GOP Poised To Cut Food Aid For Pregnant Women, Children

WASHINGTON — In an otherwise lean budget year, the House on Tuesday overwhelmingly voted to boost funding to take care of the medical needs of the nation's veterans.

After a 411-5 vote for a $72.5 billion measure funding veterans' programs and military construction projects, the GOP-dominated chamber immediately resumed its budget-slashing ways and began a politically charged debate on a food and farm bill. The measure cuts aid for low-income pregnant women and their children and slashes a key overseas food aid program by about one-third below this year's funding.

At the same time, the Appropriations Committee is set to approve a $649 billion measure that slightly increases the Pentagon's operating budget while cutting costs for overseas military operations by $39 billion, reflecting a drawing down of troops in Iraq and Afghanistan.

Taken together, the developments illustrate the difficulties confronting Republicans as they seek to cut agency budgets by $30 billion below levels set in an agreement between Republicans and the Obama administration in April.

Once money is added for programs like defense, veterans and homeland security, spending on domestic programs like food aid for the poor, education, health care and housing subsidies falls to levels that lawmakers are going to find difficult to support. After a $17 billion increase for the Pentagon is factored in, domestic agencies and foreign aid programs would absorb cuts of $47 billion that would translate into cuts averaging about 10 percent.

The White House weighed in Monday with a policy statement blasting the agriculture bill but not explicitly threatening a veto.

A program that provides healthy foods like milk, eggs and infant formula to about 9 million poor mothers and pregnant women and their children is one such program. Lawmakers for years have awarded it enough money so that all eligible people can get food, comparable to automatic benefit programs like food stamps and unemployment insurance.

But the budget guillotine is forcing cuts to previously protected programs like the food program for women, infants and children. The WIC program would absorb an $868 million cut of 13 percent from current spending – and a $1.3 billion cut below the administration's request. That has Democrats and advocates for the poor howling that it could mean that more than 200,000 people would be turned away from the program if food prices rise as expected.

"Tightening our belts is one thing. But people who depend on supplemental food programs, like WIC, or food stamps, or school lunches, have belts that are already cinched," said Rep. Sam Farr, D-Calif.

At the same time, the increasing demands of caring for veterans from Afghanistan and Iraq are forcing budget increases of about 4 percent for veterans' health care, which come on top of a recent wave of significantly higher-than-inflation increases.

The veterans funding measure is expected to pass easily. But a roiling debate on the agriculture spending bill is assured. The bill also cuts a program that delivers food to low-income senior citizens 23 percent below current levels.

The popular Food for Peace program, which uses taxpayer dollars to buy U.S. commodities and ships them to deprived areas in Africa and elsewhere across the globe, would absorb a $457 million cut of almost one-third. The White House says that would translate into 1.1 million fewer people getting U.S. food aid.

The administration also opposes the measure's cuts for enforcing last year's big overhaul of derivatives markets overseen by the Commodity Futures Trading Commission, as well as cuts to food safety programs and a childhood obesity initiative backed by first lady Michele Obama.

The agriculture measure is the third of 12 annual spending bills funding the day-to-day operations of the government for the budget year beginning Oct. 1. Freewheeling debates are expected on the remaining measures.

And yet a couple of months ago the Republican party had no issue with voting down a bill that would have reduced corporate subsidies to oil companies and saved 53B dollars in our budget. Since when is food an "entitlement"? ( Notice GOP uses that term for everything the
common folk get through government aid. Oh...Farmers & Ranchers get "subsidies"!!)
Seems the program of food stamps just needs to be managed better,IMHO.
People checking out 3 baskets of goods with food stamp credit card, only to load it
into a brand new Navigator!! What gives??
So, the myopic mindset of the GOP is this:
Let's just cut the whole program, instead of monitoring it, as we should.
GOP is barbaric to the poor, the old, and the needy.
So what started from the heart, charity, has been now become an evil thing called entitlements. Hmmm.... Hard world coming if GOP gets any more control.

For those who are slamming WIC....do you even know what people get on it? Here's a summary. These are per month. Some juice, milk, breakfast cereal, bread, eggs, and beans. A whopping $6-10 a month in fresh fruits and vegetables. Baby food and formula for infants. That's it. It's simultaneously hilarious and sad to see people claiming that this is "living the high life on MY tax dollars!!"

Anyone who thinks America is still the 'greatest and best' country in the world... give it a few years.

We certainly used to be, but we've lost sight of what brought us to that point... namely the 'progressive' values like: paying people decent wages, taking care of the less fortunate, providing the best education possible free of charge, protecting our environment ... you know all those "hippie, comm!e ideas"

ARIANNAOL... paint the correct picture. Look around every major city in the U.S. I do not see( as my micro states) malnutritioned mothers and children. I work in the East Los Angeles area. The average weight of a mother of 4 and children who receive government subsidies is astounding. For the most part they eat twice the amount of food I can afford. This is also done with multiple Identities. They are laughing at us while they drive away in a new SUV. I don't bleed for the majority who are scamming the system while I pay for it!! Get a new angle! this one is SOOO "90'S

Headline should read...GOP wants to cut my Tax payments for someone elses kids. Get a new angle..You pull this out every election cycle. It may have worked for the last 40 years during better economic times..but now all people are hurting and there saying enough is enough. Maybe Obama can hand out Shovels along with the money to people. You can follow his campaign trail( like a parade) and pick up all the you know what!! Scratch that...Shovel ready jobs aren't ready!!

They want to outlaw abortions and have every miscarriage investigated; but yet they won't help keep the pregnant mother healthy...and worse yet, once the child is born into poverty it won't get any help. Gotta love hypocrisy.

Penny-wise and pound foolish. Malnourished mothers and children cost more in terms of health care dollars than any food aid the GOP/Teapublican axis wants to axe. BUt then they're looking to cut Medicare and Medicaide as well. What is wrong with these people?

WIC is far and away one of the best programs for women and children. It is highly effective and is not just a handout. Very sad if this gets cut.

Is it possible to find some actual journalist to write headlines?? Something is always "RAISING EYEBROWS". Or something "stirs" or someone "blasts" another. Usually the blasting is simply a statement of disagreement but the eyebrow drivel is way past its time. I can't ever recall any news of any kind causing my eyebrows to do anything but what they normally do. Just lay there until they need cutting. How about simply reporting the news with the facts (facts that have been confirmed) and lay off the yellow journalism. It would also be nice if news was updated regularly instead of the same old thing for hours and often repeating some article from previous postings.

Well, how about coming back to the adult world where reality rules all. I do think we should do all we can to help, but sometimes that help has to be a little more limited based on what we have to give. Instead of focusing on what we don't have, how about ranting about wasteful spending. How about every single legislation passed to fund global warming studies, overseas abortions help, money to ACORN, congressional pay raises during a recession, and much much more. If we cut out some of those things, then helping feed single moms and their kids would be a bit easier. BTW, me, my wife and three kids live on a tight budget and spend less than $400 per month on food, and we are perfectly health.

How generous of the House to boost funding for veterans' medical care - right after debating within the past 2 months, raising the amount that Military would pay for their benefits. Perhaps they heard from their constituents? Now WIC. This House is like watching game of "This Pit Has No Bottom".

Just curious. Since you apparently work at walmart, do you treat your co-workers with this kind of contempt? Years ago, I worked at walmart when I was in college. Some of my fellow associates were students like me, but there were many who were single mothers. Some of them received WIC, and many were on the state health insurance program because they didn't make enough money to afford walmart's health insurance. Minimum wage was $4.25 then, and most of us made that or very slightly above it. Are any of your coworkers on any sort of assistance? How do you feel about them?
