Japan Earthquake 2011: Government Lifts Some Evacuation Notices Near Damaged Nuclear Plant

Fukushima Nuclear

By ERIC TALMADGE   09/30/11 06:23 AM ET   AP

TOKYO -- Japan lifted some evacuation advisories around the tsunami-devastated Fukushima Dai-ichi nuclear plant Friday to reassure tens of thousands of residents who fled the worst atomic crisis since Chernobyl that it is safe to return home.

A 12-mile (20-kilometer) no-go zone remains in place around the plant, which was badly damaged by the March 11 tsunami that left nearly 20,000 people dead or missing across Japan's northeast coast.

But officials said the advisories for five municipalities 12-19 miles (20-30 kilometers) away were lifted because the plant had been restored to a relatively stable condition and radiation levels were within safety standards.

Environment Minister Goshi Hosono, the government's top nuclear crisis official, said the decision was a major step toward restoring normalcy to the region and boosting ongoing efforts to resettle the largely deserted towns.

Local officials, however, said they did not expect residents to come flooding back right away.

Motohoshi Yamada, the mayor of one of the affected towns, said in a statement Friday that further radiation monitoring and infrastructure repairs must be carried out before the town will be ready to function again.

"We are doing all we can to assure that our townspeople will be able to return as soon as possible," said Yamada, whose town, Hirono, is right on the edge of the no-go zone. "As soon as we believe residents can return safely and securely, we will let them know."

The advisories were issued April 22 and affected about 59,000 people.

The government did not order residents outside the 12-mile zone to leave. Instead, it cautioned them to be prepared to remain indoors or evacuate at any time in the event of a further crisis at the plant. Many – fearing radioactive contamination and cut off from public services – left anyway.

Tens of thousands remain in voluntary exile.

The five towns have begun efforts to decontaminate buildings and restart public services so that residents can return. A government panel is also compiling guidelines to address concerns from residents and support their resettlement process.

Experts say it could take decades for some of the areas nearest the plant to be safe for habitation. The disaster is the worst since Chernobyl in 1986.

Still, the plant's operator, Tokyo Electric Power Co., announced this week that it was making significant progress toward controlling the temperatures in the reactors, a key to stabilizing them and eventually shutting them down altogether.

I have tried to distance myself from publicly posting core studies of this event, as I am SO deeply distraught over this most devastating series of events - TEPCO, the government(s) and media interests serving (filtering) the general topic. We ALL are and will pay deeply for it : (our human reality) : on our profoundly unhealthy planet.

The government lifting some evacuation notice... appears more like a charade, nearly like the official drinking decontaminated water [unwise] to support questioned claims for safety, the act to foster the sense of ongoing balance and normality... "hey we have this thing under control"...

They cannot even track the tons of nuclear matter has been unquestionably ejected into and circulating our global environment. Regardless of what land mass you stand on, (eventually) we ALL are in peril, with this [greatly denied] completely worst case scenario, that is understandably out of control - unmonitored, with untold cascading molecular reactions playing on such a large .global. scale.

...It is impossible to grasp the actual dimensions of this... *the experts* cannot speak on this, [lock down] as there is NO basis (background) or foundation to support EPIC scope of the unfortunate human science project at play.

"Shocker"?

What's shocking? That Tepco felt the plant was safe enough to bring journalists in? that they were prepared to show the remaining problems and challenges they face?

Surely you can't find it shocking that a plant hit by a cascade of problems was not in pristine order?

Nuclear Energy Deserves No Pity

Shed no tears for the nuclear industry, and the ballooning costs of operating and constructing nuclear power stations in the United States. This is a natural part of experiencing a nuclear accident that was not only foreseen, but also predicted and ignored time and time again.

Former Tepco employee: Plutonium and uranium has all been blown out of Reactor No. 3 — “This was no ordinary explosion†— “Our gov’t is concealing the truth†(VIDEO)
Excerpt at 3:50 in

And then Mr. Haneda tells us he used to work for TEPCO, the nuclear power plant operator. He was at the Fukushima nuclear power plant, when the accident took place.

“Unit 3, Fukushima – this was no ordinary explosion. There has been a chain reaction of uranium and plutonium. That’s all been blown out. But no one does measurements. I believe the government does not want to have them done. Not only Tepco is lying – even our government is concealing the truth.â€

A chain reaction of uranium and plutonium, if that’s true: it would be something like an atomic bomb explosion.

I wonder how long it will be before we "learn" that the quake was the event that started the melt down chain of events because of damaged piping and or metal fatigue in the reactor pressure vessel?

Sights and Sounds On the Grounds of a Nuclear Disaster
http://thelede.blogs.nytimes.com/2011/11/12/sights-and-sounds-on-the-grounds-of-a-nuclear-disaster/?smid=tw-thelede&seid=auto#p[TrrHws]
In Tomioka, we passed the former welcome center for Tokyo Electric Power Company, or Tepco, the operator of Fukushima: a small collection of Bavarian-style gingerbread buildings. Nearby was a political poster for Naoto Kan, the former prime minister.

The radiation reading rose to 2.7 micorsieverts as the buses approached Okuma. Then 3.7, 4.1. The levels rose quickly, with a warning buzzer going constantly.

In Okuma, the level was 6.7. The bus stopped so we could put on the respirators, which meant every inch of skin was now covered.

We then turned onto the road that led to the plant. Here, just a little over a mile away, many houses were neat, with doors shut, window curtains drawn. The reading was now 15 microsieverts.

The reading rose to 20 as we reached the security check at the plant gate.

11/12 Japan's Fukushima plant opened to journalists
Conditions inside stricken nuclear facility 'grim and shambolic', according to first-hand reports
http://www.guardian.co.uk/world/2011/nov/12/japan-opens-fukushima-plant-journalists?CMP=twt_gu
"There's debris all around where the reactors are – twisted metal, crumpled trucks, large water tanks that have been dented and bent.

"You can see that this stuff has been strewn around and it has not been picked up and it's been there for eight months.

"So I think that more than anything is a testament to how difficult a time they've had in trying to get those reactors under control."

Radiation levels were still "very high", he told BBC Radio 4's Today programme.

The visitors all wore full protective suits, double layers of gloves and plastic boot covers and hair nets, and carried respiration masks and radiation detectors, as the site remains highly radioactive.

11/11 Yellow light was seen when reactor 3 exploded
Posted by Mochizuki on November 11th, 2011 · 1 Comment
3/14/2011, reactor 3 exploded.
Arnie Gundersen, C.Busby and other foreign experts pointed out it was a nuclear explosion though Japanese government has been stating it was a hydrogen explosion.

According to Arnie Gundersen’s explanation, the blast had 3 phases.

1: Hydrogen explosion
2: Nuclear fuel in the spent fuel pool (more than 550 assemblies) had nuclear explosion
3: Second nuclear explosion
He says the dark brown mushroom cloud was made of powder of plutonium.

Gundersen Postulates Unit 3 Explosion May Have Been Prompt Criticality in Fuel Pool from Fairewinds Associates on Vimeo.

On 9/27/2011, a Fukushima citizen, Mr.Toshiyuki stated that he saw yellow flash before the blast.

It is said in an interview.

He is a man from Iwaki shi, where is about 50km away from Fukushima plant, has a daughter,a son, wife and parents. He is self-employed and is involved in a medical industry.

He has been in Iwaki shi since 311.

When reactor 3 exploded on 3/14, he was at the 50 km point.

He says he was more surprised at the yellow light/flash than the explosion itself.

We at Fukushima Diary are looking for potential explanations for what the yellow light / flash was.
