Obama Labor Day Speech: President Says Congress Must Pass Jobs Plan (VIDEO)

DARLENE SUPERVILLE   09/ 5/11 09:26 PM ET   AP

DETROIT — President Barack Obama used a boisterous Labor Day rally to put congressional Republicans on the spot, challenging them to place the country's interests above all else and vote to create jobs and put the economy back on a path toward growth. "Show us what you've got," he said.

In a partial preview of the jobs speech he's delivering to Congress Thursday night, Obama said roads and bridges nationwide need rebuilding and more than 1 million unemployed construction workers are itching to "get dirty" making the repairs. He portrayed Congress as an obstacle to getting that work done.

I'm going to propose ways to put America back to work that both parties can agree to, because I still believe both parties can work together to solve our problems," Obama said at an annual Labor Day rally sponsored by the Detroit-area AFL-CIO. "Given the urgency of this moment, given the hardship that many people are facing, folks have got to get together. But we're not going to wait for them."

"We're going to see if we've got some straight shooters in Congress. We're going to see if congressional Republicans will put country before party," he said.

Congress returns from its summer recess this week and the faltering economy and jobs shortage are expected to be a dominant theme.

Besides spending on public works, Obama said he wants pending trade deals passed to open new markets for U.S. goods. He also said he wants Republicans to prove they'll fight as hard to cut taxes for the middle class as they do for profitable oil companies and the wealthiest Americans.

The president is expected to call for continuing a payroll tax cut for workers and jobless benefits for the unemployed. Some Republicans oppose extending the payroll tax cut, calling it an unproven job creator that will only add to the nation's massive debt. The tax cut extension is set to expire Jan. 1.

Republicans also cite huge federal budget deficits in expressing opposition to vast new spending on jobs programs.

But Obama said lawmakers need to act – and act quickly. "The time for Washington games is over. The time for action is now," he told a supportive union crowd that Detroit police said was in the thousands. The event at a General Motors Corp. parking lot in the shadow of the automaker's headquarters building had the sound and feel of a campaign event, with the union audience breaking into chants of "Four More Years" throughout the president's 25-minute speech.

Obama could be including himself in that call for action. His remarks came as he's facing biting criticism from the GOP for presiding over a persistently weak economy and high unemployment. Republicans dubbed him "President Zero" after a dismal jobs report last Friday showed that employers added no jobs in August – which hasn't happened since 1945. The unemployment rate, meanwhile, remained unchanged at 9.1 percent.

The report sparked new fears of a second recession and injected fresh urgency into Obama's efforts to help get the unemployed back into the labor market – and improve his re-election chances. No incumbent in recent times has been re-elected with a jobless rate that high, and polls show the public is losing confidence in Obama's handling of the economy. His approval rating on that issue dropped to a new low of 26 percent in a recent Gallup survey.

GOP presidential candidate Mitt Romney said the report was disappointing, unacceptable and "further proof that President Obama has failed." Romney is scheduled to get ahead of Obama by outlining his job-creation plan in a speech Tuesday in Nevada, two days before the president addresses Congress.

Tax credits for businesses that hire and spending on school construction and renovation also are expected to be part of Obama's proposal.

Underscoring the political dueling under way over the economy, Obama plans to visit Richmond, Va., on Friday, the day after his speech, on the first of many trips he'll make to rally the public behind his plan. House Majority Leader Eric Cantor, R-Va., one of Obama's fiercest critics, represents part of Richmond.

Obama's broader goal with the speech is to make a sweeping appeal for bipartisan action on the economy by speaking not just to the lawmakers in front of him but also to the public at large. In that sense, the speech will mark a pivot from dealing with long-term deficit reduction to spurring an economic recovery.

Aides say Obama will mount a fall campaign centered on the economy, unveiling different elements of his agenda heading into 2012. If Republicans reject his ideas, the White House wants to use the megaphone of his presidency to enlist the public as an ally, pressure Congress and make the case for his re-election.

"People will see a president who will be laying very significant proposals throughout the fall leading up this next State of the Union" address, Gene Sperling, director of Obama's National Economic Council, told The Associated Press in an interview.

While Obama has said any short-term spending proposals will be paid for over the long term, aides say the speech will not offer details on what deficit reduction measures would be used to offset such spending. The speech also is not expected to include a detailed plan to resolve the housing crisis, a central cause behind the weak economy that has vexed the White House since the beginning of Obama's administration.

Sperling suggested that Obama would address the housing issue separately during the fall.

Meanwhile, the Chamber of Commerce unveiled its own jobs plan on Monday. In an open letter to the White House and Congress, the business lobby called for measures to immediately boost employment, including stepped-up road and bridge construction, more domestic oil drilling and temporary tax breaks for corporations.

If Obama put country before anything else, we wouldn't still be in these quagmires abroad in Afghanistan and even Iraq.

Interesting news from the AP today about pacifists during the Revolutionary War, news that applies to us in reverse of how it applied back then.

We're certainly bearing the cost of this war, day after day and month after month and year after year with cuts in programs and even cuts to heating assistance for the poor, and with never any questions asked by both republicans and democrats on how to pay for for these wars. Our blood money just pours out like magic.

Labor Day Cobbler

It’s Labor Day weekend and I’m looking forward to a hard-earned day off. I can feel the excitement building with my co-workers and community as well. Questions and comments like, “What are you doing for Labor Day?”, “Enjoy your long weekend!” and “Can you believe we get Monday off?!” are common. Actually, I’ve been too busy to make plans so I just smile and say, “I don’t know, are you doing anything fun?”, “Thank you, have a good one.” or “I know, it’s great!”

The entire light bulb industry has just been washed out except for General Electric, so really, Obama ... how many American jobs did you recently kill with that great light bulb deal you made for General Electric? General Electric one of obama's biggest supporters! GE one of America's biggest companies ... pays NO taxes (all legally of course)! GE who is now outsourcing the production of their lightbulb to China!
Obama ... how many American jobs did you kill when you forced the Car companies to close down their dealerships? That hairbrain idea dominoed down to thousands of jobs lost!
Pretending that you are trying to make jobs for the Americans but the Congress is blocking you! ... Shame for all your lies!

Not sure where you buy lightbulbs, but HomeDepot, Lowe's, Menards, etc. carry other brands of energy lightbulbs. Not my favs, as I like it bright;I buy the highest wattage. I also am angry at GE about the taxes, but it is more than the taxbase driving their decisions, itis the cost of labor to produce anything inthe US. I want a fair wage and they can't see paying that wage when theycanproduce the product cheaper in China, or another thirdworld country and export it back here and still make a higher PROFIT. Profit is what it's all about. Now Romney is saying his plan will reduce the taxes I pay on the profit (Capital Gains), what Capital Gains, you have to own stock tomake Capital Gains. Is this candidate sane? Reduce taxes on saving, I had to use my savings after Bush and Cheney took this country to the start of a Depression. Cheney admitted inan interview that he INHERITED 9/11, inherited!!!!! Then created the largest government department in US history, HomeLandSecurity, entered 2 wars they didn't fund inthe budget, passed the Medicare Perscription ActforSeniors--not funded, TARP to financial--not funded. See the interview once again this Sunday on CNN The Situation Room.

Once again, where inthe heck do you get your facts? Obama didn't force the car industry to shut down dealerships. The carmfgs decided that all on their own. The mfgs decided that based on sales in that market. Go back and research your facts, please!!!!!!
09:32 AM on 09/08/2011
In addition Bush/Cheney had Congress pass 2 tax reductions without cutting spending. You know that item that the GOP/Teapotters have just about ran this country into the ground by demanding when they took the Debt Ceiling to the brink and we lost our credit rating with the S&P. Cheney admits that they, as he and Wolf Blitzer quote, " They spent money like a drunken sailor." They spent the surplus that Clinton left, ran the debt ceiling from 5 trillion to 10 trillion, 2 tax reductions, 2 wars-unfunded, created the largest department that exists in the Federal Government-unfunded, Medicare Perscription Drug Plan-unfunded, TARP-unfunded and TOOK THIS COUNTRY TO THE BRINK OF A DEPRESSION before turning over the keys to the next President. Obama could have let everything sink and we would have been in far worse shape then we are now. Go back an research.
06:19 PM on 09/12/2011
Try to stay on subject ... this is NOT about what Bush/Chene did or did not do! We are talking about the present ... NOW! About how obama claims to want to "create" jobs, and blames congress for his inability to lead while all the time he is making deals and decisions that are actually costing Americans thousands of jobs ... people who do this type of things are usually called hypocrites! You go back and do some CURRENT research and see what obama has REALLY been up to! Time to live in the present!

What did either of the Bush's or Reagan ever do for the poor, or for the common human being? The republicans keep fighting tax cuts for the middle class, extended benefits for the unemployed, affordable healthcare, even lunch programs for impoverished children. They keep insisting on tax cuts and subsidies for the wealthy and the corporate elite...HELLO! They say they're for jobs and have your best interests at heart? Okay then, how do they stimulate the economy or create jobs? Did Reagan or either of the Bush's ever cut your taxes or help you on the work site? I remember when Reagan stood in the way of the airline strikers. I remember that W cut the budget of the Better Business Bureau. What do they care about the little guy? They're even standing in the way of collective bargaining. What do they even care about the entrepreneur? They don’t want a level playing field. They wanted to take away oil from Iraq, dominate, and control the Middle East, and they want to do the same to us. They don’t want a level playing field, they want it all. Read Naomi Kline, “The Shock Doctrine…” They want to follow the teachings of the late Milton Freedman, take away all social programs, and force you into poverty. Their trickle down concept of the private industry is supposed to solve it all; albeit, only for them. It’s Darwinian, it’s Machiavellian…even somewhat Satanic…

CORRECTION: I meant the Small Business Administration not the Better Business Bureau...SORRY
09:08 AM on 09/08/2011
Nice comment ... not to sure how taking "away all social programs, and force you into poverty" actually forces me into poverty? Seems to me the more money they take out of my pocket to give to all these programs is what is forcing ME into poverty! Not to point out that if you are already receiving these programs you have already let YOURSELF into poverty! However, the article you responded to is about obama's pretense at making jobs in America! I am curious if you are aware of Obama's deal with one of the largest corporations in America ... General Electric! General Electric also happens to be one of obama's biggest election supporters! Obama just supported G E in their bid to have all incandescent light bulbs "outlawed" Together they have managed to close down countless American light bulb manufactures thus putting thousands of american workers OUT OF WORK! Not to mention that G E outsources all the manufacturing of THEIR lightbulbs to China! And what about the hand obama had in forcing the closing down all those car dealerships last year ... do you have any idea of the domino effect that had on American jobs ... just two examples of thousands of jobs LOST at obama's doing ... and he pretends that it is all the republican congress who is at fault!

...So in other words, like a typical hate filled winger, you'd be in favor of taking away all social programs. But like I said before, that Milton Freedman philosophy has already been tried in South America and Indonesia, but failed miserably. The end result was only more dire poverty in these third world countries. Thereby, the "Chicago Boy" innovators of this soiled dream were promptly kicked out! And now they still insist on doing it here...That's how they impose poverty on anybody but them. As for your GE/Obama scam, that's only another dream and you have got to stop listening to that Rush Limp*alls. Obama never outlawed incandescent bulbs in favor of florescent bulbs. The florescent bulbs were promoted by credible consumer reports and the incandescent bulbs noted as far less energy efficient. However, you can still buy incandescent bulbs anywhere (what you been smokin?). Check "U.S. House to vote today on overturning ban on incandescent" and the Associated Press. And as far as Obama allegedly closing car dealerships, check: washingtonexaminer.com/blogs/beltway-confidential/2009/05/furor... "- Similarto Furor grows over partisan car dealer closings | Mark Tapscott ..." on the Washington Examiner. That happened primarily because Chrysler wanted to scale down in order to better compete with foreign auto manufacturers. All Obama did was to not stand in their way. Again, quit getting your news from Fox and Mr. LimpD**k!

The reason it is difficult to create jobs is because there is nothing stopping companies from having their products made by people in other countries who have no rights, no safety and no benefits - i.e. where labor is cheaper - and there are no barriers to selling those products in the U.S. American-made products have little chance of competing.

The question is, who is going to buy the foreign-made products when the trade deficit has drained the country of every ounce of cash existing cash and no one has a job in order to make more?

Go free trade!

Insanity is defined by doing the same thing over and over but expecting different results. Obama will spend more $ we don't have to "create jobs". It didn't work before; and he will try it again with another spend and tax stimulus to "create jobs". Hussein personifies insanity. The quotes are to remind us that gov't's role has never been to "create jobs". And ... they cannot. They can only create an environment for job growth.

Maybe it is time for us to stop complaining and start creating our own jobs. Maybe we should place some of the blame on businesses who have found that it is more profitable to not hire new employees. Since the Republicans has formed a pack, signed, sealed and delivered to work against the President, at any cost, I doubt if anything the President suggest will be acceptable to the Republican Congressmen.

Because of the lies we have heard him say which you choose to ignore! Because he is racist! Because he is a socialist! Stop with that B.S. about the Republican Congress!!! They were NOT there last year and he accomplished nothing except pushing through obamacare which 86% of American people DID NOT WANT! He went against the MAJORITY of american people to push that through and told us TO BAD ... I am president now ... eat your peas! Truth is IF HE WAS THAT GOOD OF A PRESIDENT THE AMERICAN PEOPLE WOULD NOT HAVE VOTED THE REPUBLICAN CONGRESS INTO OFFICE!! A GOOD leader is a good leader, they don't blame everything on the last president or a republican congress ... THEY LEAD! Not whine!
06:32 PM on 09/07/2011
The republican party had NOTHING to do with ALL the jobs recently lost because of his cushy little deal with General Electric! General Electric who happens to pay NO corporate taxes! General Electric who is one of Obama's largest election supporters! General Electric who with obamas support has managed to close down american manufacturers of incandescent light bulbs and displaced thousands of workers here in America while General Electric has taken and outsourced their manufacture of light bulbs to CHINA! Yeah, way to employ Americans obama!

Here in NYC, we have gorgeous modern well-made bus shelters made by CemUSA. It has the word "USA" in it, but it's a company based in Spain. Just another example of outsourcing. Should we ask why our local transit didn't use their own labor or American contractors? Wait, don't tell me:
because outsourcing is cheaper by bypassing American unions.
