Switzerland Nuclear Power Phaseout Approved By Lawmakers

By PHILIPPE CLAVEL   06/ 8/11 08:45 AM ET   AP

BERN, Switzerland -- Swiss lawmakers approved a proposal Wednesday to phase out the use of nuclear power, a move spurred by election-year politics and growing skepticism over the use of atomic energy.

A majority of parliamentarians in Switzerland's lower house voted in favor of a gradual plan to shut down the country's five nuclear reactors by 2034.

The ballot passed the National Council with 101 votes in favor, 54 against and 36 abstentions. It had the support of all parties except the pro-business Liberal Democrats and the nationalist Swiss People's Party.

Switzerland's nuclear plants currently generate almost 40 percent of the country's energy. Hydropower supplies most of the rest.

Opponents had warned that abandoning nuclear power would require a massive increase in conventional and alternative energy generation, raise electricity costs for consumers, endanger Switzerland's efforts to reduce carbon emissions, and make the country more dependent on foreign suppliers of natural gas.

Switzerland's upper house, the Council of States, must also approve the plan, then the government will have to submit a detailed proposal on exiting nuclear power to parliament. The Cabinet is already in favor of decommissioning the country's reactors between 2019 and 2034, after they reach an average lifespan of 50 years.

Efforts to abandon nuclear power in Switzerland were boosted following the disaster at Japan's Fukushima Dai-ichi nuclear power plant, which was partially destroyed by a March 11 earthquake and tsunami.

Although Switzerland's reactor are considered safe and the country isn't prone to large natural disasters, opinion polls showed most Swiss favored shutting down the nuclear plants. The issue threatened to dominate the political debate ahead of parliamentary elections on Oct. 23.

Last month, demonstrators held the biggest anti-nuclear protest in Switzerland in 25 years.

"Be constructive. We can do this," Energy Minister Doris Leuthard told lawmakers after the vote Wednesday.

Suggestions for increasing power in Switzerland include buying more natural gas and developing more water, sun and wind energy resources, plus geothermal and other small-scale power generating efforts.

Leuthard noted that many small infrastructure projects in Switzerland are blocked at the local level. The country's unique system of popular democracy makes it easy for voters to stop wind farms and other alternative power plants being built in their own backyard.

On Monday, Switzerland's northern neighbor Germany approved abolishing nuclear power by the end of 2022. The law now goes to both houses of the German parliament, which are expected to vote on the plans within a month.

Germany has 17 nuclear power plants but shut down eight of the oldest ones for good after the Fukushima disaster.

The cost of nuclear, coal and oil keeps increasing by the day while wind and solar are dropping. It is time to transition to safe, clean alternative energy. Wind, solar, wave energy, geothermal and second generation biofuels made from algae, cellulose and waste are the future.

Nuclear energy is too costly and too dangerous. No nuclear plant would ever get built without government guarantees and limited liability. TEPCO in Japan is functionally bankrupt and is being kept afloat by the Japanese government and the taxpayers. This disaster is far from over and is getting worse by the day. Poisoning the air, land, water, and food is too high a price to pay. Chernobyl is looking for a billion dollars for a new containment structure 25 years after their incident. The cost for Fukishima will be massive and their taxpayers will be paying for it forever.

Who knew that the Swiss were endanger of being hit by a 8.0 earthquake and 30 foot tsunami?

So they are now going to close down nuclear plants and do what? Install coal or natural gas plants? How utterly ridiculous. Unfortunately, solar and wind cannot realistically power 100% of our grid with current technology-especially if we hope to move toward electric cars with will tax the grid even more.

The Swiss would be better off building a few more nuclear plants (preferably pebble bed reactors which can't meltdown) and replacing their coal plants with renewable resources, not the other way around.

who are you referring to when you say "our grid"? The US or Switzerland? Not exactly the same thing.

By "our grid" I was referring to any developed country's grid, and yes the US and Switzerland are the same in this regard. We both use roughly the same per capita energy levels.

What are they going to do for their power then?

Renewable Energy and Energy Efficiency Can Create 4.5 Million Jobs

According to the analysis, renewable energy and energy efficiency deployment costs would be revenue neutral or better, as the costs associated with energy efficiency end up saving the country more money than the costs associated with deploying renewable energy technologies — and 4.5 million jobs will be created all the while.

“It’s win-win-win for the country,” said Roger Besdek of MISI. The economy wins, the environment wins and the America people win because most of the jobs created are not those that can be outsourced, he said. Besdek also said that many of the new jobs would not require significant additional education or training.

Making the investment in energy efficiency and alternative energy sets the stage for transitioning to an electrified transportation system. Car to grid technology is being developed that will enable us to convert our cars off of oil and into potential profit centers for the owners of the vehicles.

Pursuing Renewable Energy Will Create Jobs And Get Us Off Of Oil

Renewable energy is the path that would create tens of thousands of jobs at home while reducing the dependence on foreign oil and unstable foreign governments. As it stands the renewable energy jobs sector is already in itself a growing industry. However will it be enough to be the single stone to bring two birds (dwindling employment rate and rising dependence on oil) down? Here is how..

Wind turbines and solar panels need to be installed and maintained. These jobs cannot be outsourced to another country; You need a person here physically to do this. The future renewable energy revolution will create thousands of jobs for "wind smiths"; Persons who's job is to install and maintain the wind turbines and windfarms that will make up a portion of the renewable energy revolution.

Wind power @0.06 kwh.  Utility scale solar is no more expensive than nuclear power, but without the huge water use and without the danger.  Efficiency for what and who is the question.

One of many cities in Europe to consider as an example would be Germany's Freiburg. Many homeowners have installed solar panels; municipal buildings and factories also have them installed. The overall result has been a drop in energy costs and carbon dioxide emissions by 30 percent.

Freiburg is nice, pretty cool spot. It's increasingly developing toward a little green, progressive paradise. Very environmentally aware people there - Freiburg has had a "green" (party) mayor since 2002. Get this: In Freiburg's municipal council there's even a green alternative to the Green Party ("Grüne ('Green') Alternative Freiburg"), a splinter group of the Greens that split off after internal differences over certain social issues, in which the Green Party took a too conservative stance.

This article is from 2007, but very relevant if you are being told that the only choice is nuclear versus coal. The article focuses on the choices available to the U.S. I believe that other countries, Switerland among them, have similar options.
_________

Nuclear vs. Coal: A False Choice?

To conclude, the wisest energy strategy for the United States—in terms of cost, environmental benefits, and potential—is not a forced choice between coal and nuclear plants. It is instead promoting the use of smaller, decentralized and renewable energy technologies that are quicker to construct, less fuel intensive, and more modular. It is these miniature generators—not gargantuan and capital-intensive nuclear and fossil fuel plants—that offer the best strategy for responding to the needs of American electricity consumers.

It is the only argument that the pronuclear shills can use to try and green their radioactive poison producing power plants. You are exactly right; it is a false argument when energy efficiency alone could eliminate all of the nuclear power plants in the U.S. and most of the coal fired power plants. The either or argument is further falsified with claims of unreliability due intermittent sunlight and wind requiring nuclear base load power. However, when multiple wind and solar farms are tied together, the base load argument fades away. The nukesters further presuppose that alternative energy is limited to wind and solar. Failing to include combined heat power, wave, tidal, pyrolysis biomass to electricity, thermal gradient and geothermal is a standard nukester omission from the discussion as is energy efficiency and energy conservation.

Using the tunnel vision selling method of coal or nuclear laced with fear of going back to the dark ages with soaring electric rates, is the only way they can sell it. The more educated people become, the less inclined they are to accept the nukester's false sales pitch.

I have made a challenge to show any time a nuclear power plant has lowered costs, and no response is seen. Costs are only one reason to abolish nuclear power.

Good for them. Nuclear energy is not worth the risk of one accident. Look at Japan, I'm sure we will all feel the adverse effects from the nuclear power reacter accident. I'm sure that way too much radiation is in our air & water now. We need to be harnessing solar energy & wind.

It is worth the risk and this was just an act of god accident .Tradgic yes that is true but you don't throw the baby out with the bath water .You try to learn and make them even safer.

Then why no call to stop all air flights because plane crash kill thousands?
or stop all car makers because just in this country alone since 1974 have killed 1.5 million people alone, more than any nuclear plant ever did.
