WASHINGTON -- Vice President Joe Biden says the White House will keep acting on its own to find ways to help the economy if congressional Republicans don't pass the administration's jobs bill.

Filling in for President Barack Obama in the weekly radio and Internet address, Biden asked listeners to press Republicans "to step up" and send approve the plan.

"Tell them to stop worrying about their jobs and start worrying about yours because we're all in this together, and together is the way we're going to bring America back even stronger than it was before," Biden said.

Obama, who returned to Washington late Friday after attending an economic summit in France, made a similar appeal in last week's address.

Biden said as opposition from Republicans continues, the president has used his executive authority to help veterans find jobs, homeowners refinance mortgages, and reduce the cost of student loans.

Biden said those efforts would continue so long as Republicans oppose the president's plans.

"If the Republican Congress won't join us, we're going to continue to act on our own to make the changes that we can to bring relief to middle-class families and those aspiring to get in the middle class," Biden said.

Senate Republicans on Thursday rejected a $60 billion bill that would have built and repaired roads and rail lines. It was the third defeat for Obama's stimulus-style jobs agenda.

Last month, Republicans blocked the $447 billion package and then Democratic efforts to win approval of a $35 billion piece of the legislation intended to prevent layoffs of teachers and firefighters.

Obama presented his jobs plan in September and has since launched a campaign-style effort to win passage, holding rallies in states critical to his re-election efforts.

In the GOP's weekly address, Massachusetts Sen. Scott Brown urged Senate passage of legislation that would repeal a 3 percent withholding mandate on payments to many contractors who do business with the federal government.

Brown called it "a stealth tax" that will hit small businesses and contractors starting in 2013.

"Now, all the mandate will do is, is take more money out of our economy at a time when quite frankly we can least afford it. And as a result, businesses will have less money to hire and pay new workers," Brown said.

The repeal passed the House last week with wide bipartisan support and Brown called on the Senate majority leader, Democrat Harry Reid of Nevada, to bring it to a vote.

Dear Scott Brown, first of all, we need jobs NOW, not in 2013. Second, NO independent study has EVER shown that dropping the 3% you're talking about will create jobs. Fact is, random tax cuts do NOT create jobs, as the previous decade has shown. Tax cuts can create jobs IF you ONLY give those small businesses who hire a new worker a tax cut. They have given obama's "jobs bill" not just one up or down vote but two votes; the democrats couldn't get their own party to support obama's "jobs bill" TWICE. At a cost of $200,000 per job can you really even call it a "jobs bill"?

Actually, there have been 3 senate votes on 3 versions of the Obama jobs bills. Each got a majority approval by 51, 50 and 51 votes respectively. Throughout our history up until the Obama years, these bills would have passed. Since Obama, the Republicans in the Senate have destroyed majority rule. Now, only a 60 (60%) vote super majority will pass anything in the senate. And, this is how the Party of No got its name.

By the way, the Obama bills contain lots of tax incentives that should be subracted before you figure the cost per job. Your $200,000 per job is a gross distortion bordering on a lie.

The complete lack of interest in passing any bills that deal with jobs or the unemployed while they pass junk bills that have no chance of being approved is not being lost on the general public. Hence the 9% approval rating. They are digging a hole so deep it will be impossible to climb out.

his bills are "paid for" over 10 years. they include tax increases which the repubs will not pass. BHO is the TAX & SPEND president!

The repubs are trying to keep the debt down since the dems dont really care. They have 15 bills in the senate the dems refuse to look at..... goes both ways....

You might try telling the truth. No president in our history has cut taxes more than Obama; to a level not seen in 60 years.

The 15 bills you refer to would be more properly called THE REPUBLICAN INCREASE CHILDHOOD ASTHEMA bills.

3 presidents, Reagan and the 2 Bushs, created 75% of our national debt. They could not have piled this monstrosity on the backs of our grandkids without the support of their conservative base................YOU (!)

Um ... government has to tax before it can spend, or at least borrow. And if it borrows then it must tax more to pay back the loan with interest. Because Republicans don't tax they must (and do) borrow but because they don't tax they are completely ineffective at paying that money back. If you conducted your personal finance the way Republican governs you would cut your spending until you lived in box under a bridge and still go bankrupt because you wouldn't be able to maintain a job (or your health, your relationships or anything else) to pay down the interest compounding debt after selling off your living and transportation infrastructure thus becoming more of a burden to society. And this might explain why Republican districts tend to be so heavily (and ironically) dependent on social assistance funded in large part by Democratic districts all the while Republicans and their constituents rag on the very socialism they, themselves require. Here again, we have a Democrat president trying to invest in this nation to get it back into self-sufficient shape while the Republicans whose gross irresponsibility and delusional philosophies spent us here continue to rag on him for, of all things, not doing enough while they simultaneously do everything in their power to hold him (and the rest of the people) back.

the administration is right on with its action. if the republicans congress are not going to act, the president and dems have to find ways outside of the do nothing congress to help the american people. all the executive order made have being good. but the president needs to continue with bold, large and direct plans to help the people. lets order every agencies to spend the funds they have on school, road, bridges and infrastructure project. order the agencies to speed up and reduce red tape for loans, and project. order the housing authority to expand program to refinance home mortgage, whereby reducing rates, and principal. this should go to people underwater and behind. everyone benefits from the mortgage crisises being fix. Mr president, no more spending cuts until the economy starts to recover. spending cuts equal jobs and if we most cut spending, lets start with defense.

"Vice President Joe Biden says the White House will keep acting on its own" - just another indication that Obama and company wants to destroy that which made this country - the Constitution. Obama wants to ignore the separation of powers embodied in the Constitution and declare himself the 'Supreme Leader' for life. Any one who disagrees with Obama will be attacked and in one manner or other destroyed.

When you cut spending you never create jobs that is why the economy is in the shape it is today.When money is removed from the economy then demand is decreased and in the end jobs are eliminated.The largest problem with small business hiring is the lack of demand.50% of the population earned only 13% of the AGI reported to the IRS.When half the population is earning so little where will they get the disposable income to buy more than necessities if income don't rise and well paying job are'nt created.Expand jobs and income for the majority of people and if it requires taking from the 1% that made more than the 50% to help accomplish this so be it.They created this problem and should be held responsible for fixind it one way or the other.

Not reading for comprehension there, are you? What you wrote is quite the opposite of what was written above you. In fact, reduced opportunity for achievement -- for the majority of us -- is hurting the economy. When all the money got funneled to the top (not an "achievement" so much as a coup) the money removed from the economy led to reduced wages, reduced demand, fewer jobs. Sorry you're struggling with this.

You are so right, scottwarhar. People do not realize that every dollar the government spends winds up in a jobs somewhere either:

Directly - Where the government procures a gigantic array of goods and services from fighter jets to toilet paper.

Indirectly - Where the government send out 70 million checks to individuals each month that is spend on the local economy supporting businesses, creating and sustaining their jobs.

BOTTOM LINE: You cannot slash government spending without slashing jobs in the private sector.
