House Advances Bill To Stop Funding UN Women's Health Program

The House Foreign Affairs Committee approved a bill on Wednesday that zeroes out U.S. aid to the United Nations Population Fund, a women and children's health program that works to reduce maternal mortality, prevent HIV/AIDS and provide contraception to the world's most vulnerable populations.

House Republicans say they are pushing the legislation because the fund, known as the UNFPA, is complicit in China's controversial one-child policy, which enforces abortion and sterilization. The bill would save the U.S. government $400 million over 10 years.

"Whether or not you believe the U.S. should be borrowing money from China to fund U.N. projects in China, U.S. taxpayers should not be forced to fund programs that violate provisions of the 'Kemp-Kasten' amendment, which bans U.S. aid to organizations involved in the management of coercive family planning programs," Rep. Renee Ellmers (R-N.C.), who introduced the bill, said in a statement. "If the Chinese wish to do such things, they should not expect funding from the United States taxpayer."

But according to the UNFPA, the organization has no involvement with China's one-child efforts. The UNFPA says it does not support abortion as a method of family planning and does not send any American funds to China. In fact, the U.S. State Department conducted an investigation of the UNFPA in 2002 and found “no evidence that UNFPA has knowingly supported or participated in the management of a program of coercive abortion or involuntary sterilization" in China.

"Not one dime of U.S. money goes to China, and not one dime goes to abortion," Sarah Craven, chief of the Washington office of the UNFPA, told HuffPost. 

Opponents of the House bill argue that cutting a crucial foreign aid program for women and children will undermine American influence and standing in the international community. If the U.S. were to give $50 million to the UNFPA in 2012, the organization says it could use that money to prevent 7,000 maternal and newborn deaths, provide surgeries to 10,000 women afflicted by an obstetric fistula, and offer contraception to about 1 million couples who otherwise wouldn't be able to afford it.

"If you want to prevent abortions, this is what we should be doing," said Rep. Howard Berman (D-Calif.), a ranking member on the Foreign Affairs Committee, in a speech during the bill's markup. "And that is exactly what UNFPA does."

The bill is part of a larger effort among House Republicans to reduce U.S. funding for family planning, both domestically and abroad. The Foreign Affairs Committee voted earlier this year to reinstate the "global gag rule," which blocks all U.S. funding -- including money for HIV/AIDS prevention, water and sanitation projects, child survival and education -- to international health organizations that provide abortions or counsel women on where they could safely have one.

The House leadership also proposed a fiscal 2012 budget last week that zeroes out funding for the Title X family planning grant, which supports birth control and preventative health services for more than 5 million low-income Americans annually. Title X makes no funds available for abortion, although the program is often dragged into abortion politics because of its association with Planned Parenthood.

Berman said he hopes Congress won't vote to cut aid for the U.N. family planning program for political reasons.

"Rather than lobbing another grenade in our culture wars, this committee should be working to strengthen maternal mortality prevention efforts, improve the capacity of health systems in the developing world, and protect women from rape as an instrument of war," he said.

It seems the world might be better off with the US out of the UN. But that's not too likely to happen. How about starting another international organization that's more selective about membership and other features and let other government bodies continually decide which organization should be emphasized? I have many ideas about new principles that should be involved.

The teavangelical assault on women and children has gone global. They must not have been achieving their goals of death and destruction on American women and children alone, so they are expanding their assault to include international victims as well. Maybe they could have a contest with the military to see which form of oppression is most efficient. Of course, the teavangelicals should not be allowed to count domestic victims in their tally as the military is still not allowed to kill Americans until they travel outside our borders. Domestically, the only fair comparison is to the FBI/DEA occupation of America.

I completely agree here. We should not be paying into a fund that undermines American Influence, such as the case as with China and their one child policy. Even though an investigation reported no money is going to China under this program I really feel we should disaccociate from such programs that operate in countrys where human rights violations are rampent. I am not an opponent of international AIDS relief money, but I think it's time to limit what we are sending overseas to help our own citizens here in America. America is facing an AIDS crisis! Supporting family planning is the most important good that we can do in this world. It empowers women, and allows them to plan a family that they can support and provide for. This notion that poor women must be chattel, and forced to reproduce non stop, is the most cruel and heinous philosophy. All societies are stronger when each baby is wanted, and parents can feed and educate that child. I challenge each lawmaker, who supports cutting these funds, to stop using birth control in his/her family for a few years. Or do we have a double standard?

The party of hate, fear, and greed considers itself Godly and divinely appointed to carry out its perceived mandate. The contradiction is striking between their views on the legitimacy of government and their need to control all matters relating to sexuality.

The republican assult on family planning has never really been anything more than a plan to get women back into being house slaves with too many children to care for so they are easy to imtimidate and their husbands will live lives of constant desparation with no choice but to bow to the "man." Birth control ends slavery and gives the poor options, this is what republicans are really against. Eventually birth control will end the poor and then who will the rich abuse to make money off of?

Says a person who wants to coerce all women to have children whether they want to, or not.

Do they even hear themselves when they speak? I keep thinking I've seen the depths of hypocrisy from these people... then another morning dawns.

Coercive family planning? Family planning is not coercive - it's the opposite. It allows women to space their children in accordance with their health and their family's needs. It allows more children the chance to grow up healthier, when there are limited resources, and it allows women control over their lives and their bodies.
As for the one child policy in China - they had a severe problem with over population. Instead of allowing it to get to the point where they could not feed, employ, house, or provide medical care to their people, they chose this option. You can agree with it or not, but it saved millions of people from suffering and dying.

There is no humnanity left in the republican tea party. Its a real stretch to justify cutting funding to a vital project that saves lives throughout the world based on some obscure, unproven, connection to a foregn government's policy. They're trying to make a point about China by jeopardizing lives in other disconnected countries.

When the repubicans don't seem to care about the 51 million Americans who don't have health care, I guess this is to be expected, at least they're being consistent, though unchristian.

They're not trying to make a point about China, they're simply trying to force their will on women everywhere to appease their base. It's just that opposing family planning (which to them is synonymous with infanticide) is even more palatable if they can inject some extra racism into the matter.

Have you heard some of the things these people say and do? They're awfully xtian, just not very much in accordance with the teachings of Jesus.

Correct me if I am wrong, but isn't the Republican mantra that government should not be involved in the lives of everyday people, that government should not be intrusive by regulating everything...if so, then what the hell are they doing regulating planned parenthood....seems mighty hypocritical like everything that Republicans spew out!

Although I don't believe in more regulations/ laws placed upon our dwindling freedoms, nor mandates outside our responsablity, this isn't so simple as you make it to be concerning planned parenthood.
You said, and I quote, ' involved in lives of everyday people'. Do you think we are the moral/mind/ sex monitors for the worlds population control problems, sad as it is?
Perhaps I am shallow, or even inhumane, but to me,'everyday people' means Americans, and in taking care of our own, which neither party has done. Therefore, your barb about Republicans makes no points to serious viewers here, and may even weaken your credulity by misdirecting the responsibility we all share.
We're financially unable to play baby sit the world any longer and it's time we, and our government, focused on our own problems here at home. I hope you agree on that fact.
For my part, with the financial crisis we face today, I am a strong proponent for abandoning our participation in the UN, and the suicidal plan for 'one world unification' at the expense of WE who are of like mind, but, as I stated, why should we use our tax dollars to pay for what the majority of Americans don't agree with?
Unless you are a world traveler, I don't believe you are responsible for pregnancies, or venerial diseases of the third world countries, right? Why not let nature do it's own balancing act?. It apparently worked jus' fine for several aeons now.
