Obama Threatens To Veto GOP's 'Cut, Cap And Balance' Plan

WASHINGTON -- President Barack Obama will veto conservative Republicans' "Cut, Cap and Balance" fiscal plan if it makes it to his desk, the White House announced Monday.

In a sharply worded statement, the administration ripped the plan -- which conditions a debt limit hike on a constitutional amendment that would require the government to balance its books each year -- as "an empty political statement" with "unrealistic policy goals." The proposal also requires substantial spending cuts and a statutory spending cap as a precondition for raising the debt ceiling.

"Neither setting arbitrary spending levels nor amending the Constitution is necessary to restore fiscal responsibility," reads the statement released by the White House. "The bill ... would set unrealistic spending caps that could result in significant cuts to education, research and development, and other programs critical to growing our economy and winning the future. It could also lead to severe cuts in Medicare and Social Security, which are growing to accommodate the retirement of the baby boomers, and put at risk the retirement security for tens of millions of Americans."

The proposal also "sets out a false and unacceptable choice between the Federal Government defaulting on its obligations now or, alternatively, passing a Balanced Budget Amendment that, in the years ahead, will likely leave the Nation unable to meet its core commitment of ensuring dignity in retirement," the statement continues.

Ultimately, the bill "is inconsistent with this responsible framework to restore fiscal responsibility and is not an appropriate method of reducing the Nation's deficits and debt," it concludes.

The White House and Congress continue to struggle for agreement on a plan to raise the debt ceiling by Aug. 2, the date the government is expected to run out of money to pay its bills. Failure to raise the debt limit would be a first for the country and would mean the government would have to prioritize what it funds and what it doesn't, a disastrous scenario that could result in Social Security recipients not receiving checks, among other things, and trigger major disruptions in global markets.

Despite their ongoing lack of agreement on how to proceed, both parties insist they won't let this happen, however.

In its Monday statement, the White House highlighted Obama's alternative fiscal plan to reduce the deficit by $4 trillion while "supporting economic growth and long-term job creation, protecting critical investments, and meeting the commitments made to provide economic security to Americans no matter their circumstances."

Details of that proposal remain murky, however. Obama continues to push for an aggressive debt reduction plan in his talks with congressional leaders, but the White House has yet to give specifics on where Obama might make cuts to entitlement programs.

Republicans have been pushing the Cut, Cap and Balance plan largely as a reaffirmation of their conservative principles. But such a proposal has little chance of becoming law; constitutional amendments require a two-thirds vote in both chambers of Congress, which is unlikely in a Democratic-controlled Senate and maybe even a stretch in the House. And even if it were to pass Congress, an amendment wouldn't take effect until it was ratified by at least 38 state legislatures.

Still, with an eye on 2012 elections, Republicans want votes on the proposal on the record. The House is scheduled to take up the bill on Tuesday, and the Senate is expected to follow later this week.

UPDATE 3:15 p.m.: House Speaker John Boehner (R-Ohio) said Obama's veto threat is "disappointing" and tried to pin blame squarely on the president for what he called out-of-control spending in Washington.

"While American families have to set priorities and balance their books, this White House obviously isn't serious about making the same tough choices," Boehner said in a statement. "This unfortunate veto threat should make clear that the issue is not congressional inaction, but rather the President's unwillingness to cut spending and restrain the future growth of our government."

"The House will proceed as planned with its vote on the Cut, Cap and Balance Act," Boehner added.

White House spokesman Jay Carney later came up with his own name for the GOP fiscal plan: "Duck, Dodge and Dismantle."

"This measure is classic Washington posturing and Kabuki theater," Carney said during his daily press briefing. It is "designed to duck responsibility, dodge obligation and dismantle" the nation's social safety net, including Medicaid, Medicare and Social Security, he said.

John Boehner is making a big mistake with the american people. They don't want to tax the rich, the powerful including the politicians. We elect you and later you turn your backs on us. We the people want our president proposal to pass. I think the people aren't going to allow you people to do what you want sorry..... Get thru your head we are tire of you BS. And don't dare take are Social Security from us. The government invested in who knows what, want to increase the retirement age to 70 or so. Give me a break by then most people will die. Stop the game and forget about politics and get real.. I know you work for lobbytist, and interest groups and make laws to please them not our people so stop it

the budget that Obama proposed this year was for a 1.6 trillion deficit this year. It was such a piece of crud the senate (with a democratic majority) voted against it 99-0.

You cannot be so blind as to say Obama has been Fiscally responsible? I cannot say Bush was responsible and you cannot say Obama has been responsible.

Be honest! Come to the real world.

He wants no budget constraints at all.
It's impossible to keep a budget and continue to spend without voting in a Republican House. With all the votes needed to do anything he wished without any possible defeat. The President purposed nor passed a budget. I have ask myself why and found the answer in passed actions over the years in office. President Obama would vote present instead of yea or nay. This leaves no paper trail or anything to later be faulted for nor faced with to defend.

You are correct, but they brought in campaign funds and phone calls to the members by the powers to be. The unions are an army being called upon to bring in this election victory. Listen to what the President of the Teamsters said to VP Biden in Nevada a few weeks ago. He told him that "The Teamsters gave you more money than ever before and they expect much in return for it". Sounds a bit like the comments from the late Governor of Illinois doesn't it.

They did not put them in the budget yes. You cannot keep $100 billion off the books. It does not work that way.

Every dollar spent hits the balance sheet whether it's in the budget or not. It's like when Katrina or Andrew hit. The funds to help those areas were not budgeted, but the money hit the balance sheet.

Those two wars and medicare part D were included on the books at the end of each year for total spending by GAO. It is all there if you bother to look. At least the last administration actually had budgets, something that still hasn't happened in this one.

Now the "Great One" wants to snooker the scared republican leaders again with the normal democrat scam. He wants 1 trillion in tax revenue now, and promises 4 trillion in cuts over ten years, starting in 2014. Everytime cuts have been promised from the democrats, they have never materialized. If the cuts aren't put in the budget for the next year, there is no mechanism to guarantee they will happen. That is why the "Great One" doesn't want a balanced budget bill, because it means they actually will have to do what they promise to do in Washington. Even some of the republicans don't want it either, or the gang of six wouldn't be stabbing their own in the back, along with McConnell who is afraid of his own shadow.

What progressives don't seem to understand is the NEED to cut, cap and balance! It is going to be uncomfortable for many-but it's been that way for a few years now-the only way to get out of it is, those two words.......COMMON SENSE. Something which is lacking in this time of White House campaigning. The POTUS needs to back off the campaigning and get to do what will be politically uncomfortable-something I don't think he's going to do as he so desperately wants another four years.

That's a crap statement.

If Obama put out a plan (which we know he won't) he could raise some taxes.

First, balance the budget through spending cuts. but do not pay any old debt or interest on that debt. Just a plan to this year not spend a dime more than we take in.

then, he could place a tax on who every with the funds specifically to pay interest payments and to pay down the debt.

Everyone would go for that.

Instead this fool says I will not cut spending to get the deficit undercontrol unless I get to raise taxes so I can keep spending. Reall? And you are for that? Why?

Of course it will not pass the Senate. Of course the President would veto it anyway. These people are just wasting our tax dollars which pay their salaries and Health Care. They are just taking up oxygen.

***Denying access to family planning, taking away women's Constitutional rights
***Stripping Union rights
***Denying rights to gays
***Creating hurdles to voter registration of minorities and students

We are still in a recession with high unemployment and THESE*** have really become the House's top priorities? The House, where legislation is supposed to be born???

What about jobs?

What about the disappearing middle class?
What about the fact that from 1992-2007 the income of the top 400 taxpayers went up +397% while their average tax rate DROPPED -37% (source: IRS)

Not necessarily so. Of course Obama is going to strongly oppose it initially, but if, and this is a very big if, Americans by a decent majority begin to favor this proposal as the details unfold over the next several days, then the Senate may possible pass the bill. Now if that happened the president would be taking a big risk it vetoing it and putting us all back to square one again. Now I don't think it's going to play out that way, the media is going to do it's very best to rip this bill to shreds and I expect more scare tactics to be employed. Me, I don't think the bill is half bad. Sometimes desperate times call for desperate measures.

THEY (politicians) have no concept of FINANCIAL RESPONSIBILITY. We cannot balance the budget year to year so therefore we do not need a reason to balance the budget year to year. WTF. So many say, "Clinton had a surplus." OK, take the extra social security payments into the general fund out of the "surplus" AND SEE WHERE THE "surpluses" REALLY ARE. Smoke and mirrors.
