Even as the nation's economy has limped along these past few years -- with millions of Americans unable to find jobs -- the federal government has kept hiring.

But now even that sector looks like it could be cutting back, adding further troubles to an economy struggling to find buoyancy.

Budget cuts threaten the workforce of every federal agency, according to a recent bulletin from outplacement company Challenger, Gray & Christmas, which noted that various offices of the federal government have already announced a combined 81,000 payroll cuts in 2011.

The imperative to rein in government spending -- typified by the 12-member super committee currently trying to find between $1.2 and $1.5 trillion in deficit savings -- has meant nearly every office in Washington, including the military and intelligence agencies, faces the possibility of having to downsize in the near future.

"The federal government really has yet to feel the heat, but it's coming," John Challenger, CEO of Challenger, Gray & Christmas, told The Huffington Post. "All of these situations that are now surfacing suggest that the federal government is going to see much heavier layoffs in the upcoming months."

Those situations include major proposed cuts to the intelligence budget -- recently described by James Clapper, the director of national intelligence, as being in the "double-digit" percentage range -- and to the Internal Revenue Service, which faces the possibility of losing $600 million in next year's federal budget.

The U.S. Postal Service, which operates largely on the revenue it brings in from mail services, has suggested a plan to trim expenses by $20 billion, in part by eliminating some 220,000 jobs. And looming over all these potential cuts is the possibility that the super committee will fail to reach an agreement by its November 23 deadline -- in which case $1.2 trillion in so-called trigger cuts would automatically kick in, affecting military and domestic programs in equal proportion.

While the final outcome of these various negotiations remains unclear, it's unlikely government payrolls will stay as big as they currently are.

Job insecurity is coming relatively late to federal employees, who have by and large escaped the worst of the cost-cutting measures that translated into lost jobs for many state, county and local government workers in the past three years.

Federal positions have traditionally been regarded as among the most stable in the public sector, with one recent analysis even showing that employees in certain agencies -- such as the Environmental Protection Agency and the Department of Housing and Urban Development -- are statistically more likely to die than to get laid off or fired.

But in the scramble to cut the federal deficit, a process set in motion over the summer, when President Obama reached an agreement with Congress to trim the government budget by year's end if an extension to the country's borrowing authority could be made, what once looked safe now seems uncertain.

To make matters worse, government layoffs are expected to reverberate into the private sector. Reduced federal payrolls would mean less business for industries that deal with the government -- from the defense and aerospace industry to the technology, agriculture and health-care sectors.

And federal downsizing is expected to offset the modest gains in job growth being made elsewhere in the economy.

"Each month, when the private sector does create jobs, the impact on the economy is diminished by what's happening in government," Challenger told HuffPost. "It's a stiff headwind that prevents the labor markets from improving."

A 10% head cut over 2 years and anyone making more than $120k takes a salary and benefits reduction of 15%. That ought to be easy given the rapid growth in the Federal government over the past 3 years. That will be a good beginning. I don't have an estimate for the savings, but it would be meaningful.

Having worked for three federal agencies and lived in the DC area for decades I am convinced we could make serious cuts at all levels. The military not only included but leading the way. When are we going to recognize that the world threat levels have changed. Yes, there are certainly some bad people in the world that we must be prepared to fight. But, they no longer use tanks and bombers. Why are we still staffing the army for major tank battles in europe and the navy for two ocean naval wars. My God we are still building nuclear subs to join the dozens we already have. To fight who?

The difference is the USPS by law has to pre-fund $5.5 billion per year. Name me one other business on planet earth that has to pre-fund such a huge amount.

Tax on to give to another does not create any new money. Your idea of paying people to circulate money is flawed. But if choose to, go ahead and donate whatever money you have. You can't create demand by giving people money. At some point you need to realize people need to adapt for what is coming.

Take a look at Greece and what austerity measures do to a tax base. Keeping teachers, and first responders in their jobs and hiring construction workers to rebuild our crumbling roads, bridges and schools does boost the economy. By keeping teachers and first responders in their jobs, keeps you and your neighbor in a job. By putting construction workers back into jobs, creates jobs in the private sector that supplies the construction industry. They also will spend that money on new cars, which keeps an auto industry worker employed etc. Get it? If you don't do these things a domino effect in the opposite direction will take place. Just as we have seen in Greece.

Without an agreement by the supercommittee there will be wholesale cuts in defense spending where nearly half of federal employees work (excluding the Postal Service). That will lead to major direct cuts in federal emploment and contractor support positions. Cuts to the IRS should have to be justified in terms of revenues gained/lost by keeping those employees. I think the IRS cuts are merely backdoor tax cuts which will result from reduced enforcement.

1 - The United States Postal Service (also known as USPS, the Post Office or U.S. Mail) is an independent agency of the United States government responsible for providing postal service in the United States. It is one of the few government agencies explicitly authorized by the United States Constitution.
2 - The USPS has not directly received taxpayer-dollars since the early 1980s with the minor exception of subsidies for costs associated with the disabled and overseas voters. Revenue in the 2000s has been dropping sharply due to declining mail volume, prompting the postal service to look to other sources of revenue while cutting costs to reduce its budget deficit

Well, the big layoffs are still to come.  Remember, when everyone in here attacked the government employees? We started to eat our own!  States, cities and federal government are now laying off.  I see people who worked for a long time, who make a good salary, getting fired and being replaced with new employees and half the cost.  Wages will dip more and everything else is still going up.  Got my property tax bill, and yes, it went up.  City council said they needed to look for more revenue and they also shrunk the amount seniors could claim as their homestead deduction.  I guess in the future people
we all will be in hock if things keep rising.  Texas car insurance is going up because of the many illegals and because costs to repair have gone up, though it is the most expensive already.

Actually many states are laying off because the legislature or voters failed to pass laws to reign in public sector pay and benefits. Connecticut is one example, issuing 7000 pink slips when the law went down. Illinois the same situation. Really makes no difference if laws like Wisc. are overturned............the budgets must be balanced and public workers will be laid off if their compensation is not reduced. Nothing personal, just simple econonmics.

Layoffs are coming because they can't be afforded. Feelings and emotions don't work when you have to enforce a budget. Ask yourself why the Senate hasn't passed a budget in over 900 days. Drop your feelings/emotions and live in the real world. "Through no fault of my own......." Maybe you should of been dealing with what was happening instead of how you feel.
