Obama Taking Jobs Plan On The Road, Speaks In Richmond, Virginia

RICHMOND, Va. — His sleeves rolled up and his finger stabbing the air, President Barack Obama pitched his newly unveiled jobs plan with campaign-style fervor Friday, urging Americans to pressure their lawmakers to pass his $447 billion initiative. "We're tougher than these times," he declared. "We are bigger than the smallness of our politics."

Venturing out of Washington to promote his initiative, Obama's first stop after addressing a joint session of Congress Thursday was on the home turf of one of his top Republican antagonists. Speaking at the University of Richmond, in the district represented by House Majority Leader Eric Cantor, Obama made a full-throated appeal for public support, punctuating his remarks with a sharp refrain: "Pass this bill!"

"It will jump start an economy that has stalled," Obama said, conceding that a nation stuck at 9.1 percent unemployment is no longer in recovery.

It was the first of many expected efforts by the president to rally public support for his program. The president and his advisers have made it clear that he intends to build pressure on lawmakers by emphasizing the urgency of acting on his proposals this fall and making sure they are held accountable if nothing passes. Next week he plans to go to Columbus, Ohio, a city represented by Republican congressmen and a state that is home to House Speaker John Boehner.

"I'm asking all of you to lift up your voices," he said. "I want you to call, I want you to email, I want you to tweet, I want you to fax, I want you to visit, I want you to Facebook, send a carrier pigeon, I want you to tell your congressperson the time for gridlock and games is over, the time for action is now."

The stalled economic recovery and high unemployment numbers have dogged Obama for months, lowering his approval ratings, particularly on his handling of the economy, and endangering his re-election. But Congress has fared even worse in the eyes of the public, giving Obama some public relations leverage.

Still, as president, he bears ultimate responsibility for the problem..

"It's not about what he says here today," said Tom Walsh, a University of Richmond employee and a father of six. "It's his performance and actions and effectiveness after this in dealing with this economy. It's what happens between now and voting time."

Nearly 9,000 people packed an arena on the university campus for an assembly that had all the feel of a political rally. The largely supportive crowd cheered enthusiastically as Obama outlined details of his jobs plan and broke into chants of "USA!" when the president ensured that America can compete with growing global powerhouses like China.

The White House said the choice of destination Friday had more to do with Richmond's proximity to Washington than taking a jab at the Virginia Republican, who has been one of the president's fiercest critics. Cantor did say Friday morning that he'd be willing to work with the White House on a job-creation plan so long as Obama doesn't pursue an "all-or-nothing" strategy.

After a summer of gridlock and intense partisan fighting over raising the nation's debt ceiling, Obama said he still held out hope that Republicans would rally behind his proposals and applauded the compromising tone set recently by Boehner and Cantor.

"I know that folks sometimes think they've used up the benefit of the doubt but I'm an eternal optimist, I'm an optimistic person," he said. "I believe if you just stay at it long enough, after they've exhausted all the other options, folks do the right thing."

The plan the president laid out Thursday night in his nationally televised speech contains $253 billion in tax cuts and $194 billion in new spending. It would increase and extend a Social Security payroll tax cut for workers. It also provides a tax cut to employers. Most of Obama's proposals stand little chance of being implemented without the backing of congressional Republicans.

Cantor planned to hold his own event in Richmond later Friday, speaking at a local cement plant about his party's plans to create jobs by curtailing regulations. In that sense, Richmond was the epicenter Friday for the competing political and policy arguments engendered by the struggling economy.

Obama also was building his case for long-term deficit reduction measures that would be used to pay for the short-term cost of his jobs plan. Obama said he will detail those measures a week from Monday, but indicated that they would include tax increases for the wealthy and an end corporate tax breaks. Any proposal to increase revenue would meet stiff Republican resistance.

But in his Richmond speech Friday, Obama offered a blunt choice.

"Should we keep tax breaks for millionaires and billionaires, or should we put teachers back to work so our kids are ready to graduate from college and get a good job?" he asked. "We can't do both."

Eager to apply pressure on Republicans and make a case for the plan, the White House distributed analyses by outside economists that estimated the plan could create up to 1.9 million jobs. These economists cautioned, however, that the effects would be temporary and that the long-term impact of the plan would depend on the ability of the economy to build momentum and sustain growth on its own.

The White House communications team went into overdrive in the hours after the speech, sending out dozens of emails from lawmakers and organizations offering their support for the president's speech. Nearly all were from lawmakers in the president's own party or organizations that traditionally support Democrats.

Stop permitting the media and officials to call this a tax cut. It is a reduction in the payroll deduction for Social Security Administration programs. It is not a tax cut, it does not affect the amount withheld for either state of federal income tax. It is a withholding reduction, much like reducing your 401K contribution from 10% to 8%.

Again republican plan? Anybody? What was Cantors plan? You want to talk the talk and not walk the walk. Any new ideas on the economy? Tax cuts and de-regulation? Really? Did that and got recession, and an 11 trillion dollar deficit, jobs going overseas, wall street crash, auto industry failing, record profits for corporations and NO JOBS. Same old song and dance. Complain with no ideas that's it! That's the republican strategy in a nutshell. Call it the ex-wife strategy. And Cantor with that "all or nothing" statement?LMAO After taking the nation hostage for a debt ceiling vote? That guy's got to consider stand up! The plan isn't perfect, but it's a starting point. Well now let's be fair. The republican­'s golden boy of economics, Paul Ryan, presented his plan to get us on the road to "fiscal conservati­sm". Finally, the numbers are in. If we follow Ryan's plans to reduce Social Security and Medicare benefits, cut spending, and keep taxes at 19% of GDP with tax cuts for the wealthy and tax increases for the low and middle class - IT WILL BALANCE THE BUDGET!

Problem is - It will add $62 trillion to the national debt and the budget will not be balanced until 2063.

Now that's a "fiscal conservati­­ve" plan ya gotta love!

Have you got a better idea? Frankly, I think it's past time for the tax cuts for those earning more than $250,000 to expire. The American people have never yet been asked to make sacrifices to pay for the cost of 2 wars. I think it's time for Republican leaders to apologize for passing and allowing so many huge unfunded programs, like Medicare Part D. They never asked Bush to offset the cost of invading Iraq unnecessarily or bailing out Wall St & the auto industry. Suddenly, they're the "offset" kings! Also, the cap for Social Security contributions should be raised or removed! I contribute to Social Security for every $1 I earn! Why are the dollars of those earning over $106,800 more privileged than mine? Social Security is 100% solvent until 2036. Even then, it can pay out 77% Raise or remove the cap and it could be solvent indefinitely, especially when boomers (like me) begin to die off.

OK all you one time proud supporters of the President, you remind me of those fair weather sports fans who when their team looses one game become rabid team haters. One question to you all, how many of you could have your hands and feet tied securely and then be expected to win a race? Did you really expect solutions to the particular problems of EVERY individual who voted for this President? If you don't like or agree with the priorities set by the Administration you are not alone. There are many others who are angry that someone else's problem was addressed before theirs. NO ONE CAN SATISFY EVERYONE FIRST. Do you envision a better result had the alternative won?

I sure hope the seniors see that his plan is to take more money out of SS and Medicare
to support this stinking plan. He has already stole 500 billion out of Medicare that one of the
reasons it's going broke. Also if we would stop handing out SS and Healthcare to illegals

Actually Medicare would be more solvent if the "all American" small businesses in health care field would stop their fraud of double billing the program and billing for services not performed.

Ive been frustrated for two and a half years wondering when Obama would work on our economy and unemployment instead of just running around making speeches. Now he is running round making speeches again instead of working on the details of his program to SHOW us the details. Now he is saying that we have to do EVERYTHING HIS way RIGHT NOW or he will take the ball and go home. Obama is still not good at playing with others.

His poll numbers are down but he's still far more popular than this greedy "my way or the highway" Congress. Voters chose gridlock and gridlock is what we've got. They can blame elected officials if they want but they need to take a look in the mirror if they want to know who's to blame. People have become too lazy to research the facts for themselves. They want services but don't want to pay for them. They sit in front of the TV and wait for some network clown to say something that makes them either afraid, angry, or that convinces them that they're poor, poor victims of {fill in the blank with any TV Talking Head}. Seniors, blue collar workers, and religious zealots have voted against their own best interest because they prefer to remain uninformed rather that make the effort required to be informed. They choose to believe whatever makes them angry and feel like it's someone else's fault.

I am a black person who voted for the first blk President. In a historical context it was great, in application for governing, Boy, what a mistake that was. I can give Obama a pass for this bad and mostly inherited economy. However, what I cannot forgive is that when he had a Democratic majority he couldnt get anything done. He was elected to fix the economy ("its the economy, stupid"), but he went far afeild and wasted political capital on healthcare. I realize that healthcare is a large part of the economy, but most of the plan doesnt even kick in till 2014 (so much for immediate releif). Homeowners are and were underwater, but what did he do, help big business? He could not wrangle the Democratic votes for a single payer health plan, mortgage releif, or any of the things that normal people needed and wanted. Now, when he has a Republican majority in the House, he just caves in to their demands. He wouldnt fight when he had a Democratic majority, wont fight the Republicans, so whose fault is it? We need a better President. All in all, I think even Bush may have been better in many ways. The glow of history has faded, we need a real leader, and its not Barack Obama
