Obama Sending Jobs Bill To Congress

WASHINGTON — In a sharp challenge to the GOP, President Barack Obama proposed paying for his costly new jobs plan Monday with tax hikes that Republicans have already emphatically rejected. The reception to his new proposal was no more welcoming, setting the stage for a likely new fight with Congress.

Flanked at the White House by workers he said the legislation would help, Obama declared, "This is the bill that Congress needs to pass. No games. No politics. No delays." He sent it to Capitol Hill saying, "The only thing that's stopping it is politics."

The president's proposal drew criticism from House Speaker John Boehner, who'd previously responded in cautious but somewhat receptive tones to the $447 billion jobs plan made up of tax cuts and new spending that Obama first proposed in an address to Congress last Thursday.

"It would be fair to say this tax increase on job creators is the kind of proposal both parties have opposed in the past. We remain eager to work together on ways to support job growth, but this proposal doesn't appear to have been offered in that bipartisan spirit," Boehner spokesman Brendan Buck said.

The biggest piece of the payment plan would raise about $400 billion by eliminating certain deductions, including on charitable contributions, that can be claimed by wealthy taxpayers. Obama has proposed that in the past – to help pay for his health care overhaul, for example – and it's been shot down by Republican lawmakers along with some Democrats.

Yet by daring Republicans anew to reject tax hikes on the rich Obama could gain a talking point as the 2012 presidential campaign moves forward, if not a legislative victory.

At a Rose Garden event Monday, Obama brandished his jobs bill and surrounded himself with police officers, firefighters, teachers, construction workers and others he said would be helped by it. Adopting a newly combative tone that's been welcomed by dispirited Democrats, Obama demanded immediate action on the legislation, which the White House sent to Capitol Hill Monday afternoon.

"Instead of just talking about America's job creators, let's actually do something for America's job creators," he said.

Late in the day, he told a group of Spanish-language reporters that if Congress agreed to just a portion of the bill he would accept it while still fighting for more.

"I am going to put forward the entire bill and I have asked them to pass the entire bill. Obviously, if they pass parts of it, I am not going to veto those parts," Obama said. "I will sign it, but I will then say, give me the rest, and I will keep on making that argument."

In the Rose Garden, he told of reading a quotation in a newspaper article from a Republican congressional aide who questioned why Republicans should work with Obama since the result might just be to help the president politically. "That was very explicit," Obama said.

Buck, the Boehner spokesman, said the anonymous quote cited by the president didn't reflect the view of Republican leadership.

And even as Obama was accusing Republicans of playing politics, he and his Democratic allies were marshaling an aggressive political response of their own.

Obama was traveling to Boehner's home state of Ohio Tuesday to promote his jobs plan, and following that with a trip Wednesday to North Carolina, a traditionally Republican state he won in 2008.

He was getting backup from the Democratic National Committee, which announced a television ad campaign starting Monday to promote Obama's jobs plans in key swing and early-voting states and to call on voters to pressure their lawmakers for support. The ads urge viewers to "Read it. Fight for it. ... Pass the President's Jobs Plan."

The back-and-forth was taking on elements of a political campaign, with high stakes for both sides as Obama heads into his re-election fight with the economy stalled, unemployment stuck at 9.1 percent and polls showing deep public unhappiness with his leadership on the economy.

In an appearance later Monday for a group of African-American news Web sites, Obama suggested that even a legislative loss for his plan could translate into a political win for him.

"I need people to be out there promoting this and pushing this and making sure that everybody understands the details of what this would mean, so that one of two things happen: Either Congress gets it done, or if Congress doesn't get it done people know exactly what's holding it up," the president said.

The jobs package would combine tax cuts for workers and employers by reducing the Social Security payroll tax, with spending elements including more money to hire teachers, rebuild schools and pay unemployment benefits. There are also tax credits to encourage businesses to hire veterans and the long-term unemployed.

The White House, which has gotten burned in the past by making overly optimistic job-creation predictions, has avoided estimating how many jobs the package would create. But in an interview Monday on NBC News, Obama embraced an estimate from an outside economist, Mark Zandi of Moody's Analytics, and said the bill "could mean an additional 2 million jobs."

The payment method the White House announced Monday would consist of:

_$405 billion from limiting the itemized deductions for charitable contributions and other deductions that can be taken by individuals making over $200,000 a year and families making over $250,000;

_$41 billion from closing loopholes for oil and gas companies;

_$18 billion from requiring fund managers to pay higher taxes on certain income;

_$3 billion from changing the tax treatment of corporate jets.

White House Budget Director Jacob Lew said that Obama will also include those tax proposals in a broader debt-cutting package he plans to submit next week to a congressional "supercommittee" charged with finding $1.2 trillion in savings later this year. He said that the supercommittee would have the option of accepting the payment mechanisms for the jobs bill proposed by Obama, or proposing new ones.

Republicans have indicated they're receptive to supporting Obama's proposed payroll tax cut and finding a way to extend unemployment benefits, though many have rejected Obama's planned new spending. Obama's new proposal Monday to pay for it all by raising taxes without any proposals to cut spending is unlikely to win him any new GOP support for any element of his plan.

"I sure hope that the president is not suggesting that we pay for his proposals with a massive tax increase at the end of 2012 on job creators that we're actually counting on to reduce unemployment," said House Majority Leader Eric Cantor, R-Va.

The new DNC ads are airing in: Denver; Tampa and Orlando, Fla.; Des Moines, Iowa; Las Vegas; Manchester, N.H.; Raleigh and Charlotte, N.C.; Columbus and Cleveland, Ohio and Norfolk, Richmond and Roanoke, Va.; as well as Washington, D.C.

Corporations are a self-sustaining entity, moving around their own money, unaffected by the lack of demand. The only thing which can affect these corporations in any way is a change in the policy governing these entities. Because their economic wealth translates into better political access, they sway law makers to create policies most beneficial to their agenda. However, these policies are not created with the benefits of the middle class in mind and may, in many instances, increase economic inequality. Increasing tax breaks for the wealthy, allowing outsourcing without penalty, and using taxpayer money to avoid bankruptcy may not be in the best interest of the majority of the citizenship. But due to their increased political access, the wealthy citizens who benefit most from the policies continue to sway lawmakers to enact such policies. Through entities like corporations and stock exchange, the wealth of the super-rich no longer requires lower classes’ spending. This creates a society which neglects the lower classes. Without political access and starving of job opportunities, the middle range of citizens begins to feel the neglect and becomes disenfranchised and outraged. The middle class makes up a whopping 85.99% of citizenship in the United States. Democracy in America was established to benefit the majority and allow political access for all. Democratic capitalism along with elitist policies enables economic inequality to broaden. Democratic capitalism, therefore, requires some rules and regulations to ensure that economic inequality stays beneficial for all or at least a majority.

Shovel Ready Jobs: How Obama creates more foreign jobs.

Illegal Aliens will be using the shovel - they send money to mexico to fund relatives immigration.

Money will be given to American Businessmen to make sure Americans work
The head of the "shovel" will be made in China
The stick of the "shovel" will be made in China
The screw that holds the head to the stick, will be made in China
The shovels will arrive through high shipping costs from china
Tariffs will be paid on the shipping from China
Legal VISA workers will be allowed to have some of these jobs from the UK, Europe
The payroll of these workers will be through a Multinational Bank with most of it accountants in India

Think about it. No matter what jobs we create for Americans requires the company hireing them to compete. And without the cost savings of foreign manufacturing, all of those workers will be unemployed just as fast as it started.

The end result is more NON-Americans get jobs.

Citizens are not allowed dual citizenship. However a corporation is allowed. They can make money in two countries, file tax deductions here and refuse to hire Americans. THIS MUST STOP. We need laws that require at least 75% of the workforce to be LEGAL AMERICANS.

While I whole-heartedly agree that something MUST be done to stop the loss of American jobs overseas, we really cannot force any American, company or otherwise, to do the right thing. However, we CAN implement a higher tax bracket for American overseas companies - and cut out the tax breaks they get here! That's a combined carrot and stick that will help for sure!

Economy= consumer spending x business spending x government spending.
If consumers don't have the money to spend and the businesses are not spending (hiring,expanding) then that leaves the Government to help with spending tp create jobs(infrastructure) etc.
Businesses are sitting on 2 trillion dollars in cash and not spending and it is not because of the EPA or regulations. They outsource to make bigger profits and pay little in tax.
That leaves the Government, in the short term to jump start the economy, otherwise therer is a great chance nothing will improve in the short term, especially with business cutting the labor force and automating and outsourcing. There are ways to make the tax code more fair but in thew short term, it is the Government that must jumpstart things.

Regarding expecting 2 different results from doing the same thing...

The tax rates/regulations that are currently in effect--allowing loopholes for gas/oil companies, corporate jet deductions, etc.-have been in effect for a while. They don't seem to have done much to create jobs, have they? So, let's try changing the tax rates/regulations, make things a little fairer-for ALL, and-in the process-pay for a jobs bill that has a chance of helping the majority of Americans Just how long are we supposed to wait for jobs/pay increases, etc. to 'trickle down'?

Obama lets 125,000 visa workers into US every month,we have over 14million citizens on unemployment and 17 million more out of work and out of unemployment.Still Obama lets in illegals and that is not helping citizens get back to work.My son hired, then told a girl from Russia on a visa was getting the job,what the heck?The Obama gives tax breaks for hiring visa workers over citizens of the US.Diana DeGette my rep thinks it is fine.

Obama had 2 years to pass anything he wanted with his Democratic controlled Congress. I think he has failed miserably as a president. I know of no one better off now than the day he was elected, and I know many who are worse off. Hastily written and barely reviewed, his healthcare plan was rushed through without regard to the mistakes it contained. And I have yet to see it benefit anyone. Instead, I see increased costs. The enormous debt increasing stimulus did little to actually stimulate the economy or provide long term jobs. While the cost of everything has increased, our seniors and disabled have had to choose what else to do without just to put food on the table. Our senators make as much in a month as some of our seniors make in a year. It's not about being Republican or Democrat, it's about doing what's right. I think if every politician were given the same salary and benefits as some of our seniors, they might stop the bickering and posturing, and get something done.

Yep, blame the Republicans. Obama took the job and the responsibility, benefits and downfalls that go with the job. By doing so he accepted the issues, took responsibility for them (thus owning them) and thus they became his. He then pushed an 800 billion dollar jobs/stimulus that promised green jobs, shovel ready jobs and a slow but improved return to the economy. It failed, so what makes you think throwing another 400 billion at it will make it any better? The Government cannot produce permanent sustainable jobs like the private sector can.

Let’s see 2009 and 2010 since the new congress did not start until 2011 (around Jan the 5th I think). So yeah, two years of Democratic congress, White House and also new SCOTUS members so what was his problem? Concerned about the debt, yep and obama continues to increase it will no real cuts to help lower it. You remember his promise of Change? What happened to it, I guess it went out the door will transparency (vote for it to see what is in it)

thx for the link. I am personally tired of this R rant. The filibuster needs to be busted. Limit the times it can be used to 6 a year.

The filibuster denies the "people" a government that is for them according to how they voted. Regardless of which party takes the majority, the majority should rule with reasonable checks (the filibuster is just infighting). Also, get rid of the electoral college.

What this bill does if passed is create some temp jobs that will be "mark my words" filled by border jumpers so the owners of the companies that get the goverment contracts can make a greater net profit when it is all said and done. Go to any town U.S.A. and look for road work, housing construction, Schools being built etc. And you will find that the workers are mainly from south of the border.To all those that take part in this type of hiring are doing nothing other than padding their bottom line and helping to prolong the economic problems of this country. The really sad part of it all is the fact that those in washington that are supposed to be working for us are in on this crap. They should all be charged with crimes against the people. I'm not saying that the next guy or gal will do any better ar anything different. This type of action seems to be the way things are going to be from now on.

I guess his change was lower our credit rating, keep us involved in the Middle Eastern conflicts, Keep GITMO open, invade other countries sovereignty of an (supposed) ally in our fight on terror, bring back jobs to the US, be transparent, and work across the party lines (reward our friends punish our enemies and Republicans can come for the ride but they have to sit in the back of the bus). Yeah boy he is doing such a fine job of upholding his version of change. How can anyone believe him?

Rep. Leadership? you mean that enormously ego-based, tantrum slinging figure head Boehner? Or the RNC chair, and their croonies who've put the 'five faces of death' (sic.. Republican contenders for nomination); all of which have said more times than a few that un-seating President Obama is their most base goal?
Now there is this ""...on job creators that we're actually counting on to reduce unemployment," said House Majority Leader Eric Cantor, R-Va" quote.
The very obvious response is this... in the past 16 mos., where are these 'job creators'? Where is the showing upon which we are to find faith that they are at least as interested in stabilizing the jobs market as much as protecting their bonus's and profit margin's?
Should we really protect their pockets, continue to endorse (by law) their ability to reap ungodly amounts of personal wealth by sending jobs overseas, by hiding their wealth in 'charitable' donations, by allowing them to pay the lowest tax rates (per dollar income percentage)?
Once again the Republican party shows its true allegiance; not to this country or its people; but to the upper 3% of the wealthy, and by proxy, their own political and financial well being.

This bill will be worthless to say the least.It is purely a political move and everybody sees it for what it is. It is also another attempt to do what he has always has wanted which was more taxes.Taxing people can never create more jobs. I cant express enough how ridiculous this man is.

This jobs bill does nothing to create any permenant jobs, when the tax money is gone so is the jobs,the construction companys will pocket all the tax dollars.Once again our tax dollars are being funneled to the people who pay the least in taxes and get the most out of it.Let the so called American Companys who farm thier work out to foriegn countries support this job bill with the money they are making in the United States.The greed of these companies caused the job crisis not the unions or anything else and its time they quit advertising made in America,they are assembled in America.Even the UAW doesn't know what is made in America, thier Solidarity magizine list all the cars and trucks made in America and none of them are made in America, they are assembled from tax free parts being sent from foriegn countries to be put together in US plants, in a lot of cases by robots made in china.

it can not be about permanent jobs, at least not at this point. Right now we need to get our people to work, any work and that is about all we can do until we've cleaned up the House, and stopped the protection racket for Corporate conglomerates, and their little drone politicians.

To find conclusive proof that we are badly in need of repair to the "infrastructure" Senator McConnell need look no further than his home town of Louisville, Ky.

This past weekend the Republican Governor of Indiana ordered the closing of a bridge which crosses the Ohio River connecting Louisville Ky and Southern Indiana (Indiana is responsible for the inspection of the bridge). The bridge is being closed because of cracks in parts of its steel.

Over 80,000 cars cross the bridge daily. It is a part of interstate 64 which runs from the South to St. Louis. The situation seriously impedes inter-state commerce.

What is normally a short drive time wise for commuters during rush hours now takes up to two hours.. Businesses on both sides of the bridge re experiencing huge financial losses.

There is no estimate of how long the situation will exist.

Only the Federal government has the funds necessary for this job. Hopefully the repair job won't have to wait until after the election in 2012.

Ok so we fix bridges and roads. How will that help the office people (kind of like the 30,000 from BoA), how long will it take if every state employees the unemployed to fix these areas, what happens after these problems are fixed 9another massive dump on the unemployment markets and still left paying the bill). This is not a real solution; it is nothing more than pandering for votes due to his dwindling popularity.

The scary part is hearing Obama saying you have to pass this right away.
