change without ever changing anything.

In fact, Obama is pushing for more free trade deals, more work visas, and an amnesty for illegals. His job is to convince you that more of the same is somehow in your best interest.

The problem is that the majority of the democrats in congress are bought and paid for by Wall Street and corporate america and any real solutions to help the middle class would casue Wall St and the corporations to cut off compaign contributions.

So let me get this straight: the economy is in the ditch, and the good news for Democrats is NOT that there may be a solution to the crisis, but that the public's perception of the only offered solutions (of which the Dems have proffered none) seems to be slipping a few points? So, for the Dems, it's not about solutions or people or caring or jobs. . . it's about winning a spin campaign?

Because that's all this article is saying: "Screw the economic reality, we're winning the war of transient, shallow stupidity. Yay us! Now let's think about the economy of the poor slobs who weren't savvy enough to get a sweet sinecure with a government job. Let's come up with another easy spin campaign: Let's tell them to eat the rich, (but not us! Our wealth is righteous!)"

And just as a bonus: "Despite 225,000 jobs. . ." is a disingenuous presentment and the author knows it. HP readers don't, apparently.

Yes, you nailed it. The Democrats favor the exact same policies as the GOP but with a happy populist spin that target markets well. Marketing is the only difference.

We may very well find that the Democrats will adopt the rhetoric that this article indicates is necessary for their success in the upcoming elections, but will their actual policies, assuming re-election, match up with what they promise in their campaigns? These pollsters are only advocating a particular set of political messages, not policies. For Democrats, or Republicans for that matter, to actualize these messages as policy would require them to bite the hand that feeds them.

The problem is the Dems can not help but discuss past policy decisions in the previous administration because they are currently what the GOP is pushing. The Dems can "look forward" all they want, and in fact their budget draft IS, but with the GOP continuing to mire the discussion in the past with draconian policy it is an inevitability that past policy will come up.

No one in the country is ready to even discuss the problems that confront us. We always argue two or three levels below the real issue and then create laws that exacerbate the problems. The single biggest threat to humans is our capitalist economic system. Capitalism sees workers as expendable resources rather than the purpose of the system. This concept turns the system on its head and makes its goal the accumulation and reinvestment of capital. The quality of life for workers is never a consideration of the system, so it is necessary for people to regulate or control it to produce that result. Those that find regulation to be counter productive are those that believe the purpose of the system is the system itself and not the people that created it.
The real issue with jobs is that they are never coming back. There is now and forever will be a global surplus of labor because we have successfully replaced people with machines. This is a case of the systems of production meeting global needs and there not being enough artificial wants to occupy everybody. If this were a sane world, reducing the need for labor would be celebrated, but in this insane system it is cause for panic.

The dems. need to roll out a plan that mirrors their beliefs on how to get the economy moving again. The GOP rolled out theirs, flawed as it may be, they at least rolled out something.. which is more than can be said for the dems. SO far all I hear from the dems. is how bad the GOP plan is.. not exactly a reason to vote for them.

Democrats and progressives need to get out of the way or lead. No one on either side thinks more government is the solution.

People know this and the only way for the "social justice" minded progressives to win is to at least show some humility in this face of vaporizing defeat. If not, the progressive minded will go down as footnote much like the flappers of the 1920's.

"No one on either side thinks more government is the solution."

Generalizations are dangerous...like this one. I, for one, would love to see a little more government in some areas (Medicare for All, Wall Street regulation, anti-discrimination laws) and less in others (women's rights, Patriot Act). I'm sure I'm not the only one.

I hope you can take your realization about generalizations to the liberals. That's a good message.

"The rich are to blame".

"Wall street is to blame for the housing crisis" when Fannie and Freddie are really the culprits.

"Tea Party people are racists!"

Get real. We need your help in getting out of the mess created by way too much government.

Democrats claim to be democratic, but they are manipulative cynics and will try to keep their captive lamestream MSM outlets yammering about the economic "recovery" until the Nov. 2012 elections. Lotsa luck, let's see how many suckers and half-wits you can persuade. If we don't get rid of Obama, the US will become a larger version of Greece and Portugal.

Of course and that's by definition. They live in a bubble whose film is formed of rationalizations and resentments. Popping the bubble will require even more economic downturn.

You mean, we push for free trade, outsourcing, and a 'level playing field' with the third world that can pay slave wages and has no meaningful pollution control standards and U.S. wages go down?

How incredibly .... predictable.

So I guess in your world you have certain entitlements? Why are you any different? And you expect your neighbors to fend for you?

The problem I see with liberals is that they have no humility.

Yes it is predictable, Ronald Reagan said it many times. Now you are seeing the result of not listening.

Liberals have no humility? Look around. The wealthiest one percent held less than 9% of this country's wealth when Ron Reagan became president. That wealthiest one percent now hold more than 20% of this nation's wealth. Talk about a lack of humility. Corporations and the wealthiest of the wealthy, 'Bush's Base' have decimated the economy and insist that they deserve even more. 'We won't create jobs without taxcuts, we need subsidies to produce oil'. The evidence strongly supports that 30 years of "listening" to the ramblings of a mentally impaired Ronald Reagan have created our economic problems.

The Liberal Democrats and Conservative Republicans are locked into their parties solution and damn the consequences. Hopefully, their votes will eliminate one another so the Independents can make the proper decisions.
