McALLEN, Texas -- A Texas family law judge whose daughter secretly videotaped him savagely beating her seven years ago won't face criminal charges because too much time has elapsed, police said Thursday.

Aransas County Court-at-Law Judge William Adams likely would have been charged with causing injury to a child or other assault-related offenses for the 2004 beating of his then-16-year-old daughter, but the five-year statutes of limitations expired, Rockport Police Chief Tim Jayroe said.

"We believe that there was a criminal offense involved and that there was substantial evidence to indicate that and under normal circumstances ... a charge could have been made," Jayroe said. He said the district attorney determined he couldn't bring charges, and that police would discuss the case with federal prosecutors even though he doesn't believe federal charges would apply.

Hillary Adams, now 23, posted the 8-minute clip on YouTube last week that shows her father viciously lashing her with a belt and trying to force her to bend over her bed to be beaten despite her wails and pleas to stop. The clip had received more than 2.4 million hits as of Thursday, and police began investigating Wednesday after hearing from concerned citizens.

William Adams, 51, issued a three-page statement Thursday saying his daughter posted the clip to get back at him for telling her he would be reducing the amount of financial support he gives her and taking away her Mercedes. The statement did not include an apology for the beating, but he told Corpus Christi television station KZTV on Wednesday that the video "looks worse than it is," that he had already apologized to his daughter and that he was just disciplining his child for stealing.

Hillary Adams says her parents were angry because she had downloaded pirated content online, and that she turned on the camera because she sensed something was going to happen.

William Adams, who presides over child abuse cases, is still being investigated by the state's judicial conduct commission and the Texas Department of Family and Protective Services, which on Thursday requested that he be removed from its cases until the investigation concludes.

Patrick Crimmins, a spokesman for the agency, declined to elaborate on the exact nature of the investigation. But he said that in general, the agency would only investigate a case in which a suspected abuse victim has already reached adulthood if there are still children in the home who could be at risk. Adams was granted joint custody of his 10-year-old daughter in his 2007 divorce.

There are no allegations of alleged abuse by Adams against his younger daughter, who primarily resides with her mother, Hallie Adams. Crimmins declined to say whether his agency is investigating the parental fitness of Hallie Adams, who lashed Hillary once during the 2004 beating.

Crimmins said his agency ordinarily wouldn't disclose that it is investigating someone, but that it did in this case because the investigation is the reason it requested that William Adams be taken off its cases.

Jayroe said that police did not interview the younger daughter, but asked both Hallie and Hillary Adams about it and there was no indication of abuse of the younger daughter.

In his statement Thursday, Adams said he would "respond" to all investigations. As Aransas County's top judge, he has dealt with at least 349 family law cases in the past year alone, nearly 50 of which involved state caseworkers seeking determine whether parents were fit to raise their children.

County officials confirmed that Adams will not hear cases related to Child Protective Services for at least the next two weeks. And the top administrator in Aransas County cast doubt on whether Adams could credibly return to the bench.

"I would think it would be very difficult," said Aransas County Judge C.H. "Burt" Mills Jr. "Personally I don't see how he can recover from this."

If the judicial commission and police investigations don't lead to punishment or charges, Adams could be safe on the bench until he's up for re-election in three years.

Hillary Adams said she waited so long to expose her father because she was terrified at what might have happened had she done so while still living under his roof. She said the outpouring of support and encouragement she's received since posting the clip is tempered by the sadness that it's her father repeatedly lashing her with a belt and threatening to beat her "into submission."

During an interview with her mother Thursday on NBC's "Today" show, Hillary Adams said her father regularly beat her for a period of time. has repeatedly said she didn't post the clip to spite her father, and that she hopes it forces him to seek help.

Her mother blamed her ex-husband's bouts of violence on an "addiction." She called it a "family secret," but declined to elaborate.

In his statement, though, William Adams painted a starkly different picture of why his daughter posted the clip.

"Just prior to the YouTube upload, a concerned father shared with his 23-year-old daughter that he was unwilling to continue to work hard and be her primary source of financial support, if she was going to simply `drop out,' and strive to achieve no more in life than to work part time at a video game store," Adams' statement said. "Hillary warned her father if he reduced her financial support, and took away her Mercedes automobile, which her father had provided, he would live to regret it."

Hillary Adams did not immediately respond to email requests Thursday seeking a response.

Why is there such a short statute of limitations on savage child abuse?

Don't the lawmakers know how hard it is for children to report sadism by creeps that they depend on for food and shelter?

It's a disgrace how powerful lawmakers protect other powerful people and enable child abuse.

The purpose for having a 'statute of limitations' is to ensure the correctness of evidence, witness's tend to forget things or incorrectly recall things. Logic would seem to dictate that this case is different, no recall required, just rewind and play. Too bad Uncle Sam likes the "one size fits all" approach over reason and logic. Sad that Texas is still giving this monster a paycheck and allowing him to serve in any capacity as an "Honorable Judge". How can they even introduce him in court where truth is required?

This man sickens me. It very definitely was abuse. That man was angry and unable to control his anger. He was flinging the F-bomb right and left...which is wrong enough in itself. As an adult, you are the one in charge, then be in charge...get control of your own emotions so that issues can be dealt with...that's what being a man is. NOT losing all ability to control what you do and say. If you feel that way, you walk away until you can get your emotions under control. The fact that he has been a family court judge, is the worst, most twisted irony of it all.

The responses that say if she was abused, why she waited so long to release the tape don't make sense. It is precisely because she was abused that she didn't release the tape. Abused people find it very hard to fight back. The mother had left him when Hilary was 6 months but shamed into going back. The average victim leaves 7 times before permanently leaving.

Judge Adams' statement doesn't change anything. I would never believe anything an abuser says anyway. Professionals know that you take what they say with a pinch of salt, not because they lie outright, but because they believe their own distorted propaganda. They are master manipulators, and judging by the comments defending the indefensible, he has managed to villainize the victim and get even good people on his side. That's what they are good at doing - getting allies.

It only seems confusing to those who aren't educated about abuse. Once you know the dynamics, you understand everything clearly - the mother's behavior, the daughter's defiance, the father's reaction, the escalation, public drama and splitting of opinion, etc. All textbook stuff.

What shocks me is the level of brevity coming off of some of the posters in supporting such abuse. I try to be my children’s best friend and promised myself that I would never be my father. When I yelled at my son for the first time and saw the fear I once had in his eyes I promised I would never do it again. Children should never fear their parents. They should respect them and honor their wishes, but to have outright fear is evidence in you being an abusive parent. The description and label of “abusive” is not only reserved for those who drink too much and live in trailer parks. What you see in the videos is NOT proper parenting. What this judge deserves is jail time and permanent notice to the world that he will do as much damage as a child sex offender. He is a monster pure and simple. Reply back with what you will. I grew up with an abusive father and even went to a military college that condoned it. The difference between the two was that I chose the college and was proud to have weathered the storm of abuse and tribulation. I didn’t get to choose my abusive father. For that I felt imprisoned as a child. Love and care should never equal physical abuse. I hope everyone realizes that and if you don’t I hope protective services comes knocking on your door one day.

Wow, what a rare American. I am shocked when I read some of the comments from all over your country. I mean, are they for real?! JUSTIFYING the abuse by calling it a good whipping on the butt?? And that it produces well-behaved kids?? Well, I've seen people whip their kids, in the name of discipline. I can tell you they are absolutely negatively affected, and some are likely to be abusers if they have children. And a liability to society unless they get help.

If they are rational people, they have already got therapy. It is so common for people to parrot the abuser in blaming the victims as well. There is nothing that the victims do to contribute to the problem. They need therapy for having lived in the concentration camp, true, but not for causing the abuse.

What's even more disturbing than the fact that this monster will not be legally charged with a crime is that some of the posters on this blog defend him (?). As a "shrink" and adult who was abused as a child I know all too well how much emotional and psychological damage this so-called type of "parental discipline" can do. Children should never grow up fearing their parents. This man is nothing more than a sadist, bully and coward!!!

I don't think so.. maybe if you open the bible it says all who touch children will live an eternity in hell and this is exactly where this guy belongs.. Who in his right mind does he think he is? Maybe the parents could have tried taking the computer away as a form of punishment .... this is so disgusting and both parents should be thrown in jail. This is a prime example of why children are afraid to tell adults when they are abused and sexually harassed. I was unable to eat for a day after watching this video it made me sick to my stomach. Worst of all, the father and mother think nothing is wrong with this. To the persons comment below I hope to God you don't have children and never will.

I dont care what you think...it is what it is. what YOU think don't matter a damn bit. i have 5 kids who are respectful to their elders, help without being told, dont talk back to their parents or grandparents, aunties, uncles, teachers, authority, etc.Love and discipline was handed out early in their lives so unlike most people with out of control teens, i never had that problem. GOD gives other directions in the Bible, including bringing up your kids right, handing out discipline, loving them. He also said not to judge others which you are doing right now. I just hope all these cry babies on the blog in favor of the daughter thank a member of the armed forces everyday for fighting for their freedom to cry about getting into another person's business on how they give their kids love. At least when i give my kids love, it doesn't only deal with praises and kisses, it's about firm correction as needed. Let he who is without sin cast the first stone. Nuff Sed

It seems the daughter's intent was maliciously devised to provoke an incident in which she knew very well what the outcome would be, and continue with her plan to video tape what her father would do. In her evil attempt to what appears to blackmail her father and end his career, I hope she fails and all negativity falls on her.

Don't think so, playfair. If I were the daughter I would be doing it to break the isolation. Domestic abuse creates isolation and it serves to increase the control that the perpetrator has over the victims. Nobody believes them. It is not evil to expose evil, it is only evil to cover up evil.
