HAMPTON, N.H. -- Texas Gov. Rick Perry, facing stepped up criticism about his immigration record, has begun trying to counter a perceived weakness by portraying himself as the presidential candidate with the most credibility on the issue.

Perry's Republican rivals for the 2012 nomination have made inroads by highlighting his steadfast support for a policy that gives undocumented immigrants in-state tuition at Texas colleges.

The aggressive turn to offense on immigration, both by the candidate and campaign surrogates, stresses Perry's decade of experience as a border-state governor to bolster his credentials on immigration and border security.

No one in the GOP field, Perry said at a town hall meeting Saturday in New Hampshire, "has been any stronger on securing our border."

The criticism has resonated with many Republican voters such as Dave Connors, a 67-year-old small-business owner who told Perry that the tuition policy didn't "make any sense."

Perry said it was a state's rights issue that the overwhelming majority of Texas officials thought would benefit the local economy.

The question, he said, was whether undocumented immigrants would be on the "government dole" using state social welfare programs or a subsidized education program that would allow them to become productive members of society.

"In Texas, we made the decision that it was in our best interests as a state, economically and otherwise, to have those young people in our institutions of higher learning and becoming educated as part of our skilled workforce," Perry said. "If you don't want to do that in your state, I absolutely respect that right."

The answer helped ease some of Connors' concerns.

"I'm not anti-Perry, as I was when I came in," said Connors, who had a Perry sticker on his shirt.

The push-back on immigration was evident also at a town hall meeting Friday night in Derry, where former GOP gubernatorial nominee John Stephen said that none of Perry's rivals "has through action, not just words, but action, delivered more and stopped the influx of illegal immigration" than Perry. "We're going to keep talking about that."

In Hampton, Perry went over an immigration record that extends far beyond the tuition issue.

He said he vetoed a Texas bill that would have given undocumented immigrants driver's licenses, helped pass a bill requiring voter identification at the polls, spent $400 million on security measures to help secure the state's border with Mexico, and strongly opposed granting amnesty to people who illegally entered the United States.

"I'm a governor. I don't have the pleasure of standing on the stage and criticizing," Perry said. "I have to deal with these issues."

The criticism isn't likely to subside as his opponents try to knock him from his front-runner perch.

A day earlier, Perry's chief rival, former Massachusetts Gov. Mitt Romney, kept jabbing Perry on an issue that's among the most discussed among conservative voters.

"Governor Perry is desperate to shift attention away from his liberal policies that encourage illegal immigration," Romney spokesman Ryan Williams said.

The host of the Hampton town hall, conservative activist Jennifer Horn, said afterward that Perry's revamped immigration message was much stronger and comprehensive.

"It is extremely important for him to convince Republican primary voters that he's not, so-called 'soft,' on illegal immigration," she said.

When asked if he successfully convinced her of that, Horn didn't answer directly.

"I want to hear more. I want to hear him be consistent in that message," she said.

Whatever side one might be on, the fact remains that Perry is a RE-actor, he'll wait and watch what the other candidates do, then confers with his advisors, THEN comes out with what he believs will be a better plan. So he's always a step behind the others. It shows more and more the total LACK of leadership qualities and ideas from the man himself. He can't act until someone else does first. If he were president, The United States would be forever in a limbo of damage control. Perry takes no intiative. As for having better educated illegal students: In California at least, the irony is that, even if they make it all the way to graduation, supposedly there are NO JOBS for them ANYWAY. We are prevented from hiring them on an executive level because of their status. The other question came in an op-ed column, a college professor relayed that illegal students fill up the class, wait about three weeks and drop out, thereby leaving empty seats that it is too late in the course to be filled by any other students. His point was when something is given for free, it loses value and the students don't care as much about graduating or going to classes.

Perry loves illegals. He wants them for their cheap labor and only wants to keep them illegal so that his business backers can continue to get cheap wages. The LAST thing he wants is to secure the border or make illegals legal immigrants.

In FACT, Perry and the GOP in Texas REFUSED to pass an E-Verify law when they had an overwhelming majority. In fact, they made damn sure it never came out of committee so that it would not become a well known issue. The reason for that hypocritical stance is that the biggest donors to the GOP have most of their workforce who are illegals. The biggest donor to the GOP nationally is Robert Perry who is an upscale homebuilder and most of his workers are illegals. SO by supporting an E-Verify bill Democrats could cut millions of dollars out of the GOP.

As bad as Obama has been, and he has been, he will be reelected. Just look at the people the GOP has opposing him. the only one with credibility is Ron Paul and he has been demonized and ridiculed to irrelevancy. The GOP is so desperate they even think a grossly overweight and crude talking man in New Jersey can be the one to save them.....amazing....Obama is very lucky.....

I think it is unfair to give illegal immigrants discounts for tuition, they are ILLEGAL! I go to college and pay $2,000- $4,000 a semester not including books, food, and living expenses. If they are going to give those kids discounts they should give free schooling to those like me, who are not illegal. My family does not make enough to be able to pay for my schooling out of pocket, which is why I resort to financial aid, and sometimes it isn't enough to cover everything. BOO Rick Perry, I thought you were better than that. I hope he doesn't become president.

There should be no tuition for illegals , they are afterall here ILLEGALLY , have a US citizen try that in Mexico , we need to start deporting ALL illegals no matter who they are , enough is enough . We spend BILLIONS defending our borders and they still tunnel and smuggle their drug garbage here . Juarez Mexico the most dangerous city in the world , enough said ...

The vast majority of undocumented workers are not drug smugglers. The tiny minority of those who are smuggling drugs only do so because millions of US citizens pay them billions for their product. Do you blame the cashier at Krispy Kreme for "making" people fat, or do you blame the fat people shoveling donuts into their mouths? Reducing the supply of illegal drugs while the demand remains the same only drives up the price of drugs, Want to stop drug trafficking into the US, reduce demand, not supply.

This summer the state of Georgia cracked down on illegal immigration and the result was higher food prices. Even with record unemployment  crops rotted in the fields because farmers couldn't find enough legal workers willing to do the backbreaking work under harsh conditions for less than minimum wage. The few legal workers that could be found demanded higher pay, Meanwhile, guess how many large factory farm owners, meatpacking plant owners and corporate CEOs who were caught employing literally hundreds of illegal workers got put in jail or had their businesses shut down? ZERO. Want to stop illegal immigrants to stop coming to the US? Start arresting and prosecuting the rich white people who give them jobs.

Senator ted kennedy and the the democrat controlled congress of 1965 passed his new open borders immigration bill..striking down a very strict border control bill that had served this nation well for decades...since that time the hispanic population has grown at a staggering rate in this nation...and when you cater to these illegals the flow will never substide..

My opinion for what it is worth: On one hand, giving the children of illegal immigrants in-state tuition is not fair to the legal residents from other states that pay the expensive out-of-state tuition.
On the other hand, if you make the children of resident illegal aliens pay out-of-state, it immediately makes it not affordable for them. So, what is the purpose anyway? Isn't is better and more humane to given them an opportunity to study, the objective perceived unfairness from out-of-state Americans not withstanding? Are the illegal immigrants already having a tough life with low wages? If so, and they are resident in Texas, isn't it better to be humane and not hit them in their children's education, they already being here, resident, and working?
The more I think about it, I feel that Rick Perry for whatever reason is showing a rare heart and I cannot dislike him for this. In fact, I like him for this, even if my children will have to pay out-of-state tuition going to those fine University of Texas universities.
Pass and break to the Governor on this one. Being compassionate is being American. Let us enforce fair immigration laws, prevent criminals from coming in but not punish the children in education.

I would like to see an answer to this contentious issue, regarding illegal immigrants. For one, recognize that this is not just about Hispanics. There are many from all over the world who have overstayed their student or visitation visas

I propose that those here illegally buy their way in, with a $5000 payment, either on the installment plan or a one-time payment. Then they have to apply for citizenship. This would help our treasury and it would be the alternative to rounding people up and deporting them. The latter will not work unless we militarize this country. Not in favor of that. Also not in favor of people continuing to complain about this issue and never coming up with a reasonable solution.

It would help the U.S. Treasury to NOT USE U.S. Taxpayers' money to provide $4.2 billion USD annually in Income Tax REFUNDS to illegals

I find myself having to take the awkward position of supporting the State of Texas with respect to providing in-state tuition for resident students who may not be in country legally. Their tuition rate is based on their residency in Texas, not their immigration status. A dependent student need not be a US citizen or legal US resident to qualify for in-state tuition, provided they have resided in the State of Texas for the required amount of time. I wouldn't be surprised if many of them are unaware that they are not legal US residents, and I think those that are aware might find it useful to seek legal residency status by way of a student visa...

I think many illegals became aware of their immigration status, as did Jose Antonio Vargas, at the age of 16 ~ when they sought to apply for a Texas driver's license w/o a SSN

I think this is the more important point of all. The fact is these people are here working and we pretend to ignore them. Neither party really wants to confront this issue because they are both not willing to look at the mirror where each is benefitting from undocumented labor. Real long term solutions involve changing working conditions in Mexico, China and the Philapines. Which none of the current political parties are looking at.

Once Perry was put out there you start to see his weaknesses and he's no longer the fair haired boy anymore.Now we hear he wants to send our troops into Mexico to take care of THEIR drug gang problem.The next president needs to keep us out of other countries business and get out of these wars.

Uh, I have never seen or heard a governor or sane politician in California ever suggest we secede. You are confused. I have heard of efforts to divide California into 2 or more states which would make sense, actually. You have an agenda and it is showing..too much talk radio for you, I thinkl.
