Occupy Wall Street Protesters Propose A National Convention, Release Potential Demands

WASHINGTON -- While an estimated 15,000 to 20,000 Occupy Wall Street protesters flooded into Times Square on Saturday, there was still a regular New York general assembly at 7 p.m. During that meeting, according to sources who contacted The Huffington Post, the Zuccotti Park General Assembly -- though at a reduced presence due to the Times Square march -- saw the formation of a new working group.

This “Demands Working Group” then immediately “established a website and fairly educated/articulated list of solutions.” A separate group out of Zuccotti Park has also been working on a list of possible proposals, but a member of the Education and Empowerment Working Group said he suspects the Demands Working Group’s list might become the national platform.

They’ve posted the list online but they’ve also made this announcement under the radar -- a national convention to be held July 4, 2012:


WE, THE NINETY-NINE PERCENT OF THE PEOPLE of the UNITED STATES OF AMERICA, in order to form a more perfect Union, by, for and of the PEOPLE, shall elect and convene a NATIONAL GENERAL ASSEMBLY beginning on July 4, 2012 in the City Of Philadelphia.

Their plan includes to elect delegates by direct vote, one male and one female per each of the 435 Congressional Districts. The office would be open to any United States citizen over the age of 18. The 870 delegates would then compose a petition of grievances that would be non-partisan.

The posted “demands” are only a working list of “suggestions,” however. Number one and two are a ban on private contributions to politicians seeking or holding federal office and instead public financing for campaigns, and a constitutional amendment to reverse the Citizens United decision by the Supreme Court.

The list then goes on to suggest single-payer national health care, immediate passage of the DREAM Act, a jobs plan, a deficit reduction plan and recalling military personnel at all non-essential bases.

The movement would also reinstate the Glass-Steagall Act, increase regulation and increase taxes by way of eliminating corporate tax loopholes.

The idea of coming up with a list of demands has been controversial among protesters.

David Sauvage, who directs videos for the Occupy Wall Street protests and supports the movement, said he viewed demands as being too similar to talking points.

But Daniel Lerner, a physicist and member of the Demands Working Group, argued to Mother Jones that their demands would have wide appeal.

In their list, however, they close with one last warning: if Congress, the President and the Supreme Court do not act on the settled grievances the movement eventually comes up with, its members are prepared to form a third, independent political party to run in every Congressional seat in 2014 and 2016.

Update at 10:50 a.m.: As mentioned above, the working group's suggestions and website have not been adopted by the movement as a whole, or approved by the NYC General Assembly as a whole. The debate over whether or not to even have "demands" within the Occupy Wall Street movement has continued.

One person involved, Andy Stepanian, told HuffPost that this particular declaration has not been approved by the General Assembly in New York and so it can't be said this reflects the movement's feelings as a whole.

"Everyone is entitled to make their own blog or website to post their opinions about how OWS should operate or what they think the OWS demands should be, this 99% group is no different," Stepanian said in an email. "However, all of OWS's official statements are agreed upon by way of consensus-based general assemblies. This matter was not submitted or agreed upon by the NYC general assembly, and therefore by-passed the process all OWS plans have been made through."

So far, the General Assembly has accepted a "Declaration of the Occupation" back on Sept. 29.

"Demands have come up before," wrote Ryan Hoffman in another email to HuffPost. "They were shot down vociferously under the argument that demands are for terrorists and that is not who we are. From that debate however, another proposal was passed: that we table all talk of demands until future notice! Therefore, any talk about demands, posts of demands, etc. are null and void. We already tabled those discussions using consensus."

Hoffman said the Declaration took a while to edit and revise with everyone putting in their own contributions and ideas before they could arrive at a final product the group agreed on. He explained that the General Assemblies have set up an entire process by which something like these "demands" could be agreed to, but the way this working group bypassed the process has caused some frustration.

"There is a 'demands working group' out there right now," Hoffman said, adding that the way they met in secret with The New York Times infuriated many members of the General Assembly. "There is a lot of internal dissent due to the manner in which this group was created and conducted its meetings."

There are so many issues that need fixing in this country right now that are all urgent, and I'm glad that they are coming out to the world who is agreeing with these 99%ers of the U.S. I was glad to read that they are considering "demands" as relating to terrorists who they are not, but there will come a time when they need to delineate their platform.

Wow! This article is just incredibly wrong.

The 99 Percent Declaration and the Demands Working Group are two completely different entities, and both are just totally without any accountable link to the OWS General Assembly.

Man, if Obama is smart, and I know he is, he will just do whatever these folks want provided they all actually go and vote for him in 2012. I bet half these people did not vote in 2010 and look where we are. A third party candidate is pointless if they don't actually vote. I blame the non voters for putting us in this position. They let tea partiers into positions of power and allowed Republicans to take over the congress and stop any of the things these people are fighting for. Had they shown some solidarity for the President in 2010 and allowed the Dems to remain in control of both houses, alot of the grievances might have been resolved by now. Forget a third party. Just vote for the Democrat and then demand they actually act like it.

Got to address these unfair trade agreements and find a way to fine corporations who take jobs out of this country and reward them for bringing them back and paying a fair wage and to always make sure the people at least get a cost of living wage. Like any parent, if a company is in trouble they should make cuts from the top first. Oh man I hate what they have done to jobs, wages and benefits.

if we ignore all the claims about hippies, anti antisemitism, communism,
the main agenda of occupy wall street is to make a voice against the
government about the economic disparity and unemployment in America,
there may be communists or even hippies in the crowd, but the main ideal is to correct capitalism, not to remove it, america cannot exist without it. Critics are saying that they must come forward with demands,
but they are telling what is the problem and it is the government's job to solve them,
take an example, it there is some problem with a product( here the
economy) it is the job of the supplier to rectify it, the customers just
'demands' that the product be rectified, that is the 'demand'. The general public is not understand how the economy works, it is the guys who make the regulations(or deregulation) who know how it works. So
occupy is more or less also about the rights and equality in American economy. If the government is least interested in addressing these issues, it is the government's responsibility to come up with some action plan, and let the people see through it, and accept it, not the other way round, so all this demand for a 'demand' is just hogwash,

What you say makes sense, but one must remember that most of the "occupiers" have complaints that only they can solve. The chief of these being that many or most do not have employable skills or are not satisfied with the wages that their limited abilities would fetch. Government cannot solve that.

you are correct in saying that greed is a major universal problem, but we had these guys before the crisis, something happened in the last decade to change all of that, there is a gap between the skill sets and the jobs available,

This will have to be solved by both the government and the people, people must understand that there is a problem and not set too high expectations, the government must ensure that there is proper nationwide training for the people who do not have proper skill set for current scenario. I really dont know what can be the solution, but it can be possible only if the government is ready to talk to the people,

I gottan idea. Instead of the "occupiers" using a gun in the back approach to force everyone else into their way of action, why not do it among yourselves first to show us backward types how well it works. You know, pooling all your resources and redistributing them fairly, establish a single payer medical system so everyone has free health care, create all those in demand products you were prepared for with masters degrees in things like Women's Affairs, African Studies, Political Manipulation, Civil Disobedience, Journalism, Union Organizing, Yoga, Eco-terrorism, Marxism, and all those other life useful advanced studies.

See, then we dummies -- or is it us dummies -- anyway we would see the light and flock to your side because everything would be so clear. Just show us how it's done.

I've got an idea too. Instead of displaying your lack of information by an attempt at being cute and funny, flock to another place to play stupid.

The occupiers are the hostages of a system of government and economics that is bad for people and other living things. The "gun" is being held by a dysfunctional congress that has created a whole new form of treason. "Shut the government down except for abortion and sex laws. When you do manage to show up for work, just vote the party line. No thinking required." You seem to have mastered their line. Too bad that you have reached your intellectual limit.

Yea Occupiers... Keep on keeping on. You are right on with your requests. Bring back Glass - Steagal... outlaw lobbying.... limit campaign contributions to 100 per person, no corporate...
And we the people have boycott power en mass. The stock market is a rigged transfer of wealth.
It's no longer a fair, open and honest means of investing. Their are trillions worth of derivative debt out there (funny money) and rather than just wipe the sheets clean , their way of settling it is to siphon from our 401k's. ...protect your assets.
