Republican presidential candidate Rick Perry says he wants a huge tax break for the rich, and he doesn't care what it means for income inequality.

Rick Perry announced on Tuesday that if elected president he would slash the corporate tax rate to 20 percent from 35 and give everyone the option of paying a flat income tax rate of 20 percent.

He also would try to encourage U.S. companies who have stored $1.4 trillion overseas to move their profits back to the United States by allowing them to pay 5.25 percent in taxes at first, according to Reuters.

The plan, if enacted, would dramatically reduce the tax burdens of the wealthiest people in the United States, saving millions of dollars for some, while raising taxes for poor and middle-class people who opt into the plan.

"I don't care about that," Perry said of the increased economic inequality that would result from the tax plan in an interview with The New York Times. "If that's what comes, I'll take that criticism."

Income inequality has been rising in the United States for the past three decades, as the top one-percent has claimed an increasing share of national income growth, according to the Center on Budget and Policy Priorities. Indeed, the top one-percent claimed 23.5 percent of all national income in 2007: its highest share of the national income since 1928.

Since the current U.S. tax system charges higher taxes from those with higher incomes, Perry's flat tax plan would raise the tax burden of the poor and middle class while slashing the taxes owed by the wealthiest Americans. Under the current system, the highest earners pay the top marginal tax rate of 35 percent, according to Bloomberg News and the lowest earners pay no income tax at all.

Perry's flat income tax proposal bears some similarities to Republican presidential candidate Herman Cain's 9-9-9 tax plan, in which the personal income tax rate, corporate income tax rate, and national sales tax rate all would be a flat nine percent.

On Tuesday, the Obama campaign immediately attacked Perry's tax plan, claiming that it "would shift a greater share of taxes away from large corporations and the wealthiest onto the backs of the middle class."

In the event that Perry's system were enacted, the wealthy would have an incentive to sign up for the flat tax system, saving thousands if not millions of dollars, while some low- and middle-income taxpayers would save more under the current progressive tax system. As an income tax calculator cited by The Daily Beast demonstrates, anyone earning more than about $74,000 (married but filing taxes separately) would receive a tax break under Perry's plan, and those earning less than $74,000 would see their taxes rise under Perry's optional tax plan.

On the revenue side, Perry's plan would simultaneously lead to substantial losses for the federal government as well as what James Horney, vice president at the Center on Budget and Policy Priorities, said would be "draconian cuts," in an interview with The New York Times.

Perry pledged in his Wall Street Journal op-ed published on Tuesday that he would cap federal spending at 18 percent of U.S. economic output.

As lenient as Perry's proposed 20 percent income tax would be for the wealthy, it would be higher than the nonexistent income tax in Texas, which Perry leads as governor.

Lowering the tax rate does not promote growth. Increasing corporate profits does not promote growth. Surplus capital invested in speculative markets does not promote growth. Income redistributed away from profits and toward wages does support growth. Consumer debt and Government spending do support growth.

The problem with these flat tax proposals is that they don't solve the issues Americans have with the current tax code.

Under the current progressive tax code compliance costs are very high meaning that taxpayers spend lots of money and time (6.6 billion hours per year) filling out tax forms. http://eng.am/umIdUu High compliance costs are one thing that a flat tax helps fix because it is a much simpler system to work with. http://eng.am/rzZlge

The problem with Perry’s flat tax is that because it is optional taxpayers will have to figure out which system taxes them less so they will still have to spend as much time, if not more, complying with the tax code. http://eng.am/sNjdNK

Instead of radically overhauling the tax system, why not simplify the current tax system using the suggestions made by the Simpson-Bowles committee like many politicians have advocated for? By eliminating most tax expenditures and lowering the tax rates Congress can design a system that helps reduce the deficit and promote growth, two things Americans desperately want.

That's not true. The part that costs money to figure out is the myriad of deductions and special interest breaks that exist in the code, for example real estate rules. The progressive part takes about 2 seconds to do unless you are a total moron. The idea that making the code flat will make tax preparation cheaper is a total sham if you just think about it for 2 seconds.

It's like all the republican/teabaggers are trying so hard to be the rabbit in the race. The one that never intends to win, but to do things to shape the race and somehow it seems make themselves so crazy and unstable sounding and looking that anybody else would look great. Thing is when every single one of them are basically crazy and unstable or just outright evil where do you go?
There isn't one of them that I would ever vote for even if they were the only ones running. None of them are likeable, trustworthy or respectable.

Apparently you prefer someone who looks and talks presidential, but is ALL TALK and NO WALK. Inspirational speeches and "Hope" and "Change" and "Transparency" all sound great, but the current president is incompetent at best.
At least these "republican/teabaggers" will likely replace ALL Obama's cabinet members, czars, associates and advisers with people who have some real world EXPERIENCE. THAT, in itself would be a major improvement on what we have now.

So yes, I'll take a president that talks presidential and is all talk and no walk. Then again who know what he could accomplish to make our country great again if the republican/teabaggers weren't working triple overtime to prevent our country from being anything other than an undesirable place to live.
Apparently YOU prefer a president that hates you, hates your loved ones, hates everybody else in the country and hates the country. You are either very rich or you are really snowed by their bullcrap.

And that may be the most disturbing part of this contest to see who can waltz the farthest to the right. It just doesn't seem to register that we're talking about people. Healthcare, employment, govt funded services we've depended on generations. These magic tax plans have all been run up the flagpole years ago but when it was clear what the stakes were, they were shelved. We need better tax laws, but yes, fairness would be nice to have in the bargain....in this game of us vs. them, they've forgotten that when they pull the rug out, it'll be out from under us....all of us.

The Republicans have become so blatant in their disregard for the people and have shown that the only thing they are doing is providing corporations and the rich with everything they could want. How this is even a surprise to anyone after decades of the same policies that have created and widened the inequity in wealth is amazing.

The GOP used to try to disguise it but since George W, they have just flaunted their agenda. And the recent batch of GOP candidates are trying to out do each other to show just how insensitive to the problems of our people they can get.

Answers like the one Perry gave in this interview are the reason that Right are so intent on controlling the dialogue in the media. They dont want their pols having to answer questions about income inequality and corporate greed. Because they know that they (The Right) are on the wrong side of the American People on those issues. Until OWS, they have been relying on the Democratic Parties complacency and weakness. But now that The Progressive movement has defected from the Democratic Party. The political Right now finds itself in a situation where they dont control the conversation. And they know that means they will be doing alot of damage control and backpeddling when the less informed and less savvy members such as Rick Perry begin giving unfortunate and ill advised responses. Just like the one he gave in this interview.

If Perry wants to favor the wealthy 1% and doesn't care about income inequity for the middle class, the middle class should not care if Perry becomes POTUS and the middle class should instead vote for someone who does care about the middle class.

He doesn't say he doesn't "care" about the middle class. It's just that you're going to have income differences because of: education, ambition, luck, hard work, etc. Not everyone is equal and doesn't work as hard. You reap what you sow....

Some have advantages the others don't - it is not just about hard work. A great example is George W. Bush. How many businesses did he cause to fail but he still was given the Presidency because of his family ties and money.

If effort was truly the overriding criteria for success, the whole wealth thing would be turned upside down... Few work as hard as man of the immigrants but they are at the bottom of the income scales.

A: I do. I think you need to have a tax system that basically is flat, fair and simple. And that you can put on a postcard. Americans, I hope, aspire to be wealthy.
