Pelosi: Republicans May Need To See Markets Plunge To Support Debt Ceiling Deal

WASHINGTON -- Republicans may not support raising the debt ceiling until the stock market takes a major plunge, House Minority Leader Nancy Pelosi (D-Calif.) said on Thursday, drawing comparisons between the debt negotiations and the 2008 vote on the Troubled Asset Relief Program.

"The Republicans may need to see the markets drop 400 points," she said at a press conference Thursday.

Pelosi said the debt limit debate was similar to the debate over TARP in 2008, the "bailout" bill that approved $700 billion in federal payouts to banks. Although neither party wanted to support the bill, Democrats in the House came forward to pass it, Pelosi said, because they wanted to restore confidence to the markets.

The TARP bill initially failed in the House, with just 145 Democrats and 65 Republicans lining up to support it, short of the 218 total votes needed for passage. The vote caused the Dow Jones Industrial Average to plummet 777 points.

"Unfortunately [Republicans] had to let the TARP bill die and markets tumble before they would supply even a few more votes," she told reporters after the press conference.

As the clock ticks down to Aug. 2, the deadline set by the Treasury for raising the debt limit, ratings agencies and investors are beginning to hint at nervousness that the government will not come to an agreement to prevent default.

Moody's Investor Service announced Wednesday it is reviewing the U.S. bond rating for a possible downgrade, due to concern that the debt limit will not be increased in time.

"I think [the markets] should encourage Republicans to raise the debt ceiling. That's what's going to save them from this," Pelosi told reporters.

Lawmakers are meeting at the White House each day to work out a deal to raise the debt ceiling in exchange for major spending cuts, but so far have not come to an agreement on how much money should be cut, or which departments would suffer. Pelosi said her patience has been tested by negotiations.

"The president has more patience than Job," she said. "I don't compete with him in that regard."

President Barack Obama floated the idea of lawmakers meeting at Camp David, the White House retreat in Maryland, to negotiate over the coming weekend. But House Speaker John Boehner (R-Ohio) quickly rejected that offer.

"The Speaker has told the White House he sees no need to go to Camp David this weekend," Boehner spokesman Michael Steel said in an email statement.

Pelosi, though, said she would be willing to go to Camp David if doing so is necessary to find a deal on the debt limit, but she argued more work should be done in Washington first.

"It's time to freeze the design. What is that we can agree upon? Let's get on with writing the bill," she said. "But let's not say, 'Well, we don't have to make any decisions today or Thursday or Friday because we're going to have s'mores at Camp David over the weekend.'"

She said staffs for the House and Senate leadership are already working around the clock to prepare for the meetings with the White House, which have averaged between an hour and a half and two hours each day.

"A two-hour meeting is a 10-hour involvement, and that's what we are doing [here in Washington]," she said. "If location is the issue, I think we're all pretty accessible in these meetings. What I don't want to see is any delaying tactics that prolong the writing of legislation."

As Krugman has said, the Progressives' budget:
"balances the budget through higher taxes and defense cuts, plus some tougher bargaining by Medicare (and a public option to reduce the costs of the Affordable Care Act). The proposed tax hikes would fall on higher incomes, raising the cap on payroll taxes (takes care of Social Security's solvency forever)... and unlike the Ryan plan, it actually makes sense."

I always thought President Bush's lack of intelligence was going to be dangerous. I just figured it would lead to invading the wrong country. Or picking up the economy he doesn't understand and breaking it.

I just never imagined the true danger is the hateful, uninformed voters with a total lack of empathy that he would leave behind. As it turns out, ignorance is more dangerous than arrogance.

I knew he would face a military industrial complex that was beefed up and all powerful after the Bush Presidency.

Just because Bush abused military power does not mean all use is abuse. I would prefer if we were to use the military it would be to stop the wholesale slaughter of civilians like in Libya. Not invading the wrong country under false pretenses and committing the wholesale slaughter of civilians.

Really? Your party caused the mess. Plain and simple. From deregulating the banking industry to an absurd insistence that tax breaks help the economy. And then there are the wars, Medicare prescription drug plan and failed stimulus none of which was paid for and took us from budget surplus to massive deficit spending.

I'm frustrated too that the Democrats haven't been able to solve the problems more quickly. However, three of the five years you mention were with Bush as President and two were with the Republican party of "no" when they needed R votes for anything to pass. Let's at least be clear about the facts.

Nice, try but you can't pin that one on me. I was against the invasion. All anyone had to do was look at Israel to see what it would be like for a western nation to occupy a Muslim one in the modern world. I also knew what they were really trying to accomplish was a cultural transformation of the middle east toward democracy. The situation is still too complicated to tell if it will end up a complete failure or not. Only after we leave will we begin to see the longterm results.

Oh that's ok Nancy, I think you've done a fine job putting the market and the US economy into a tailspin already. Didn't she promise no more deficit spending but added over $5 trillion dollars to the national debt in her first two terms while it took over 200 years to reach the $1 trillion dollar mark. She caused the historic defeat in Nov. for a reason and that reason is she is clueless. She had two years to propose a budget that could have passed without opposition with a three way majority but instead she's jamming unpopular, have to pass it to find out what's in it, policies down the public throat. She's stuck on stupid and needs to learn some common sense because the public has had enough of stupid.

The sad thing about it is that she doesn't get it and thinks she is some super powerful intellectual protector of the "people" when she really is just the opposite, and has done a lot of damage to our whole hugely successful capitalistic system. Yeah, common sense like using tax breaks to spur the economy. She's stupid for not thinking they work. She's stupid for not passing a budget the Republicans like and that they will vote for. If she wasn't so stupid the Republicans would be willing to listen and work to help turn around the economy.

Oh and all that debt. All the debt is Mrs. Pelosi's fault, and the Democrats just want to keep on spending. Doesn't she just know that if we didn't have to pay all that money to poor people our economy would be just fine. Just cut the spending and lower taxes and everything will be perfect. She's so stupid for not knowing that's all you have to do.

Trust me, low voter turnout at the mid terms is what installed the bulk of the bozos that now sit as Republicans in the House. Not going to be so fortunate in 2012.
