Richard Cordray, Consumer Financial Protection Bureau Director, Nominated By President Obama

JULIE PACE   07/18/11 05:44 PM ET   AP

WASHINGTON — President Barack Obama moved Monday to get a new consumer protection bureau up and running, introducing a former Ohio attorney general as director, in an apparent acknowledgment that the woman who masterminded the agency couldn't win Senate confirmation.

In a Rose Garden ceremony under sunny skies, Obama announced he has chosen Richard Cordray to head the new Consumer Financial Protection Bureau. At the same time, Obama vowed to resist any efforts to block its work.

"We are going to stand up this bureau and ensure it is doing the right thing for middle-class families all across the country," the president said.

The Consumer Financial Protection Bureau was a central feature of a law Congress passed last year that overhauled the rules that govern the financial sector. The agency will serve as a government watchdog over mortgages, credit cards and other forms of lending when it officially begins its work on July 21.

Obama and Cordray were joined by Elizabeth Warren, a special assistant to the president who had been charged with getting the agency started. Warren is widely considered the architect of the bureau, and consumer groups wanted her to be named as its leader. But she was strongly opposed by Republicans and would have faced a difficult path to confirmation.

The president applauded Warren's work as an advocate for the American public.

"She's become perhaps the leading voice in our country on behalf of consumers," he said. "She's done it while facing some very tough opposition."

Some progressive groups, while complimentary of Cordray, made their continued preference for Warren known.

"With her track record of standing up to Wall Street and fighting for consumers, Elizabeth Warren was the best qualified to lead the bureau that she conceived," said Stephanie Taylor, co-founder of the Progressive Change Campaign Committee.

The White House deflected questions about whether Obama chose Cordray to lead the bureau to avoid a protracted fight for Warren.

"The president is focused on moving this forward and he thinks Richard Cordray is the absolute right person to do the job," Obama spokesman Jay Carney said.

But Republicans have already threatened to block Senate confirmation for Cordray as well. The 52-year-old is considered a Warren ally and has been working with her as director of enforcement for the agency.

Republicans fought fiercely against the creation of the bureau last year and have been trying to place restrictions on its work. In May, all Senate Republicans joined in a letter to Obama threatening to withhold their support for any nominee to the position if the White House didn't seek significant changes to the agency.

Warren said there were already adequate restrictions placed on the agency, and it was time for lawmakers to move on.

"We had this fight," she said. "The agency is here to do a job, a job that desperately needs to be done."

On Monday, Senate Minority Leader Mitch McConnell, R-Ky., reiterated Republican opposition to the bureau in its current form, saying "we'll insist on serious reforms to bring accountability and transparency to the agency before we consider any nominee to run it."

The financial industry has also expressed concerns about the agency, worrying that it would restrict new products just when companies are seeking to replace profits squeezed by the new financial rules.

The U.S. Chamber of Commerce said it had deep concerns over how Cordray would use the agency's "broad powers."

This is typical of Obama to put someone in a government position with Broad powers to do whatever Obama wants to do. Perhaps we forgot that Obama passed a law requiring corporations to indicate who and how much given in political contributions to restrict Republican contributions. Unions are exempt...Democratic contributions. Obama is a liar and does nothing to advance anyone in this country except his own socialistic ideals. Be aware, Ramadam is coming August 1st and Obama wants this to be an American Hoiday !!!

If there's going to be a fight, why not fight for Warren? Answer: Obama never wanted her to be the Director. If he did, he would have appointed her during the May recess.

Now, on July 22, the bureau will be without a Director and will thus lose the ability to regulate payday lenders and mortgage brokers.

Warren wants to go back to Massachusetts. She already said so.

Maybe you should look at the facts before making accusations.

You sound like a Republican.

God forbid that banks and other institutions like the Chamber of Commerce who hire lobbyists should be countered by an agency charged with protecting ordinary people's interests! The Republicans are going to fall all over each other doing their owners' bidding--I just hope the Democrats don't also get in line.

Check nitecrew's link below. A DODD and FRANK bill. It is an employment service. Falls under Fed. Reserve...same dept. that refuses to be audited by congress!

Does anyone know what the budget for this Department will be? More regulations for our own good...should cost us plenty

See for yourself:

Warren designed the bureau to be as transparent as possible. Pretty much any information you could think of is on their web page.

All in all, the bureau should save money, since it's taking responsibilities from multiple agencies and consolidating them into one bureau. But this is also what makes Republicans weary that the agencies power will be too broad.

Does it eliminate these other agencies? Sounds more like an employment service, but I will check the link. thanks for the info.

The congress will not confirm anyone for that position, so why didn't Obama pick Elizabeth Warren for that position....because Obama is a moderate in progressives clothing. First he caves on the public option, thinking that the GOP will vote in favor of the health care bill if the Public option is omitted. Now, he puts this guy in instead of Elizabeth Warren who would hold the banks feet to the fire. The spirit of the grand ole party is alive and well inside this president. If he wasn't black he would've been a hell of a good Republican.
05:11 PM on 07/18/2011
He's the President - not the King.
Tell me - if he's as bad as you think - then why do the Republicans hate him so?
Rhetorical question - spare me your response.
05:54 PM on 07/18/2011
Because he's black?

Because someone has to be "good cop" in the game of "good cop/bad cop" even though they're partners?

He managed to block drug reimportation. He bombed Libya without going to congress.

When President Obama wants to do something, he does it.

He just doesn't want the things progressives think he should want.

There is NO one that President Obama could pick that the TP/GOP won't fight to block from confirmation. Obama could resurrect Ronald Reagan himself for the position and they would fight against his confirmation. This CR@P from the RIGHT is getting OLD and TIRED.

What is politely called "political expediency" in DC most of us would call screwing one's friends if it benefits you/your career. I think what we are seeing here is the perffect example of exactly that - feed Elizabeth Warren to the sharks because she was too controversial, so let's nominate someone who will be "more acceptable" because he plays both sides of the Street(yeah - that's "Wall"). Another example of Obama-cave to line up with "means-testing" SS(already happening) and signing the tax breaks for the wealthy and the Patriot Act. I voted for him - fool me once, shame on you, and that's as far it is going to get!

Excuse me, but I'll keep the consumer protection agency, thank you very much. You are not seeing the forest for the trees. We need government that works. Not government which had its teeth pulled out by the Bushes. Just a slight shift to the left and all will be well :)
