WASHINGTON -- The Republican-led House voted to slash domestic and international food aid Thursday while rejecting cuts to farm subsidies.

A spending bill to fund the nation's food and farm programs would cut the Women, Infants and Children program, which offers food aid and educational support for low-income mothers and their children, by $868 million, or 13 percent. An international food assistance program that provides emergency aid and agricultural development would drop by more than $450 million, one-third of the program's budget. The legislation passed 217-203.

The bill would trim the Food and Drug Administration's $2.5 billion budget by almost 12 percent, straining the agency's ability to implement a new food safety law signed by President Barack Obama this year. Democratic attempts to restore some of the food safety money were rejected.

As they cut other programs, lawmakers rejected two proposals that would have saved money by lowering the maximum amount of money a farmer can receive in subsidies from the government. While fiscal conservatives and other critics of subsidies argued that they need to be cut as lawmakers look for ways to save, farm-state members said those cuts should be pushed back until Congress considers a new five-year farm bill next year.

Democrats said the cuts to food aid were reckless and that farm subsidies should be trimmed instead.

"The Republican bill is harmful, ineffective and plays politics with our children's health," said Rep. George Miller, D-Calif.

Critics of farm subsidies did score one victory: The House voted to block a $147 million annual payment to Brazil's cotton industry. The United States agreed to make that payment last year after Brazil's industry complained to the World Trade Organization that Washington unfairly was subsidizing U.S. cotton farmers. The United States lost the WTO case and agreed to make the payments to Brazil as a settlement.

Rep. Ron Kind, D-Wis., who is a frequent critic of domestic farm subsidies, offered the amendment, saying the U.S. should lower domestic cotton subsidies to comply with the WTO instead of paying the settlement to Brazil. Kind was joined by fiscal conservatives who agreed the Brazil payment is wasteful.

"Let's end this nonsense of stacking subsidy program on top of subsidy program to blackmail other governments," Kind said.

In addition to making spending cuts, Republicans in the House used the legislation to express dissatisfaction with a number of Obama administration policies, including healthier eating initiatives championed by first lady Michelle Obama as part of her "Let's Move" campaign:

The bill:

_Directs the Agriculture Department to rewrite rules it issued in January meant to make school meals healthier. Republicans say the new rules, the first major overhaul of school lunches in 15 years, are too costly.

_Forces USDA to report to Congress every time officials travel to promote the department's "Know Your Farmer, Know Your Food" program, which supports locally grown food, and discourages the department from giving research grants to support local food systems. Large agribusiness has been critical of the department's focus on these smaller food producers.

_Prevents USDA from moving forward with new rules that would make it easier for smaller farmers and ranchers to sue large livestock companies on antitrust grounds. The proposed rules are meant to address the growing concentration of corporate power in agriculture.

_Delays for more than a year new rules for reporting trades in derivatives, the complex financial instruments blamed for helping precipitate the 2008 financial crisis. A Republican amendment adopted Thursday would require the Commodity Futures Trading Commission, which funded in the bill, to first have other rules in place to facilitate its collection of derivatives market data.

_Prevents the FDA from approving genetically modified salmon for human consumption, a decision set for later this year.

_Questions the scope of Obama administration initiatives to put calories on menus and limit the marketing of unhealthy foods to children.

The House bill would provide $17.3 billion for the day-to-day operations of USDA and FDA. The Senate has not released its version of the bill.

The agriculture measure is the third of 12 annual spending bills funding government operations for the budget year beginning Oct. 1. Republicans have promised to cut tens of billions of dollars this year as they tackle the annual budget process, in addition to trillions in cuts they hope to make across the government.

If the Republicans could get away with it they would put all the poor people into concentration camps until they could deal with the problem. The GOP is rabid in their quest to deny women the right to safe abortion. A record number of GOP controlled state legislatures have mounted a war against a woman's right to safe abortion. They all scream about the sanctity of life and the child's right to life. Yet, the moment the woman gives birth, the GOP dropkicks the baby in the head and lets him/her fall face down in the gutter to die.

For those who think the Democratic Party has the answer to our problems, I suggest you turn to the great Worker's Paradise of California, where we have wisely decided to install their agenda, lock, stock, and barrel..Oh sorry, that is a GUN expression, can't have that. More appropriately, we have installed the WHOLE ENCHILADA of the the Democratic Party. The words "food stamps" might have a negative connotation. We mustn't threaten anyone's self esteem. Therefore we have renamed food stamps "Cal Fresh" (no joke). The home page for this wonderful program says you can use it to buy fresh healthy food, and also says you can buy "most food items". I'm sure they will pick the veggies over the Doritos and .microwave pizza. Please note that this information is offered in not one, not two, but SIXTEEN languages!

Not the most Republicans are much better, they aren't.
But the way liberals think has ALWAYS fascinated me.

Liberals think you can grow the government to 44% of the economy (as is now the case) and tax the private sector enough to pay for their dream Nanny State.

They forget that the government exists to serve the private sector. They think the private sector exists to support government.

They also forget that in addition to supporting the Big Nanny State, the private sector must support itself- pay the mortgage, pay for car expenses- including gas- pay for food and send it's kids to college.

Michael Savage once said that liberalism is a mental disorder. Although Savage is a real bomb-thrower, I believe he is not too far off.

Liberals/progressives strive to change the way things work for the better.
Conservatism is reactionary, attempting to stop and moderate change.
In a theoretical all liberal government, spending is unrestrained while the people enjoy quality health care, great schools, the best infrastructure and technology, environmentally sound policies, and liberty in matters of personal choice. This will evolve into the "nanny state" as you call it and will lower over all GDP and limit the ability for citizens to have more "stuff". These drawbacks are side effects, not desired outcomes.
In an all conservative society, where greed and selfishness dictate policy, it is social/economic Darwinism. The rich get richer, middle class incomes are flat and the poor are on their own. The ability of individuals to stand up against the powerful is very limited. Unregulated businesses run rampant over environmental and other concerns. Government is starved to the point where good programs and structures become useless and are eliminated or sold off to the private sector. And as it stands now, extremest Christian values are crammed down the throats of citizens.
In short, conservatives really only offer one solid value - they are a check on overzealous and often thoughtless "progress". This pushback is essential to insure an orderly and thoughtful moving forward. This check and balance is at the core of who we are as a people.
People who call liberals or conservatives idiots, morons or other childish names show a simplistic understanding on the very nature of our society.

If you want to call me a name, make it naive dreamer.
I don't believe a free market will solve the problem. We currently have redistribution of wealth in this country. It favors the rich, who control gov policy through lobbyists. Status quo means more of the same...our wages have been stagnant for decades and it will stay that way. Shift the wealth to make it as fair as possible in order to make it so there is no working poor; you work hard and play by the rules and you will be able to afford the basic necessities while those at the top still enjoy the fruit of their labors...just not quite as much.
Tax rates the year I was born (1952) = over 90%
Now = 35% - not taking into account the many loopholes offered to the rich that i don't get...many in the top brackets pay less than me!?

Fine with me - can they repeal all these ridiculous cigarette taxes and smoking bans so I can enjoy a cigarette in peace? I mean, let's face it, obesity is just a deadly as smoking. Heck, life has a 100% mortality rate.

Must be an election coming. The Dems and press are reminding us that the Wealthy GOP is going take food and medical from the kids, poor, and elderly. Well at least the blue hairs will not have to worry, the Obama death panels will take care of them. Oh and the kids will be so far in debt they will be in tax slavery. There will not be a stigma of poverty since once we adopt the Marxisit theories of socialism/communism we will all be equally poor, you know the Cuban model. Well at least I had the good American life til 2008. I guess I should become a greenie weenie of poverty. Ok Obama 2012, Rahm 2016, Castro 2020. Not to worry the grandkids can fix it later.

Well until the government is more friendly to big business - no they are not coming back - to many regulations - EPA - unions - Taxes - healthcare -- no they are not coming back. corporations have a duty to their shareholders too. US has the 2nd highest corporate taxes in the world. The dems have done us no favors.

It is not Raegan or Clinton's fault that many countries don't give a damn about " their people" starving to death and dying young. They figure, if they can't budget life on the three bucks a week the earn, well damn it, they are living beyond their means, cut back! Eat the rice, NOT chicken with the rice!
It ain't coming back here.. We, many but not all, make whats called a "living wage" in this country, that means the big wigs aren't walking away with all they want to hord fot themselves.
