Texas Teachers Blame Rick Perry For Increased Class Sizes

Texas students and teachers went back to school Monday, 10 days after the man they cite as the cause of their schools' funding-related woes announced he was running for president.

According to algebra and physics teacher Patrick Frasier, Gov. Rick Perry's (R) school budget cuts led to massive back-to-school confusion. In fact, until recently, Frasier wasn't even sure he could return to class this school year.

"All first-year teachers in my district were cut no matter what," he said. The bulk of them were hired back, but not before they polished their resumes. "We had no idea until the very end what was really going to happen," Frasier said.

Frasier decided to go into teaching after studying engineering at the University of Texas because he felt education was important work. He now teaches in San Antonio's Northside Independent School District.

He went back to class Monday and immediately noticed changes. Overall, he had 30 more students spread between his six classes than he had the year before.

"There's been a lot of talk about how this is the new normal," he said, referring to Perry's statements on school funding. "We're told we should get used to constant budget cuts."

While a HuffPost analysis of Texas schools' performance under Perry found mixed results, education observers worry that the massive funding cuts coming out of the most recent legislative session leave Texas schools at the top of a steep precipice. Under Perry's veto threat, the legislature chose not to pay for student enrollment growth, instead underfunding education by $5.5 billion -- despite access to the $9.4 billion in the state's reserve fund.

Perry has made job creation a big part of his campaign platform. But analysts predict that because of the cuts, 49,000 education-related jobs will be lost over the next two years.

"He refused to increase taxes even just the smallest bit to help with our deficit that we have now," Frasier said. "He's been full of contradictions."

Request for comment from the Governor's Office was not returned.

The Statesman reported that the effects of Texas's education cuts were apparent Monday at Wiley Middle School, where an enrollment surge combined with a teacher shortage resulted in massive overcrowding. Because of the high volume of students, lunch will last for more than two hours, with some students not eating until 1:30 p.m. Classes sizes this year average between 28 and 30 students.

Katie Mayo teaches English at Hebron High School in Lewisville, where her class size has increased slightly. She said that if she were grading her governor, she'd give Perry a D.

"In not tapping into the rainy day fund that we have, [it] kind of shows how he really feels about public education," she said. "It's a rainy day fund, and it was pouring."

The funding cuts are also affecting those who are not yet part of the school system, but would like to be. Districts that are hiring at all are re-hiring laid-off teachers, meaning there are few open positions for new teachers.

Christine Forbus, a Corpus Christi resident who graduated with a B.A. in teaching this December, has been unable to find a job.

"School districts back away when I hand them my resume," she said. During one of her failed job-hunting trips, Forbus said she saw an applicant break down. "I'll work for less, I'll do anything, just hire me," the girl said, in tears. Forbus said she left the room. "I don't need to be the next one to cry," she said.

Forbus and Frasier say they are incensed that their jobs and funding were first on Perry's chopping block.

"When you're thinking about the future of Texas or the country, education is the last place you should cut," Frasier said. "It's that simple: If you want jobs, you need education."

The fat guy who got his degree in engineering, couldn't find a job, then commenced whining that it is Perry's fault? What? What will be his educated argument after the Obama Health Care bill is fully implemented and states are reduced to complete insolvency in 2012? I thought he was educated...and wanted to "help" society by teaching. He sounds like a whining, uninformed, liberal - typical in America's classrooms. Whining about teaching 30 additional students. Big Whoop. Those who can't...

Why does anyone think that this idiot needs even 5 minutes of airtime in a presidential discussion? He has done nothing but drive this state into the ground with the stupid choices made over a decade. Education is nothing but a waste in his mind. It was no surprise to me that it go the axe first. I get a little puzzled and upset when I hear people who don't live in our state claim this guy has done great things down here. Come and Live here for a couple of years and tell us that. He has done nothing but to ensure a stagnation in the growth of income in the state, and an increase in the number of people who are under-employed. This state has some of the highest number of people on food stamps. It has some of the highest number of people who are uninsured. These are all numbers which has increased steadily in the 10+ years of Perry rule here in Texas. I was thinking we would have learned for the W years. But by the number of people out there supporting this fool, I see us lacking in education so much because any educated voter would see this guy for the sham that he is.

Google "Galveston 1900" and think about his statements regarding FEMA being a federal over-reach -- that states could handle disasters just like his district did in 1900. If that is moral and principled, give me Bill Clinton anyday.

Here's how to add solvency and extend Social Security. First, raise the cap on income subject to FICA taxes from $106,800.0­0 to $190,000.0­0 as proposed by AARP in their current issue. AARP suggest this would close 31 percent of the gap. Workers who normally paid 6.2 percent, had that reduced to 4.2 percent by the last Congress. The TEA party would raise that percentage back to 6.2 percent under their proposal currently in the House. This transfers source monies back to the middle class supporting Social Security. Employers now pay 6.2 percent towards FICA and if that were increased 0.1 percent to 6.3 percent additional easing on the gap would occur. By raising the cap in the first item just to $250,000.0­0 on all sources of income and leaving the tax rate as it is now, would further ease the gap in tax revenues and spread the pain across more of the earnings of more Americans. Additionally those paying into this fund will eventually draw from Social security! Someone who earns $40,000 currently pays 4.2% up to $106,800 while millionaires pay the same 4.2% and still will draw from social security at 65 or 66 years of age. Social Security has been limited by Republicans in the past and now the TEA party controlled GOP! If you think this is justified may I suggest you write and call your Representa­tive and Senator in Washington and make your voices heard!

Perry lies! Perry seeks TEA party endorsement! Perry lies! Perry is a TEA party-er! Perry cavorts with Palin and vice versa! Here is how the TEA party manipulates issues. A tax that the vast majority of workers pay, but many don't recognize because they don't read, or don't understand their pay stubs. Workers normally pay 6.2 percent of their wages toward a tax designated for Social Security. Their employer pays an equal amount, for a total of 12.4 percent per worker. As part of a bipartisan spending deal last December, Congress approved Obama's request to reduce the workers' share to 4.2 percent for one year; employers' rate did not change. Obama wants Congress to extend the reduction for an additional year. If not, the rate will return to 6.2 percent on Jan 1! This raises the tax rate on every tax payer nationwide up to the cap which should be raised!

I actually have a Masters in Environmental Engineering. I feel my main complaints are not necessarily that it's happening, I know all budgets are having issues, my problem is the efforts of Perry to control the debt, and his contradictions of claiming to create jobs. You can't cut tens of thousands of teacher positions and claim to create jobs.

Why are there any arguments-Texas has a budget SURPLUS and he is cutting funds to education from what was spent last year. Not holding them the same, but actually REDUCING them. Texas has no state income taxes. NONE. a 1% state income tax would yield more than enough to fully fund schools.

What Perry has done in Texas has been repeated in every state in the union.
When economy improves, so will the funds for education.
It is that simple.
