I think all LEGAL American citizens should pay in-state rates. This is not fair to make "out-of-state" LEGAL citizens pay higher rates than criminals who are here illegally. I hope a group of current out-of-state students will file a class action lawsuit to sue the universities for unfair treatment to legal citizens by granting this discount to illegals. Either abolish all out-of-state fees or charge illegals the out-of-state rates.
