WASHINGTON -- The U.S. military's top officer told Congress on Thursday that President Barack Obama's decision to withdraw up to 33,000 troops from Afghanistan by next summer is riskier than he originally was prepared to endorse.

Navy Adm. Mike Mullen, chairman of the Joint Chiefs of Staff, told a House hearing that he supports the president's plans. But Mullen said they are "more aggressive and incur more risk" than he had considered prudent.

"More force for more time is, without doubt, the safer course," Mullen said. "But that does not necessarily make it the best course. Only the president, in the end, can really determine the acceptable level of risk we must take. I believe he has done so."

Obama announced Wednesday evening that the U.S. and its allies had achieved enough in Afghanistan to merit a drawdown of forces beginning this summer. Obama said 10,000 troops would come home by the end of this year, to be followed by as many as 23,000 next summer. That will leave about 68,000 U.S. troops there.

Mullen, who is retiring Oct. 1, was blunt in testifying about the risks and potential rewards of Obama's decision.

"No commander ever wants to sacrifice fighting power in the middle of a war," Mullen said. "And no decision to demand that sacrifice is ever without risk. This is particularly true in a counterinsurgency, where success is achieved not solely by technological prowess or conventional superiority, but by the wit and the wisdom of our people as they pursue terrorists and engage the local populace on a daily basis. In a counterinsurgency, firepower is manpower."

On the other hand, Mullen said, taking the safer course would have entailed other kinds of risks, such as increasing the Afghan government's dependence on the U.S.

Many Democrats had urged Obama to pull out U.S. troops faster, while other lawmakers – particularly Republicans – have taken the opposite view.

Rep. Howard "Buck" McKeon, R-Calif., chairman of the House Armed Services Committee, told Mullen at Thursday's hearing that he fears the Obama plan "will significantly undermine" the goal of transferring full responsibility for security to the Afghan government by the end of 2014.

Rep. Adam Smith, D-Wash., the committee's top ranking Democrat, endorsed the drawdown as "modest" and said that taking 33,000 U.S. troops out while adding more than 120,000 Afghan security forces limits the risk. He said it would be more risky for the U.S. to stay too long.

There will still be twice the number of American troops in that country as there were when George Bush left office and Obama was inaugurated. That's what "withdrawal" means in American political parlance: doubling the number of troops fighting a foreign war over the course of four years.'Even after all 30,000 troops are withdrawn, roughly 68,000 troops will remain in Afghanistan, twice the number as when Mr. Obama assumed office.

Our pragmatic president is getting heat from all sides! It's damn if he does and damn if he doesn't! He is not in the business of being indecisive but he is trying to make the best of a bad situation. His critics will never be satisfied no matter what he decides. I am glad that he is his own man in spite of the political ramifications. Of course our country is tired of War but I wish that those who criticize was more vocal when Dubya started the Iraq War on a LIE and brought him up on war crimes charges....nuff said

The whole middle east is always has been and will alway be a mess. Bush 1 probably had the right idea but Kuwait is a dictatorship and why are we doing anything to support a dictator (it was all about oil) . NATO is a farce but that is the group that should take care of all these conflicts. The USA military is a war machine not a police force . The military breaks things and kills people. we need to get out of all the middle east now. If violated we need to strike fast, accomplish the mission and leave. ( with permission of congress). Pull out will cost or economy millions of jobs but hey should have learned this from history.

I think BHO le' probably wanted to do just that. However; the military had him in a box. Had he refused to give the order, and OSL escaped, the people may not have waited for Nov 2012 to get rid of him. Besides, Obama probably knew that the Seals were going to go in, regardless of whether he approved or not.

Can someone tell me what the surge done in Afghanistan? Answer : Nothing and once US troops withdraw ,Taliban( the only organised group in Afghanistan) will come back and rule Afghanistan ,the only way this does not happen is US occupy Afghanistan for the next twenty years which will not happen ,this is a lose lose situation and US have to withdraw its troops and save lives and money, Obama administration spend all this lives and money on the surge for nothing and it took Obama two years to realize that it was wrong from the beginning to surge US troops in this country(Afghanistan never have a non corrupt goverment and never have one strong army like other countries and also have several tribes which compete for power and their farmers and a lot of people earn their living from growing pot)and success under this conditions need a lot of money(billions) to train police and army to stabilize this country which is mission impossible for US under its current economic condition

The mission is impossible only because we refuse to allow our military to unleash all its power. We don't have the stomavh for war and should no longer engage in it. We dont lose trooper, we sacrifice them.

You are right it is opium not pot I am sorry I made a mistake on what crap they grow (drugs is not my specialty), I know what I am talking about because I have friends born and lived there and now they are living in US and they agree with what I am saying and type of crop will not make any difference both are addictive and used in international drug dealings

I hope Obama studied Russia's withdrawl in 1989. Russia had 302,000 troops there and still defeated. Maybe we could learn from that?

Napoleon said that if an officer did not agree with his commmander's tactics he "should quit the field.' Mullen should listen up. You want to pull the troops, pull them all. Who decides who dies in an effort you gave up on. Has Obama now assumed the role of God? How would you like to find out that you have been chosen as rear guard?

As much as I want to see the troops come home, I am kind of at odds with that too. I get the impression that President Obama has been making some decisions lately because he has been reading the blogs on some of these sights. He is reacting to comments maybe.

You can't always take what Military Leaders say as Gospel, Between 1861 and 1863 the North got its butt whipped but because Gen McClellan was always dragging his @ss and asking for more troops and time, the others Lincoln tried to replace him with were worse, the Top Military Command was bent on cashiering Grant for being a drunk, to which Lincoln replied "I wish I knew what it is he's drinking I'd send a bottle to all my Generals, I need this man he Fights" When Lincoln finally put Grant in charge, he gave one simple order "Where Lee goes, you will go also". Lincoln never served one day in the military and niether did FDR or Wilson.
