WASHINGTON -- The latest Republican plan to avert a looming U.S. default is a fierce statement of conservative principles that pushes the party's negotiating position farther to the right.

That's why it may be the first step on the road to compromise.

By giving Tea Party conservatives in the House of Representatives a chance to take their favored legislation as far as it will go, House Speaker John Boehner may buy himself some needed goodwill from a vocal segment of his party that has sometimes viewed his deal-making efforts with suspicion.

That could make it easier for Boehner to eventually pass legislation that could be acceptable to President Barack Obama and the Democratic-controlled Senate, clearing the way for an increase in the debt ceiling before August 2 when the federal government faces a default on its financial obligations.

Even as Boehner touted his party's latest plan at a news conference on Friday, he left open the possibility that the House may take up a compromise being shaped in the Senate that so far has failed to catch on with junior lawmakers.

"The cut, cap and balance plan that the House will vote on next week is a solid plan for moving forward. Let's get through that vote, and then we'll make decisions about what will come after," he said at a news conference.

The cut, cap and balance bill conditions a debt-limit increase on passage of a constitutional amendment that would require the federal government to balance its books each year.

Constitutional amendments require a two-thirds vote. That's not likely in the Democratic-controlled Senate, and may even be a stretch in the House.

Even if it were to pass Congress, the amendment would not take effect until at least 38 of the 50 state legislatures ratify it.

Economists say a balanced-budget requirement would tie the federal government's hands during a recession, when tax revenues plummet and welfare costs rise, by forcing it to slash spending or raise taxes.

"That would make a recession worse," said Dan Seiver, a professor of finance at San Diego State. "It's exactly the opposite of what intelligent fiscal policy should do."

SMART POLITICS

But it's smart politics. Polls show that the public, and especially Republican voters, favor a balanced-budget requirement by wide margins.

"This is a vote where ... the House Republican majority gets to align itself with the American public at large," said Kevin Madden, a Republican strategist and former Boehner spokesman.

Some Democrats have lined up behind a balanced-budget amendment, but few are expected to back the Republican version, which also limits spending to 18 percent of gross domestic product and requires a two-thirds vote for tax increases.

The House is expected to vote on the cut, cap and balance plan on Tuesday, but has not yet set a vote for the balanced-budget amendment.

The Senate could vote on several balanced-budget amendments next week, a Democratic aide said. All are expected to fail.

That would clear the way for a so-called "Plan B" introduced last week by Senate Republican Leader Mitch McConnell, which would essentially pin the onus for a debt-ceiling increase on Obama and his Democrats.

Senate Democratic Leader Harry Reid is currently working with McConnell to make the plan more palatable to his party.

Democrats want to include about $1.5 trillion in spending cuts, including military cuts, along with a payroll tax-cut extension to boost the economy and an agreement on funding levels for the coming two fiscal years to avoid further budget showdowns, aides said.

The plan would also include a special deficit-reduction committee, made up of equal numbers of Republicans and Democrats, that would examine more sensitive budget topics like taxes and benefits. The panel would be guaranteed a vote on its findings, due by the end of the year.

House Republicans and outside conservative groups have been cool or hostile to the plan so far. While McConnell hopes to win control of the Senate in the 2012 elections by embarrassing Democrats, House Republicans are focused on delivering the deep spending cuts they promised voters last fall.

They might warm to McConnell's plan if they are allowed input on the spending cuts, as a Democratic aide suggests.

The failure of cut, cap and balance, coupled with an increasingly frantic lobbying campaign by business allies, could soften their opposition as August 2 approaches.

A sharp drop in the markets could change minds as well.

"What may look like something less than optimal today, if we're unable to get to an agreement might look pretty good a couple of weeks from now," Boehner said at a news conference on Thursday. "I think it's an option that may be worthy at some point."

If facts should be checked then it is really noted that at the end of Bill Clinton's Presidency a surplus, not a deficit, was in place at the start of Bush's Presidency. Through his policies(Bush's) and blatant neglect of the economy did he set the stage for a real decent Recession. Now, all of a sudden, Republicans want to complain about the measures that the Obama Administration has taken to right Republican policies. All one can truly say is, Imagine that!

The rich pay about 32% of all Tax BECAUSE they EARN 90% of Income and WEALTH increases. All workers pay 100% of what they earn. You think 40% of America does not pay income tax. LOL even minimum wages pays 17%

You have Investment Firms, Merchants, Stock Trader making million and you are worried about a few buck. Kind of like believing the 200 Billion a year surplus in SSA does not exist. This information is available. Look up 2011 US Revenue and Expenses.

Cut the Crap and remove the CAP on rich taxation and BALANCE the budget with this fair tax code where everyone pays their share and no one get to rich trading Stock Ownership while the worker works for nothing or a little.

If you start in the right to work states it will save you time. Do not look to the far west like California... they are going broke. I was a Teamster who saw the light many years ago. The one who educates him/her self and works hard will prosper...While unions have a place in the private sector...they have no place in the public sector. You can start their and research states with unsustainable union contracts for the ones who can not balance their budgets.

Every employee at FORD genrates $800,000 for ALL the genious and sweat of the entire company. What CEO design automobiles. What Stock Trader puts ONE penny into Main Street corporate operations in the Secondary New York Stock Exchange. Where the wealth is put. Few in IPO's

So if you think it is RIGHT for secondary Stock Trader who invest in appreciation for themselves to take Worker Generated profit for 0 contribution. It is time for heads to be examined. The 14th Amendment does say our debt shall not be questioned, and the U.S. will pay it's bills with no question. The constitution does say in Article 1, Section 7 the House of Reps will raise revenues in concurance of the Amendments or propose additional Amendments. Section 8 does give Congress the power to lay and collect taxes, and to borrow money. The 16th Amendment makes it clear Congress can anything including tax incomes without apportionment with no regard to the census.

The entire Constitution, gives congress the power to act and resolve this issue. Only members of Congress who can make these decisions in ways that will improve our American standard of living should retained in office. They are free to tax, but they should tax fairly, in a way that protects and grows our economy for the benifit of our citizens. If they are not working for improvements to the American Citizens, then they should be voted out the next election opportunity. Watch them. Make sure they do not cause harm to our economic lifestyle. Make sure they serve the Citizen's interest as we seek prosperity for all.

We are quickly running out of time on this issue. No need for additional political philosophy I think we get it. The Dem's think the American People are the asset of this country to be saved. The Rep's think containment of expenditures is the key even if it means grandma in the dumpster. The solution is in the middle. We need to be frugal and at the same time create more jobs. It is neither trickle down or trickle up the truth is it is both.

I suspect we will see a federal sales tax since it imposes a fee on both American made and imports equally and everyone pays (no loopholes). I don't like it but better than putting a burden on those kids who can't talk or walk yet. If the only way to sell this to the Tea's as all new expenditures increase that Sales Tax burden so be it. The poor and middle class will scream more loudly than the rich and thus we have containment of ridiculous spending.

Why waste time on a Constitutional amendment that would take some time to approve and get through the states? As the article states it is just political cover for the right. However. the 2012 budget offers the conservatives a real opportunity to balance the budget starting October 1, 2011. To do that they will need to cut spending by about $1.6 trillion in that budget or cut spending and raise taxes to make up the difference. If we default first please find additional cuts of $150 to $300 billion to cover the higher debt service costs on the current debt.
