CARACAS, Venezuela — Venezuelan President Hugo Chavez said Friday he has finished his "first cycle" of chemotherapy in Cuba and will begin the second of various phases of treatment.

Chavez vowed to overcome his cancer, saying he is confident of winning re-election next year and staying in power for at least six more years. He spoke in a telephone call carried live on state television during a speech by his vice president, Elias Jaua.

"This first cycle has been completed successfully. And now, well, we're preparing for a second cycle," Chavez said. "There are various ones in this battle to finally defeat and eliminate any risk of the presence of malignant cells in this body, which is going to turn 57 years old."

They were the first televised remarks by Chavez, whose birthday is July 28, since he went to Cuba last Saturday to begin chemotherapy. His only public statements until Friday had been dozens of messages posted on his Twitter account.

Chavez underwent surgery in Cuba on June 20 to remove a cancerous tumor. He hasn't said what type of cancer he has been diagnosed with or specified where exactly it was located, saying only that it was in his pelvic region. He says chemotherapy is necessary to ensure cancer cells don't reappear.

Chavez likened it to a "bombardment," saying: "It's the bomb against the illness."

He said the first phase of treatment went well and he feels a "will to live that has sprung up inside me like a volcano."

"I'm in the best mood possible," Chavez said. "My mood is unbeatable."

He did not say how soon the second phase of chemotherapy could begin or how soon he might return to Venezuela.

Chavez said he was speaking from a meeting in Cuba with his foreign minister, energy minister, technology minister and directors of the state oil company.

He praised the work of his aides, announced that Venezuela will give $5 million in famine relief to Somalia, and said he had approved a document with strategic goals for Venezuela's oil industry.

He touted OPEC's recent recognition of Venezuela as the country with the biggest proven crude oil reserves, ahead of Saudi Arabia.

"We have the first reserve in the world. We have 20 percent of the crude that there is in the world," Chavez said.

The leftist president, who has been in power since 1999, has indicated he intends to run for re-election in late 2012, and he was particularly adamant Friday.

"I will live, I promise you, and we will win. And we're headed for the great victory of 2012, and for the new term of government, 2013 to 2019," Chavez said.

A poll released Friday said Chavez's public approval rating remains at 50 percent and has not significantly varied since his cancer diagnosis. The Caracas polling firm Datanalisis surveyed 1,300 people earlier this month and the poll had a margin of error of about 2.5 percentage points.

Another survey in June by the polling firm had a similar result, with 52 percent expressing approval of Chavez.

Pollster Luis Vicente Leon said the president's popularity has hovered at similar levels the past two years, down from the 63 percent he had when he won easy re-election in 2006. The poll shows "the illness is not a variable," Leon said.

In his comments on television, Chavez expressed gratitude to his team of Cuban and Venezuelan doctors, and said he has gained back some of the weight that he lost after last month's operation.

"I have an ideal weight for me now: 86 kilos," or 190 pounds, Chavez said, adding that he used to weigh 100 kilos (220 pounds).

"I was too fat. I'm doing exercise, rehabilitation," he said, adding that he would soon take a walk.

He dismissed rumors about his health, saying: "The day before yesterday someone was writing, giving me up to four months to live. Well, let them have those evil wishes. I hope it doesn't come back at them."

In his typical fashion, Chavez broke into song during his call and chatted with some of those attending the televised gathering.

Given the limited information Chavez has provided about his condition and treatment, medical experts have suggested he could be suffering from anything ranging from rectal cancer to prostate cancer to a soft-tissue cancer such as sarcoma.

"Most cancers, and this is pretty much true across the board, if they are going to give chemotherapy after surgery in the hopes of trying to prevent any recurrence of the cancer, it tends to be four to six months of chemotherapy," said Dr. Michael Pishvaian, a cancer specialist at Georgetown University's Lombardi Comprehensive Cancer Center who was not involved in Chavez's treatment.

"The exact details completely depend upon the exact regimen that's used," Pishvaian said.

Back in the days when Monarchs could only marry Monarchs , if there was a spat between husband and wife often it turned in to a war between nations . Some poor farmer would be scooped up , fitted with a uniform , and sent off to fight someone he did not know , and had never seen before . But he was told that was the enemy that had to be killed .

Today the 24/7 media does the exact same thing . It tells us who to like and dislike . People we have never been within 500 miles of and know absolutely nothing about , nor the true circumstances of why we are told to dislike/hate that person or those people . And seldom do we question these influences . The message said hate , so we hate .

That is the case with Chavez , who happens to well liked throughout all of South America and the Caribbean . Only in America is he disliked . Our media puppet masters have blatantly and subliminally told us the man is a despicable ogre , and gave us scenarios of tyrannical treatment of the citizens of Venezuela . (All untrue) Exactly the same way our media has demonized the medicine and health care treatment of our Northern neighbor . (All untrue) Shouldn't inquiring minds want to know why ?

Man, you should have seen the salute that the women of American soccer team did not too long ago. I thought that this was the Olympics of the 1930s in Germany. A still shot of a wave isn't a Nazi salute. You imagine too much and search out such things. Huge Chavez is a patriot. The US hates him because he is as much of a barrier to the western oil companies as is Muammar Qaddafi in Libya. They hate him even more because the vast majority of the people of Venezuela elected him.

In yesterday's El Universal (source Agencia Reforma) there was an article which sought to confirm rumors that the cancer is advanced colon cancer. It states that doctors treating President Chavez put his recovery at 50/50, and 18 months survival IF these treatments are unsuccessful in eradicating the cancer (metasticized) according to Roger Noreiga OEA)

The government is evaluating plans for an orderly succession should he not recover and/or be incapable of carrying out his duties as President. Elections are scheduled for next year, and it's expected the *opposition* will launch a full scale assault in an attempt to regain power. Considering that, and US opposition to Chavez, this can not bode well for the indigenous people of Venezuela, the majority of whom support Chavez and his policies.

There are many in Venezuela who think Chavez is overplaying this, as a political ploy. That he will subsequently claim a huge victory over cancer and a pre-destined right to govern Venezuela in the run-up to next year's elections. And since the Venezuelan electorate is even more low-info than US, it will probably work

Why do you hate him? What has big oil ever done for you other than manipulate the price of gas. He could have made his life so much simpler and richer by just being corrupt like every other banana repulbic president and collect big bribes. Instead he wants to help his people. I loved the way he went to the U.N. and laid into GWB. It took guts. Something the media have little of.

No mention of the billions of dollars secretly stashed in European banks, or the ruin of PDVSA, the once-great national oil company of Venezuela, now run by political appointees who have run it into the ground. No words about the jailing of political opponents on trumped-up charges, no mention of the Tascon List used to exclude from employment or college aid anyone who signed a recall petition against Chavez. And certainly no mention of the aid to FARC and ETA, or the narco-trafficers who pay hundreds of millions in bribes to Chavez officials to look the other way while they ship tons of cocaine from Margarita to Europe and the US. No mention of the shutdown of RCTV and the closing of any newspaper which dares to question his policies. Finally, no mention of the massive election fraud which has kept Chavez in power illegitimately since 2004. He lost that election 56-44% and should be in jail, not the Presidency.

You know, if I live in Venezuela, I would be REALLY nervous knowing that the PRESIDENT would rather be treated for "cancer" in Cuba, than his own country.

Look, many people in the U.S go to other countries for surgeries that they feel can be done better in other countries. I mean, we have to impose laws that keep people here from buying medical prescriptions elsewhere. Money, is the root of all evil.

Actually one thing that Fidel Castro knows how to do is train doctors. I have worked with several and attended conferences with them and they know their stuff. The know medicine and do not rely as much on expensive pharmaceuticals, unnecessary MRIs and expensive tests that we rely on.
