Obama Announces Iraq Troops Will Be Withdrawn By End Of 2011

WASHINGTON -- Fulfilling a long-held campaign promise, President Barack Obama announced Friday that he will pull all U.S. troops out of Iraq by the end of the year, as conditioned by the Status of Forces Agreement with the country.

"As a candidate for president, I pledged to bring the war in Iraq to a responsible end," Obama said. "So today I can report that, as promised, the rest of our troops in Iraq will come home by the end of the year."

"After nearly nine years, America's war in Iraq will be over," he said.

In confirming his plans for troop withdrawal by the end of 2011, the president fulfilled the most memorable pledge he made in securing the nomination of president from his party. There had been reports the administration had been plotting ways to renegotiate the Status of Forces Agreement with the Iraqi government so as to prolong America's presence in the country. Those rumors heightened concerns among Democrats who backed Obama in part because of his pledge to end the war in Iraq.

"This will allow us to say definitively that the Iraq war is over, and that the partnership between the US and Iraq will be a normal one between two sovereign nations," said a senior White House official.

There are currently 41,000 U.S. troops in Iraq, virtually all of whom will be pulled by December 31, 2011. The White House announced that 4,000 to 5,000 security contractors would remain in the country in various posts. At the height of U.S. involvement in 2006, there were 170,000 soldiers on the ground.

Obama said the end of U.S. involvement in Iraq reflects a larger transition away from "the tide of war." He referenced the fact that troops are beginning to return home from Afghanistan and said that trend will only continue as the U.S. refocuses on its needs at home.

"After a decade of war, the nation we need to build and the nation we will build is our own," he said.

The president spoke before the press corps at 12:45 p.m. to announce his decision. He held a video conference with Iraq Prime Minister Nouri al-Maliki about an hour before that, in which the topic of a troop drawdown was discussed.

"During their conversation, President Obama and P.M. Maliki strongly agreed that this is the best way forward for both countries," the White House official said.

More than 4,400 American military lives have been lost since the start of the war in March of 2003, and more than 100,000 Iraqi civilians have been killed, according to Iraq Body Count, which cross-checks news reports with hospital and other official data. As of March, the war had cost the U.S. $806 billion.

Under an agreement negotiated by the Bush administration in 2008, U.S. troops were due to end their mission in Iraq by the end of 2011. But for much of this year, Obama and his advisers have been trying to find a way to retain some troop presence in the country.

According to people familiar with the negotiations -- which were conducted for the Obama administration by some of the same individuals who led the Bush-era process -- the main sticking points in recent months were over the precise number of troops that would stay behind, and whether the Iraqi government would agree to provide them with legal immunity.

Experts on the mission in Iraq say that despite the public protestations on all sides, both parties were eager to come to an agreement over a continuing troop presence: the Iraqis because they hoped for help in providing stability, and the Americans because they wanted a futher bulwark against encroachment by Iran.

But the Iraq government also faced internal divisions over the proposition, especially among Shia groups and Iraqi nationalists.

In the spring, Muqtada al-Sadr, the volatile and popular leader of the now-dormant Mahdi Army, threatened to unleash his Shia militia if American troops remained into 2012, although he occasionally wavered on that pledge.

Over the summer, American negotiators were hoping to get Iraqi approval for about 10,000 troops to remain in the country, in order to continue training operations and to secure American diplomatic posts. But by early September, it was becoming increasingly clear that the Iraqis would not approve such a large mission.

A source familiar with the process told The Huffington Post at the time that the president was willing to leave as few as 3,000 troops in Iraq, but that some in his administration feared such a small number of soldiers would be ill-equipped to handle the missions they were assigned.

Deliberations over immunity for the troops continued to be a sticking point, although it is not known what, ultimately, led to the end of negotiations.

"The president will insist on our troops having what they need no matter where they are, but the bottom line you heard today [reflects] his view and the P.M.'s view on what kind of relationship they want to have going forward," Denis McDonough, deputy national security adviser for the Obama administration, said after the president spoke. "We feel we got exactly what we need to protect our interests, and the Iraqis feel the same way."

WRONG! Obama promised to end the Iraq war BEFORE Bush negotiated the SOFA. RIGHT?

WRONG AGAIN! Obama did not promise immediate, precipitous withdrawal which only a lunatic would suggest (cough cough Ron Paul). Before the election Obama promised a phased withdrawal and that's what he did. RIGHT?

What does that have to do with the topic?

Wrong. Obama could CHOOSE to keep troops without immunity. Rice said she did not think troops would leave based on SOFA, so Rice says it was a choice. Obama had a choice and he made the right choice and you are WRONG.

Thank you President Obama!

For promising to bring home the troops BEFORE Bush signed the Status of Forces agreement.

For actually bringing the troops home despite Condi Rice saying the Bushies did not think the troops would leave in 2011.

For getting bin Laden and top Al Qaeda leaders when Bush failed due to his wasteful diversion into non-911 Iraq.

Why didn't Obama get us out of Iraq on the first day of his presidency? Ron Paul would have done so.

Anybody else, including McCain, would have gotten Bin Laden at the same time Obama did. It was our intelligence that found Bin Laden. Americans realize this, which is why Obama has gotten no bump.

Mr. President, YOU ARE A LIAR. The agreement to withdraw the troops by the end of 2011 was in place BEFORE you were elected to office AND it was YOU that fought to try and keep our troops in Iraq beyond the end of 2011. You have NOT kept your campaign promise. The troops should have been brought home from Iraq in January 2009 when you became the POTUS. You will never earn the respect of the citizenry by telling lies and distorting the truth.

May 2008: “When I promise that we are going to bring this war in Iraq to a close in 2009, I want the American people to understand that I opposed this war in 2002, 2003, ’04, ’05, ’06 and ’07, so you can have confidence that I will be serious about ending this war,” he told the North Carolina Democratic Party 2008 Jefferson-Jackson Dinner on May 2008.

On November 17, 2008, the Iraqi Foreign Minister Hoshiyar Zebari and U.S. ambassador Ryan Crocker signed the agreement in an official ceremony.[34]

Mr.Obama should be ashamed of his self. His Blatant LIE about bringing OUR Troops Home is a disgrace to the American people. It's easy to make a promise on something that someone else has set up.” Under an agreement negotiated by the Bush administration in 2008, U.S. troops were due to end their mission in Iraq by the end of 2011. IF he was going to get them out he should of did it the day after he took office and people would of had respect for him but instead he waited till he HAD TOO get them out...How can he sleep at night knowing that HE let all those troops Die for Nothing...

All those troops died over a 10 year period not just this last year. Bush started this war with lies and deceit to the American public when he swore there were WMD even when he was told by our own experts there were no weapons. Obama has finished what Bush started. It's too bad the troops couldn't have all come home in January, 2011 and we will NEVER know the truth why the President has waited till the end of this year but at least they are coming home. Sadly, it will be years before the truth about the whole mess will ever be told.

You should be thanking G.W. Bush for bringing the troops home in 2011. It was the agreement that he made while president in 2008. If President Obama could have gotten his way, there would be several thousand troops in Iraq long after 2011. THAT, my firend, is what Obama was trying to do... keep US forces IN IRAQ.

Nice video. Nice Dream. Unfortunately, we will ALWAYS have war. It's been that way from the beginning of time. Countries fighting each other because they both think they are right or because they think they are stronger and want to conquer others. The question now, we bring our troops home from Afganistan -- how long will they stay home before being deployed to another country, another war. That's just the way it is. Whether the people of the countries agree or not. The leaders decide. The leaders send their troops into battle. And we the people let it happen.

A lot has changed. One change was the Taliban and Al Qaeda in Afghanistan and Pakistan getting stronger while failure Bush foolishly diverted to Iraq.

Another change is Obama's brilliant war fighting, which got bin Laden has has pinned Al Qaeda on the ropes.

Props to President Obama's decision making to pull the majority of troops out of Iraq by the end of the year. This was an unnecessary war from the get go on the Bush's administration. Instead of concentrating on the search for Osama Bin Laden due to 9/11, the Bush's administration decided to go to war with Iraq for no apparent reason (weapons of mass destruction that didn't exist). As far as I'm concern we put thousands of our troops in harms way because of the oil. I pray that the troops who survive this ordeals for so many years will get the service, treatment & employment they deserve for risking their lives for a bullshit as cause.

When you have an embassy in a foreign country their are some troops needed to protect them. We don't know yet what the final outcome will be. There is nothing the President could do that you wouldn't find fault with anyway. Instead of thinking up fake things to blame him for how about worrying about how the Republicans are willing to throw the US economy under the bus for their own political gains.
