Obama Jobs Plan: Women Pleasantly Surprised

While men lost more jobs in the recession than women, women have been slower to recover, losing nearly 300,000 jobs since the economic "recovery" began in 2009. Some women's organizations were concerned that President Obama's jobs plan was going to focus on boosting male-dominated industries, such as construction and manufacturing, to the exclusion of the female workforce. Instead, he laid out a relatively gender-balanced solution to the jobs crisis.

The president's plan provides funds to rehire thousands of teachers, health care workers, childcare workers and social workers that have been laid off by state and local governments. The plan will invest $30 billion to prevent teacher layoffs alone, saving up to 280,000 jobs in a field where 78 percent of the workforce is female.

Obama also emphasized the need to rebuild the nation’s physical infrastructure and committed specific funding for outreach and training to ensure that these jobs revitalizing schools, roads and rails are available to women and minorities.

"There was some effort to get some of the women's jobs saved-- mostly teachers and counselors and education support workers-- and I think that's more than people were expecting him to propose," said Jeffrey Hayes, senior research associate for the Institute for Women's Policy Research.

The President's jobs plan also calls for another yearlong extension of unemployment benefits, which would benefit the 2.6 million women who currently rely on those weekly checks to pay the bills. And the White House estimates that extending the payroll tax cut would directly increase the paychecks of 77.9 million women in the workforce and cut payroll taxes in half for over 900,000 women-owned small businesses nationwide.

But while women's groups such as the National Organization for Women and the National Women's Law Center are enthusiastically endorsing Obama's jobs plan, they said there are still some concerns that need to be addressed. For instance, if Congress votes to reform Social Security or make significant cuts to Medicare, those changes could disproportionately affect women, who have longer life expectancies than men. According to the U.S. Social Security Administration, women represent 57 percent of all Social Security beneficiaries age 62 and older and approximately 68 percent of beneficiaries over 85. In 2009, 45 percent of all elderly unmarried females receiving Social Security benefits relied on the program for 90 percent or more of their income.

NOW pointed out in its response to Obama's jobs speech, his plan does not address the fact that American women are still earning significantly less than men -- 77 cents to the male dollar, as of 2009, according to the U.S. Census Bureau.

"We must close the gender wage gap, pay livable wages to women who work in traditionally female jobs and prepare women to move into higher-paying jobs with real potential for advancement," said Terry O'Neill, the president of NOW. "In other words, as the president would say, we need to 'up our game.'"

How does this help stimulate demand?

These jobs are paid for by the public. So they are going to take our money to give it to someone else to spend? Trust me, I'd have spent my own money just fine.

In other words, we're delaying the inevitable . . . when the money runs out in a couple years, we're back in the same spot.

This is very similar to when the first stimulus bailed out the states for a couple years.

Unless they can run a dozer or do ironwork, Obama's plan does nothing for them---or anyone else.
Saving existing jobs shouldn't count in the math they'll use.

I still question how people can be up in arms about soc. sec. and nothing about 401K's? Once people start working more will be flowing into the system but most people have no clue what fees they are paying or how to invest within their 401k's.. How many people planned to retire and now they can't??

Sure they do. One is backed by the taxing authority of the US Gov. and the other is at the mercy of the market. Which plan is more stable for the worker? Soc. Sec. isn't going anywhere.

I thought we lived in a world where women could do any job that men can do? (Some women claim they can do most jobs better.) So why would anybody write an article about the jobs bill making a distinction between womens' jobs and mens' jobs?

Umm...there are certain industries that are male dominated (e.g. construction) and female dominated (e.g. teaching). How was that unclear to you?

Re-hiring teachers, childcare workers, healthcare ande social workers within communities is a step toward increasing emplyment for women. However, states and cities have to pay for these workers after the stimulus runs out. Again, these same workers will be let go because individual states and cities cannot afford to pay and maintain payroll and pensions.

I realize this is a short term fix, but it is disturbing that within our entire government; no one has any idea of how or what to do to increase jobs.

The simple approach is to cut regualr and business taxes and elimnate the "unknown" of Obama health care. Increase the SS fund by ending the $106,000 cut off. Increase Medicare funding by adding a 1.5% increase in collections from business and individuals. I feel sorry for the illegals, but services and funding cannot be given to non-citizens of the US. Children born of illegals are not citizens until they apply at 18 years of age. Entitlements must be means tested to determin actual needs, rather than ongoing continuous enrollment.

.Business only hire when demand grows and assured of what to expect within the next 2 years. President Obama is trying, but short term solutions are only going to further decrease hiring for the long term.

Raise taxes to meet our obligations within the states for the programs that provide the services we want and need. That will reduce unemployment. An increase work force also means MORE consumers. More consumers mean more demands. More demands mean more growth requirement. Oh, that means hire more people.

See, increasing taxes (mostly at the state level) do play a vital role in our national economic recovery.

The Republican House has fractured this Country more than under any other Republican Leadership. The Reality for America is if the House of Representatives cannot Compromise with the President, these people have to be Voted out of Office. Democracy depends on the good faith to do the peoples business and in this House of Representatives there is no good faith.

President Obama had two years of complete control. Democratic Senate AND House. Why didn't he just "git er done"? We needed more balance...this is how "balance" works...This time he may have to clarify or 'splain a few things. And wait for Congress to actually read his bill. Wouldn't that be better? There's wisdom in many counselors..

President Obama did not have two years of complete control, the Blue Dog Democrats, or Democrats in Name Only, quashed any chance for the President to show what he could do. The Congress should adopt the idea that there should be a short synopsis of all Bills that would give an idea of what the design of the Bill is supposed to be. If it doesn't fit the synopsis then those parts of the Bill that do not align with the explanation should be dropped.

I am glad to see that the gender issue was addressed, otherwise, I would have ignored the plan. However, every fact I learn about SS/M/M tell me these are women's programs that ABSOLUTELY must be maintained and protected. I know Obama looked to his party but that was silly, Republicans and Democrat VOTERS want those programs maintained. Also, every fact I read tells me these programs DO NOT need to be Cut. I expect they won't be. Now, understanding the impact of those cuts on single, elderly women who worked their whole lives at those pay discrepancies, any changes to SSI/M/M HAVE TO GO HAND in HAND with Pay Parity, and changes that take affect for later generations AFTER they have PAY PARITY.

Good though to hear the President taking into account his own party wishes, its nice and I hope to see more of it.

This is absolutely the quickest way to reduce unemployment.

To a large extent, our economy has suffered because of austerity measures taken by states, much like austerity measures in individual EU countries are affecting EU economy.

As Paul Krugman and other prominent Economists have been saying for 3 years, spending cuts in the midst of a recession is exactly the opposite of what is needed to get out of recession, as ha been done in every single recession since the Depression.

So far, every action the republicans have done has also lead to job lost which in turn has raises unemployment.

tell us the tea party solution for fixing the economy and adding jobs. Let's see, your party is named after a 10 year olds understanding of history, so I am waiting with baited breath to hear the genius tea party plan to help the economy. Is it cutting entitlements and letting the corporations keep their tax breaks and thus keeping the taxpayer's money? You do realize that is what the british were doing with the tea tax, yet your party is named for the people against the british, yet the tea party preaches the ideology of 18th century British. This is why no one should ever take ANY tea partier serious on any matter aside from a good retailer for 3-cornered hats.

It's congresses job to make jobs, not the president and while he's trying the republicans will make sure he doesn't succeed. Wake up. I would love to know who you'd like as the next potus. Stopping the out of control spending is what they can be thanked for. And their numbers are growing with each attack on them. If you didn't like the Nov 2010 election results, the Nov 2012 results are really going to disappoint you.

First of all, these are just proposals, second, the payroll tax extension is a sham, it reduces the amount you pay into social security and depends on how far down the economic ladder, it will reduce your take home pay, what it does is increase the amount of federal taxes that are taken out of your check so that in turn reduces your take home. I know from experience, so I am not impressed and he is making me poorer, and those of you that have faith keep it going, I am living with the reality!!!

While I agree that payroll tax cut is unlikely to spur hiring, it will in fact put more money in the pockets of those who need it and will spend it, thereby stimulating the economy. The shortfall in SS will be made up by general funds.

BULL, BULL, BULL to say the least. Your check as well as the rest of our has been increased since 2009 as a result of 1) the American Recovery and Reinvestment Act & 2) the Social Security Tax Reduction Act signed by PRESIDENT OBAMA in 2010.

How many Americans are not working? or on fixed incomes? We have a name for them....the elderly and the most vulnerable.

Perhaps you are unaware that Reagan actually DOUBLED (not cut) workers FICA contributions in the 80s so we could fund our and our parents retirement safety net.
