Health Care Waiver Program Ending Obama Administra

WASHINGTON -- Removing a potential political distraction ahead of next year's elections, the Obama administration Friday announced an early end to a health care waiver program that has come under fire from congressional Republicans.

Political considerations were "absolutely not" part of the decision, said Steve Larsen, head of a section of the Health and Human Services department that oversees President Barack Obama's health care law.

Larsen said no new applications for waivers will be considered after Sept. 22. Approvals or renewals received by the deadline will be good through 2013. Starting in 2014, the main coverage provisions of the health care law will take effect, and such waivers will no longer be needed.

The waivers address a provision of the law that phases out annual dollar limits on coverage by health insurance plans. Starting this year, plans could not impose a limit below $750,000. But some plans, offered mainly to low-income workers, currently provide $50,000 a year in coverage, and in certain cases much less.

Those plans would have been forced to close down or jack up premiums significantly, leaving more people uninsured.

The waivers were established to avoid disrupting existing coverage. In 2014, taxpayer-subsidized insurance will be available to most of the people now covered by the affected plans.

Some Republicans charged favoritism in the granting of the waivers, alleging that they were being granted to unions. But a review this week by the Government Accountability Office found that HHS had approved over 95 percent of the 1,400 waiver applications it received, most of them involving employer plans. The nonpartisan investigative agency also found that the administration used objective standards to make its decisions.

Larsen said Friday that insurance experts have advised his office that most plans that needed waivers probably already applied for them this year. For that reason, the effects of ending the program early would be negligible.

A conservative policy expert who has been critical of the program wasn't buying the technical explanation.

"It looks like they finally figured out they were in a public relations hole and decided to stop digging," said Ed Haislmaier of the Heritage Foundation think tank.

if this piece of...legislation was so great,the waivers would not have been needed in the first place.but i am sure many unions,aarp,and others that were actively supporting it already received their waivers.

I can't believe it. All conservatives DREAM about is repealing the Health Care Act, railed AGAINST having waivers, and NOW they're kvetching because he is cutting it off!

You do understand the waiver was to allow plans with a LOW annual coverage from having to INCREASE the coverage amount thereby INCREASE the premium or close the plan completely? And that it was mainly used for low income workers?

AND that it is not "mainly unions" getting waivers, but small businesses? Not to mention that business has had over a year to ask for a waiver and your implication is that business owners are too stupid and need more time.

So your comment makes NO sense in relation to the article.

As you read other posts from last night and today..most complaints are just because they didn't or won't READ the article. Many getting info from a right wing site that gives wrong ideas from one month of applications..sigh..and accuse Nancey. LOL Won't read for information at all. Don't understand what a bridge to 2014 means.

Won't see that if you applied, you most likely got it...95% did. Then complain there wasn't enough time..ha!! Some will say only big companies did..I saw businesses from 8 employees to 1200. Many were less than 100 and lots in the several hundreds. If the business was union, of course union workers benefited..if non-union, those workers benefited.

Can you read? If the toady in chief had canceled all waivers completely no one would have complained. That idiotic statement that it is not mainly unions gettin waivers is really out there when it comes to misinformation. EVERY SINGLE MAJOR UNION IN THE UNITED STATES HAS THEIR WAIVERS IN PLACE AND SAFE. Your comments make no sense to anything!

This is most extraordinary news!

President Obama is truly playing a most intricate game of chess with all of his political enemies. The right has just lost a crucial talking point against the President. Right leaning independants have one more reason to vote for him. And BEST of all, the single payer radicals will apparently be unable to apply for waivers!

So anyone who is part of the Dems special interests will still be able to apply for and receive the 'vaunted' waivers, they just have to hustle up, seeing how they only have 3 months left to do so! So, what has really changed with all this?

I'll take wagers with anyone right now that the waivers will still be in effect after the 2014 deadline for those who desire them.

The majority of Union plans don't qualify for a waiver, but hey, "facts" cause cancer in conservative brains, and cancer isn't covered on their policy, so they have to ignore them in order to keep their premiums high.

The only reason Obama stopped handing out Obamcare waivers, is because he knows the courts are going to rule the entire mess as being unconstitutional. The government can NOT pass any bill which forces a private citizen to purchase a product with their own money or face a penalty. And please stop with the lame car insurance comparison, as the government has NEVER passed a bill which forces anyone to purchase a car!

Let's face it. Members of Congress really don't know what they are talking about with these waivers and who has used them. It they would just take a breather and have someone on their staff to study the issue and do some research with those who have applied and have been granted a waiver they might learn something. Shooting from the hip just won't get it anymore. It makes them look really silly!

This is a statement from the site that you have listed. " New data show nearly 1,400 insurers, employers, unions and other organizations thus far have received waivers from the Department of Health and Human Services" The other "organizations" refer to states, AARP and yes they worked hard to get the law passed. The main idea remember is to make health care insurance available for all at an affordable cost. That's the next thing that Congress should be looking at because it seems that some insurance companies haven't gotten the message. Do you think the insurance companies may be getting a mixed message from Congress since so many Republicans continue to demand that the legislation be repealed and there are 20+ states who have used the courts to try to get out of having coverage for their citizens? I just talked to a worker who had to stay in bed for five days and then go back to work after those days of rest. He had three broken ribs and a broken collar bone. The man didn't go to the hospital or doctor because he didn't have any health coverage and couldn't afford care and this is a man who works every day as a painter! Health care is serious business and needs to be worked out for our citizens by all parties involved period.
