WASHINGTON -- House Speaker John Boehner said Thursday that any bipartisan agreement reached by the congressional deficit-reduction supercommittee will need to include some new tax revenue.

Most Congressional Republicans have signed a "taxpayer protection pledge" -- devised by the Grover Norquist-led group Americans for Tax Reform -- vowing not to raise taxes. When asked about Norquist on Thursday, Boehner dismissed him as "some random person in America" but later revised his comments to say that "Norquist, like millions of Americans, believes that raising taxes is not good for our economy."

According to CBS News, Boehner insisted that Republicans would only compromise on tax revenue if Democrats were willing to take significant steps to shore up entitlement programs.

"Without real reform on the entitlement side, I'm not even going to put any new revenue on the table," Boehner said. Entitlement programs include Social Security, Medicare and Medicaid.

Any new tax revenue would not come from raising rates, he said, but from overhauling the tax code, sweeping out loopholes and deductions in order to reduce individual and corporate rates.

"I do think that our efforts to have a flatter, fairer tax system, with our targets being 25 percent top rates for corporations, 25 percent top rates for individuals, is achievable," Boehner said. "That means you clean out all the garbage. I think it's very important that it get done."

Boehner says he remains committed to helping the deficit panel succeed and that Congress should approve its recommendations if it produces a plan to curb the government's gush of red ink. He expressed confidence on Thursday that the group would meet its goal.

"I didn't agree to set this thing up with any idea that it wouldn't succeed," Boehner said. "I'd love to exceed the goal, but we have to meet the goal, and I'm going to put every ounce of effort in to make sure that we do."

Shortly after meeting with reporters, Boehner met again with supercommittee Republicans.

The panel has three weeks to come up with recommendations that would be given an automatic vote by both House and Senate.

The deficit panel appears deadlocked over demands by Democrats that it raise substantial new revenue. Republicans are united against the idea, though a GOP proposal last week counted new Medicare premiums and larger contributions from federal workers to their retirement as revenue. Republicans also assumed about $200 billion in revenue would come from the economic growth associated with reforming the loophole-cluttered tax code.

In a surprise development, the three GOP senators in the so-called Gang of Six group that forged a bipartisan deficit proposal including about $2 trillion in new revenues signed on to a letter drafted by conservative stalwart Jim DeMint, R-S.C., that called on the supercommittee to propose a solution with "no net tax increase."

Boehner discussed a potential deficit deal with President Barack Obama this summer that would have allowed up to $800 billion in new revenues as part of a comprehensive tax overhaul bill that would have eliminated many tax breaks and used the savings to lower income tax rates.

However, the Boehner-Obama talks fell apart.

Boehner said Thursday that "all kinds of discussions" are going on now.

"I think there's room for revenue but there's clearly a limit to the revenues that may be available," Boehner said.

Want to fix the problems start by removing the cap at just above 100k income no reason what so ever that rich people should pay ZERO on the top income. That will fix social security for generations to come. And it is also fair. Right now poor and middle class pays a higher rate than those with the most amount of income. Really that is insane.

I am sure it will include tax revenue it just has to be made sure the double whammy hits the middle class and the poor the hardest, I mean god forbid to go after those that make billions and pay ZERO or even a NEGATIVE taxrate since we give them WELFARE checks as well.

Our government and the people that are in it have got to be the most ignorant fools in the entire world.Tax revenues.The answer to this has been right there in front of them for decades and now that it's the 21 century one would think that they would go along with all of the very positive and well proven study's and proven research and use marijuana as a toll for numerous things.No more national deficit within 3-4 years or sooner,all states in the black within 2-3 years.No mre throwing away mega billions trying to stop it and faling at the federal level and mega milions at the state levels who also fail at it.Medicinal values are second to none without any dangerous side effects unlike the meds being used today for say pain and mental issues etc.No more s.s./SSi/military disability and medicare-aide probelms ever again.This would give washington plenty of time to go slowly and come up with a real working solution for our country and all of it's major problems in the future.It's the most intelligent and logical thing we could do right now

Eliminate the salary cap for SS/Medicare. Go after the fraud in Medicare. But, otherwise, leave them BOTH alone! These are NOT entitlements in the manner that TeaParty/Republicans refer to them as...but they ARE entitlements from the standpoint that we PAID for them, so we are ENTITLED to them! Do NOT cut them!!!!

MEDICARE should be income and asset tested! The rich should not get free disease care!!! They should pay their own medical bills! The cap on Social Security should be eliminated, or dropped altogether.

Social Security is NOT an entitlement! It is a retirement program I paid for, deducted out of my salary with an employer contribution (which is still part of my COMPENSATION!!!), I have the documents to prove it!

Here it comes yawl, we will see "more" tax cuts for the top 1%, we will see tax "increases" for the working poor and Middleclass while SS will be nothing more than some chup changes to go buy a coke and a candy bar once a month and Medicare will only cover minor injuries.

Liberals, we need to face the fact that the United States Workforce is headed back to the Gilded Age of no Labor Laws, no SS and no Medicare.

No way the country will let the GOP push draconian changes to SS and Medicare.
They DO NOT need to raise the age of retirement. They NEED to raise the cap!
They need to means test Medicare.....not keep slashing on the provider side.
Millionaires can well afford to pay a little more for it.......especially since the GOP has given them lucrative tax cuts for 30 years now.........
So lucrative that we have never had seen such an incredible income divide between the wealthy and the rest of the country and they didn't have to work for it........they were handed it by the GOP.

I wish I could agree with the poster but am unable to do so. There are far too many who do not care for anything but what happens to them. If it happens to someone else or "that other one" they could care less. That is why the Republicans, in their plans on Social Security, made it a point to say that those 55 and older would not be affected by any of the changes they propose. Many of that age, or older, will fall for it. The tactic is an old one. It is called "divide and conquer" in order to achieve "victory".

the title of this is misleading. what boehner actually said was "we will not change our position. we want cuts to be made to the entitlement programs." how can you want tax revenue but no tax hikes? change the tax codes? really? that would mean closing all the loopholes that allow the 1% to evade paying taxes, and boehner knows he is not for that.

this committee is a joke, just like the current congress. nothing will be accomplished.

amazes mehow many people who pay no taxes..want to raise the taxes on those who do....and then call it "fair share"..i say if you raise taxes on one american..you raise them on all americans..and everyone should pay something..after all we all benifit from this country..and those who use the majority of the taxes in social programs..are the ones who dont pay anything..thats wrong!

How or why should Americans believe you Speaker Boehner when you had a deal with our President on the previous debt-ceiling negotiations, only to have Eric Cantor storm out of the talks when the discussion turned to increasing revenue. Democrats and the President should be well versed in your tactical strategy by now and I am certain they are less than convinced by your words! As Americans we also recall you running on a platform of job creation and you have yet to provide one single JOBS bill. Oh sure, you have created 10 bills which call for deregulating the EPA, and 5 bills which pertain to drilling for oil, which are the exact same thing you have been promoting since the history of time. We are wise to your deception Speaker Boehner and we are also privy to the fact that you actually do not have control over your own caucus as the result of the Tea Party supposed patriots. We also know that you must be aware that Eric Cantor is just waiting for you to strike a deal with this President so he can shove the metaphorical political knife in your back taking over the Speakership. We are not fooled Speaker Boehner!
