China: Toddler Run Over Twice, Over A Dozen Passersby Ignore Her (GRAPHIC VIDEO)

Horrifying footage of a 2-year-old girl in China being run over by two separate vehicles and left to die by passersby has stirred outrage throughout the country, with CNN reporting that security footage of the incident has led the nation of 1.3 billion people to do some collective soul-searching.

According to Shanghaiist, the two-year-old, who has been identified as Yueyue, was run over on Thursday outside of a hardware market in Foshan in southern China's Guangdong province.

Security camera footage shows a driver in a white van hit the young girl, apparently crushing her under the weight of the front wheel. The driver pauses briefly, but then continues to drive forward, running over her with the back wheel.

The following video shows more than a dozen passersby walk, ride motorbikes or drive past the young, bleeding girl without stopping to help. They clearly notice the badly injured child, as some motorists swerve to avoid her body. After three people walk past, a different truck runs over the young girl again.

Shanghaiist reports that seven grueling minutes passed before a trash collector picked up Yeuyue's body and alerted her mother so that she could take the child to the hospital.

According to The Telegraph, Yeuyue suffered injuries to her head and has to use a ventilator to breathe. She is reportedly in critical condition in intensive care at a hospital in Guangzhou. According to AFP, the toddler is in a coma and doctors do not expect her to survive.

Yeuyue's tragic story was Monday's most popular story on Sina Weibo, a Chinese microblogging service, Shanghaiist reports. CNN's Enuice Yoon explains in the video below why the footage has gripped the nation's attention:

"Many people are discussing what they perceive as a loss of morality in Chinese society," she said to Erroll Barnett. "...some observers have been pointing out that China education system really has failed here, that it's failed to emphasize and reinforce the need to respect human life at a time when 1.3 billion people all clamoring and rushing to climb up the economic and social ladder."

The Telegraph's Peter Foster offers another explanation of what could have led so many people to walk past the young girl without stopping to help:

Others blamed China’s compensation culture for the apparent show of callousness, recalling a famous 2006 judgment when a Good Samaritan who helped a woman get to hospital was wrongly ordered to pay her compensation.

“They didn’t ignore the girl, they just didn’t dare help her,” said one comment among many that said that Chinese law had helped create a fear of intervening.

The Washington Post references an editorial in China Daily from January that calls for a law to protect Good Samaritans from liability.

Earlier this year, a 22-year-old woman riding her bicycle in China's Zhejiang Province was killed after being hit by a three-wheeled vehicle. Four subsequent vehicles ran over her, and while several of the vehicles' drivers stopped, none waited for help to arrive, ChinaSmack reports.

The driver did not back up over the toddler, but ran over her with his front wheel, paused, and then continued to drive, running her over with his rear wheel.

I've read where people are critical of China. I tell you that here in the US people are not much different. Example: nearly every year at "Black Friday" thousands rush to get the best deals on goods that may or may not even be available to them once they get in the store. But they will not stop at anything to get what they want. How many times have we hear that someone was trampled to death because of the insanity of those who just have to have that TV or what ever. It is a shame that even in this country, greed and disregard for the life of others make us no different than any other country. We are human but that is no excuse. Others have the right to life and we all need to protect that right. It may be ours the next time that is on the line. It is a terrible thing to see how humans can have so little regard for life. It is revealed in our TV programs, computer games and the wars our children are made to fight. We all need to take a hard look at our standards of morality and decide if we too are partly to blame.

I cant stop crying for that BABY girl!!! OH MY GOD! how can people be so cruel!!! why didn't that man get out of his truck! how did he not see her! i cant stop crying! why did i even watch that damn video!!! where the hell was the mother!! why did she let her baby girl wonder off!!
I have a baby son and i panic if he walks into another room of house! I panic if i come in the house and some one has put him to bed and i cant find him!! I have to see him! I have to know WHERE he is!! The world we live in is cruel (as shown by this video) and I will not let my baby out of my sight!!!
GOD CANT I STOP CRYING! HOW THE HELL DOES SOMETHING LIKE THIS HAPPEN!! THAT DRIVER IS GOING TO HELL!!!

I've also been sobbing on and off since I discovered this story two nights ago. Like anilimili, I hope she was knocked unconscious at the first moment and could not feel pain and was not aware of anything afterwards. Being the mother of a toddler myself, I cannot even fathom the horror of her mother. I am outraged at the society that breeds conscious decisions not to help those in need.

First, my condolences to the family of the child. It is a terrible misfortune.

Now a few replies to some of the comments. Although the extent of the bystanders's disregard is somewhat controversial, something similar has occured in the case of Kitty Genovese's murder (for those who doubt the possibility that something similar might happen in the US). To those who wish to condemn a nation as morally bankrupt because of the actions of a few, you are thinking illogically. A land of over a billion individuals and you denigrate all of them based on what a dozen or so did or did not do. Also, I can't gibe moral collapse with the fact that we are living in some of the least violent times in human history (see Steven Pinker's "A Brief History of Violence" lecture http://www.ted.com/talks/steven_pinker_on_the_myth_of_violence.html), not to mention that dogmatic ethics is on the decline, giving more room for creative and flexible ethical decision making.

I don't know what to say other than that this is so beyond sad and so beyond outragrous that I don't have words for it! A small child, a BABY, run over by a car THREE TIMES and no one stops to help her. All I can do is hope that she was knocked unconscious by the first wheel of the van and was at least unable to feel pain afterwards. I cannot imagine the agony otherwiese. And I cannot imagine what kind of karma that tallies for those who walked by and did not a thing. And where was the mom all those minutes?
UGH. This is heartbreaking.

A lost of morality is being experienced all over the world, not just China. We've seen this happen right here in America on TV as well. People seem to be in a malaise and cannot respond when they should to assist someone in need. We have been so desensitized that we can't seem to find our feelings any longer for others who need help.

That was horrible to look at. My heart hurt for that little girl.

Of course you're viewing a very small sample; and I've seen footage from America where severely injured or beaten people have been left lying in the street, even stepped over by multiple people. Maybe if our population was 4 or 5 times the size it is now, we'd see much more of that.

The woman who finally helped was a woman collecting cans and scrap. In this country, this might be a person that conservatives would mock and ridicule for being poor. Often, Americans think only the wealthy have values and character

I disagree with you. I think most Americans believe the working guy has values and character that the very rich lack. And I think we can see this idea as a theme in literature and film.

True, but conservative often hold the rich up as special people, somehow better than the common man. Even poor conservatives fight for the wealthy to get tax cut, and say the unemployed are just lazy, The leading repub pres candidate just stated in a debate that it is the unemployed's fault they are not working, to the raucous cheers of the conservative audience. Remember Joe the Plumber who fought hard against Pres.Obamas tax plan that ended tax cuts for the rich, and gave plumbers like himself a tax cut. he convinced himself that the rich needed to be protected.
