Boehner Asks Obama To Delay Major Jobs Speech [UPDATED]

WASHINGTON -- Upping the stakes of his push for a major jobs plan, President Barack Obama asked House Speaker John Boehner (R-Ohio) and Senate Majority Leader Harry Reid (D-Nev.) Wednesday morning to call a joint session of Congress that would take place on Sept. 7, 2011.

Boehner responded later Wednesday, inviting the president to address Congress on Sept. 8 instead. His rejection of the president's original request throws planning for the joint session into chaos. An administration official told The Huffington Post that the White House had cleared the Sept. 7 date with GOP leadership before publicly announcing it. Boehner's office confirmed that they were given a short advance warning, but disputed that they had okayed the date.

"No one in the speaker's office -- not the speaker, not any staff -- signed off on the date the White House announced today," Boehner spokesman Brendan Buck said.

The president's letter, sent Wednesday morning to both leaders, reads as follows:

Dear Mr. Speaker: (Dear Mr. Leader:),

Our Nation faces unprecedented economic challenges, and millions of hardworking Americans continue to look for jobs. As I have traveled across our country this summer and spoken with our fellow Americans, I have heard a consistent message: Washington needs to put aside politics and start making decisions based on what is best for our country and not what is best for each of our parties in order to grow the economy and create jobs. We must answer this call.

Therefore, I respectfully request the opportunity to address a Joint Session of Congress on September 7, 2011, at 8:00 p.m. It is my intention to lay out a series of bipartisan proposals that the Congress can take immediately to continue to rebuild the American economy by strengthening small businesses, helping Americans get back to work, and putting more money in the paychecks of the Middle Class and working Americans, while still reducing our deficit and getting our fiscal house in order. It is our responsibility to find bipartisan solutions to help grow our economy, and if we are willing to put country before party, I am confident we can do just that.

Regardless of the date the president speaks, the joint session would provide him with the type of audience that usually accompanies a State of the Union address. It would also add additional weight to an already critical push by the administration to shift political discussions to job creation.

Obama has deployed this tactic in the past. After a series of town hall protests nearly derailed the health care reform legislative process in the summer of 2009, the president addressed a joint session.

Politics also seem to be at play here. The president's speech would occur at precisely the same time as the Republican presidential field is set to hold a presidential debate at the Reagan library in California.

Asked if the White House chose the date specifically to upstage the Republican presidential field, White House Press Secretary Jay Carney responded, "No, of course not," adding that the Sept. 7 debate, which will be co-hosted by NBC and Politico, was "one debate of many."

UPDATE: 4:20 p.m. -- Boehner urged in a letter to the president that the speech be moved from Wednesday Sept. 7 to Thursday Sept. 8. His reasoning was not that the speech will conflict with the Republican presidential debate scheduled to take place that night. Rather, he argued that the House of Representatives won't have enough time to pass the resolution and conduct the security measures necessary in order to officially invite the president to a joint session on Wednesday -– an explanation that is perhaps hard to swallow, considering Congress' ability to pass massive pieces of legislation at the last minute.

Below is the letter:

Thank you for your letter requesting time to address a Joint Session of Congress next week. I agree that creating a better environment for job creation must be our most urgent priority. For months, the House has been implementing an agenda designed to reduce economic uncertainty, remove unnecessary government barriers to private-sector job creation, and help small businesses, and we welcome the opportunity to hear your latest proposals. As your spokesperson today said, there are considerations about the Congressional calendar that must be made prior to scheduling such an extraordinary event. As you know, the House of Representatives and Senate are each required to adopt a Concurrent Resolution to allow for a Joint Session of Congress to receive the President. And as the Majority Leader announced more than a month ago, the House will not be in session until Wednesday, September 7, with votes at 6:30 that evening. With the significant amount of time – typically more than three hours – that is required to allow for a security sweep of the House Chamber before receiving a President, it is my recommendation that your address be held on the following evening, when we can ensure there will be no parliamentary or logistical impediments that might detract from your remarks. As such, on behalf of the bipartisan leadership and membership of both the House and Senate, I respectfully invite you to address a Joint Session of Congress on Thursday, September 8, 2011 in the House Chamber, at a time that works best for your schedule. We look forward to hearing your ideas and working together to solve America’s jobs crisis.

UPDATE: 5:00 p.m. -- Boehner's response to Obama's request may be unprecedented, according to the Senate Historical Office.

"The Senate Historical Office knows of no instance in which Congress refused the president permission to speak before a Joint Session of Congress," said Betty K. Koed, an associate historian for the U.S. Senate, in response to an inquiry from The Huffington Post. "From 1800 to 1913, presidents chose not to address Congress in person. Since 1913, every president has appeared before Congress at least once during his term(s) in office. Permission to speak in a joint session is given by resolution of the House and Senate, and arrangements are made through the leadership offices of each chamber."

UPDATE: 6:14 p.m. -- An aide for House Minority Leader Nancy Pelosi told The Huffington Post, "The House Democratic leadership was not consulted with respect to Speaker Boehner’s letter requesting a new date for the President’s address."

Put as many people on the public dole as possible ..and, for so long that they NEED the government..then b.o. and his worthless bunch of progressive, America destroyers can control them forever. No one is smearing the rich, job creators, white people (interesting you refer to that and tells me about you) and t-party (they have done that to themselves with their stupidity).

The President and fellow Democrats want everyone to prosper in America and have a job with fair wages. Unfortunately, you have come to the wrong conclusion. The people did not cause this recession, it was the greed of Wall Street and a lot of stupid decisions by politician's.

The people want to take the Government back from the very Corporations (Cititzens United) who control this electorate and the T-Party are just too stupid to realize they are the pawns of the Super Rich, who would have us all work for minimum wage (hence all the jobs sent overseas) so they can pocket their profits.

I am not poor by any means, in fact I would be considered upper middle class, but even I can see the inequities and how this Country has transformed into making more money at any cost. What happen to all of us working together and helping our fellow man? The main reason I have such disgust for the t-party is the selfishness, their older, mostly white, who take their pensions, SS, Medicare, but claim the rest shouldn't.

Unfortunately, you are so right. I feel this next campaign will be even nastier. As soon as this President was elected the t-party started and with their signs, carrying guns to rallies, even members of Congress yelling "you lie" have set the tone.
I also think with the primaries swinging to T-party candidates in some states, in which these Governors have gone after public workers, have had an opposite affect by waking up the labor unions, and a lot of independents, who disagree with these tactics. You might say they have awoken a sleeping giant and also why the t-party is so hated in America.

The same rubes that have their shorts in a bunch will complain about the August employment numbers and say that Obama isn't doing enough. Yet, they are upset when he wants to give a major speech on jobs because it conflicts with the GOP presidential debate. And what are the GOP presidential candidates going to say? Obama is not doing enough to create jobs. It's all about priorities, should a presidential debate take precedence over a major speech on jobs by the sitting president? In the real world no, but Obama should have known that this was going to happen and maybe he did. I guess he can say that the GOP is more concerned with hearing from folks who want to be president than hearing from the actual president. In this environment with these folks I'm sure that it makes complete sense to them.

Why request the date - AFTER his vacation? Why not before - his vacation, and it would have been a non-issue = same thing - vote in process at 6:30pm.

Why didnt Obama work out a date - to present his Jobs Plan - as soon as he realized he had a Jobs Plan?

He's been talking about it - every since he was a presidential candidate - and pitched it when he was inaugurated = 2009.

Obama has been trying to work things out with the GOP since day one. They are dedicated to their mission of making the country fail and blaming it on Obama. Return to session? What are these clowns doing out of session? What important issues have they successfully addressed? All of this is besides my point anyway. It's about priorities and the GOP made it clear what it's priority is. Pomp and circumstance over substance.

Republicans were not involved in his $787 BILLION Stimulus legislation and were excluded from the writing of the policies for the Obamacare legislation - choosing instead to involve Andy Stern of SEIU and Richard Trumka of the AFL-CIO.

Let's see: Osama was captured and killed on his watch; Obama signed a $2.4 trillion debt reduction bill (even though he had initially agreed to a $4 trillion debt reduction bill before Boenher reneged); he prudently used the U.S. military to help depose a dictator with no U.S. casualties (Quaddafi); and there have been no successful terrorist attacks on U.S. soil since he took office. Maybe you should spend more time with a newspaper and a spelling book, before engaging in a discussion of issues about which your knowledge appears to be very limited.

A perfect example of Obama's actions AGAINST capitalism - and his malicious intentions to destroy JOBS - is his HOSTILE GOVERNMENT TAKEOVERS of our US industries = automobile manufacturing, banking, insurance, healthcare, student loan industry, oil industry, etc.

There are lawsuits filed against every one of his hostile government takeovers - as Crimes against The US Constitution.

He should be removed from office by our US military - and thrown in GITMO.

Huh? Ignore what facts? The fact that 72% of business owners are Republicans? It really doesn't matter what the majority of people think, everything depends on the business owners, if they aren't happy they won't hire. If they don't hire then there are no new jobs, no new jobs equals bad economy. In 2006, Democrats took control of house and senate, seeing a trend, business owners began laying off thousands of workers, causing the recession in 2008. Get the Dems out, restore the economy. How about those facts?

Now why would Boehner want to hear a speech on creating jobs? After all it's a foreign subject for the GOP since they haven't even talked about it, although they promised in 2010 to "focus like a laser beam on jobs, jobs, jobs". They have not presented ONE jobs bill

Sure, the president should have made jobs a #1 concern, but he made his 1st order of business providing the majority of Americans with decent healthcare.

Many will argue that he's cramming healthcare down their throats but tell that to those that have a pre-existing condition that prevents them from getting health insurance at today's standards. Tell that to the young adults that can't get a job, let alone be able to afford any health insurance and now thanks to the president's plan, they will be able to remain on their parents' health insurance until the age of 26.

He DID cram it down our throats, meeting in secret, passing legislation Christmas Eve, bribing Senators to vote for it, Pelosi saying, "We have to pass the bill before you can know what's in it" - we didn't need a government takeover of healthcare to fix the problem. 80-85% of this country was happy with their healthcare. That's like one of my customers saying, "I want a second bathroom added to my house" and I'd send my crew over with a wrecking ball, tear the house down to the ground and rebuild it. Also the GOP couldn't do anything about jobs in 2010! The didn't take over until 2011 and it was only a small House majority at THAT.

Then EVERYONE I know must be that 15-20% that think our healthcare system in this country is broken beyond repair.
And the GOP STILL (8 months after taking over the House) have not even INTRODUCED a single jobs bill. Are you trying to tell me it takes a year just to write ANY jobs bill? Yet they can introduce dozens of bills per month to rip away the social safety net the millions of unemployed rely on, (and don't give me that BS that they are not trying to get jobs, I've been trying to find one for over a year. Only thing I was able to find was government sponsored, and they cancelled THAT too)
