Obama Announces New Fuel Economy Standards

WASHINGTON (AP) -- Ushering in the largest decrease in auto fuel consumption since the 1970s, President Barack Obama and automobile manufacturers Friday announced a deal that will save drivers money at the pump and dramatically cut heat-trapping gases coming from tailpipes.

The agreement pledges to double overall fuel economy to 54.5 miles per gallon by 2025, bringing major under-the-hood changes for the nation's automobiles starting in model year 2017. Cars and trucks on the road today average 27 miles per gallon.

"This agreement on fuel standards represents the single most important step we have taken as a nation to reduce our dependence on foreign oil," Obama said, sharing the stage with top executives of the major auto makers before a backdrop of some of the most cutting-edge cars on the road.

"Just as cars will go further on a gallon of gas, our economy will go further on a barrel of oil," Obama said.

When achieved, the 54.5 mile-per-gallon target will reduce U.S. oil consumption from vehicles by 40 percent and halve the amount of greenhouse gas pollution coming out of exhausts.

For American families, the president said the agreement - which will be subject to a mid-course review - means filling up the car every two weeks, instead of every week. That would save $8,000 in fuel costs over the life of a vehicle, he said.

The deal was less than what environmentalists and public health advocates wanted, but more than the Detroit Three automakers desired. In a letter to the president last week, Michigan lawmakers called the higher proposal "overly aggressive," after automakers had said they'd work to get vehicles averaging 42.6 to 46.7 miles per gallon. Green groups, meanwhile, had pushed for a 62 miles-per-gallon target by 2025.

For Obama, who watched his campaign promise on this issue die when Republicans retook control of the House, the compromise provides a way around political roadblocks and offers an opportunity to affect climate change.

The deal also provides an answer on the issue of oil dependency. It promises reduced demand at a time when Republicans in Congress have criticized Obama for being too slow to drill and not opening up more areas to oil and gas exploration after the massive Gulf oil spill last year.

And at a time when a consensus in Congress is elusive on the debt ceiling and curbing the federal deficit, the president said the fuel economy deal was a "valuable lesson to" Washington.

"You are all demonstrating what can happen when people put aside differences," Obama said. "These folks are competitors, you've got labor and business. But they said we are going to work together to achieve something important and lasting for the country."

For automobile manufacturers, particularly the Detroit Three, the deal signals a turnaround from the days when they resisted boosting fuel economy targets, arguing that consumers would not buy smaller and more efficient cars, and the technology to reduce fuel dependency was too expensive.

The dynamics were also changed by the $62 billion bailout of GM and Chrysler by taxpayers, making it harder for automakers to say no to the White House.

Some environmentalists lauded the agreement Friday, but said that manufacturers owed taxpayers a bigger deal after the multibillion-dollar bailout.

"An auto industry that owes its survival to taxpayer bailouts ungratefully flouted the public's demand for fuel efficiency and less pollution, fighting for loopholes until the bitter end," said Dan Becker, Director of the Safe Climate Campaign. "We will use every opportunity, including the midterm review that the automakers demanded, to strengthen the standards."

For consumers, the new requirements are well beyond the gas mileage of all but the most efficient cars on the road today.

By the time the new standards take effect, the government expects gas-electric hybrids to make up about half the lineup of new vehicles, with electric vehicles making up about 10 percent of the fleet.

Currently hybrid and electric vehicles combined amount to less than 3 percent of U.S. vehicle sales, according to J.D. Power and Associates.

The standards also could force auto companies to get rid of some less-efficient models as they try to boost the gas mileage of their lineups. But that depends on how quickly new technology can be developed.

Automakers already are moving toward boosting gas mileage by cutting weight and with new engine and transmission breakthroughs. They're also adding electric cars to their lineups. General Motors and Nissan are selling mass-market electric vehicles, while Mitsubishi, Ford, Toyota and others are about to enter the market.

Nissan's vice president Scott Becker in a statement said the Obama administration has issued some extremely challenging greenhouse gas reduction and fuel economy improvement targets, but Nissan was "up to the task."

Nissan introduced the LEAF - the world's first and only 100-percent electric car for the mass market - in December 2010. More than 4,000 of the 99 miles-per-gallon vehicles are already on the road.

Bring on the electric, flex-fuel, hybrid and CNG fueled vehicles.

It is time to end the oil monopoly on transportation fuel. We need more choices.

As the price of oil continues to rise we will all use energy more wisely.

Yeah, sure. What did they get in return for these "standards" what is the enforcement? what are the exemptions? Obama and DLC are not environmentalists, as their other bigger actions prove. so I don't believe them anymore.

Considering that nothing has been done for decades, I am happy to see Obama get this fuel goal passed. This is a big improvement, and the mileage of trucks will also be part of the goal this time, as they were exempted from previous standards. The best way to reduce dependence on imported oil is to use less of it.

Many of the commenters are reading between the lines and concluding that this deal is not very noteworthy because they believe "it isn't going to happen". It is not diffficult to imagine a president Bachmann for example quickly letting the auto companies off the hook in 2013.

But if the agreement can be taken at face value, it is a ground breaking development, essentially a reduction of about $400 billion dollars per year of purchase of foreign oil. The trade deficit varies quite a bit, but it is fair to say that these days is averages around $500-600 billion per year. It is unfortunate that these kinds of measures weren't initiated a decade ago. We all know the reasons they were'nt, and so would say probably still will not be.

With the optimistic assumption that this announcement really means something....congratulations Mr. President. Let's just hope the cynics are wrong. Another term for Obama would be one step closer to these standards becoming a reality.

Interesting! This 800$, that had been saved on fuel, easily could be spent on something else. I think this would be good for economy also, for customer and for business. Why the programs like these still aren't wide spread?

Weaning our country off fossil fuels especially oil is crucial to our very survival as a country in this rapidly changing world. Raising fuel efficiency standards is but a tiny but very necessary step and long overdue.

"Americans Must Lead the World to Energy Freedom." Or we will face other far more populous and powerful countries in competing for this resource in the near future. A competition we simply cannot win.

Further, sustainable and non-petroleum energy sources are where the global growth potential for new business has become and the U.S. has fallen far behind.

The fossil fuel industry has indeed put the U.S. far behind in this essential to our future area of endeavor. Their stranglehold on our country and especially our military must be greatly diminished for the U.S. to be around in another twenty years or so.

If this country's auto industry had any sense it would be doing this already and investing in smaller fuel efficient cars. If the Big 3 had done this 40 years ago when we were first talking about this issue, they would be making even more money today.

This is a joke as is Obama. How much do you think gasoline will cost? Wind power is great if youm have wind. Go to Indania as see how many of the wind turbines are working on any given day. Go to the Gulf of Mexico and see how many oil rigs have let taking thousands of jobs with them. See how many coal plants they are shutting down and costing more jobs. Look at China opening a new coal plant every day. And who kowns how many in India.
Cut the epa budget by 50% and you get over 1.5 million new jobs.
You want to cut green hiouse gases. Get the old time politicians out of office in 2012. Every time they open their mounth the pollute the air.

Our government is suppose to keep religion out of their desicions. We know that the use of gasoline-powered vehicles is polluting the environment. Raise gasoline taxes by a dollar a year until the addicts give up their addiction to gasoline. This action will quickly lead to many refineries shutting down, followed by a reduction in crude oil production, followed by less drilling of oil wells. If AGW is true, the effects will be nullified and the Earth will heat up naturally without human's help.

CO2 is NOT 'pollution' - all animals exhale CO2, you too. If you insist then YOU are a living walking polluter like every other animal spewing out over 30,000PPM CO2. Burning gasoline emits CO2 and H2O. The technology has gotten so good that only trace amounts of bad stuff, if any, comes out of a car tailpipe anymore. If we went back to horses the methane pollution and smell would be much worse.

Why not get rid of the efficient combustion engine? Ethanol is even less efficient than gasoline. We tried Gasohol in the 1970s. We have had alternative fuel vehicles for 40-50 years. We have had alternative modes of transportation for longer than that. We have known that gasoline-powered vehicles are bad for our economy and the environment for 40 years. Remember we were going to be foreign oil independent by the end of the last century. The question now is will we be foreign oil independent by the end of this century? If they run out of oil, yes.

Why has no one talked about the new LENR inventions that look likely to transform our energy-not reliant on the grid, puts out 800 times the energy it takes to run and is totally clean. Europe is certainly talking and China Govt is investigating. The first plant in Greece opens in October. There is a US company Ampenergo but it is being very quiet although there was a meeting July 14 with NASA.
