IEA's World Energy Outlook Warns Of Irreversible Climate Change

PARIS -- The International Energy Agency warned Wednesday that the world is hurtling toward irreversible climate change and will lose the chance to limit warming if it doesn't take bold action in the next five years.

In its annual World Energy Outlook, the agency spelled out the consequences if those steps aren't taken and what needs to be done to cap global temperature increases at 2 degrees Celsius (3.6 degrees Fahrenheit) above preindustrial levels. That's the threshold beyond which some scientists have said catastrophic changes could be triggered.

But the agency's chief economist, Fatih Birol, said this week that he's not optimistic that leaders are willing to make the necessary sacrifices.

"We are going in the wrong direction in terms of climate change," he said in an interview Monday ahead of the report's official release.

He noted, for instance, that governments around the world have put increasing energy efficiency at the top of their to-do lists, but efficiency has worsened for two years in a row now.

Birol said such backslides have real consequences.

"After 2017, we will lose the chance to limit the temperature increase to 2 degrees Celsius," he said.

The report said that the current promises to reduce emissions, when taken together, will likely result in an increase of more than 3.5 degrees Celsius – and there isn't any guarantee those commitments will even be carried out. Without them, the picture is bleaker: an increase of 6 degrees Celsius or more.

Birol said the world doesn't lack the technology to tackle the problem – just the political will.

"Even with existing technologies, you can improve substantially, but to do that, you need some price incentives and these price incentives are not there," he said.

In fact, there are incentives to consume more: The report said subsidies for fossil fuels have risen past $400 billion. Birol said those need to be cut and instead a price needs to be levied on carbon. Only when "dirty" fuels become more expensive, he said, will governments follow through on their commitments to increase energy efficiency.

The report pushes hard the need to increase efficiency, generally considered the easiest way to reduce consumption since it has a price-incentive built in. It has become even more important since Japan's nuclear accident sparked a rethinking of the use of atomic technology previously seen as key to cutting emissions.

"The most important contribution to reaching energy security and climate goals comes form the energy that we do not consume," the report said.

It also predicted that oil prices would rise over the long term, though a weak global economy and the return of Libyan oil to the market would ease short-term pressures.

How high the price goes will depend, in part, on whether investors are willing to cough up what the Middle East and North Africa needs to keep pumping. Birol said last month that unrest in the region has made investors reluctant to pour money in.

As a believer that excess CO2 will increase infrared absorption, I need to point out that ALL the solutions are whimpy and appear to be designed to limit Earths people.
Did you know that we already have the means to FIX global warming (and I mean the RIGHT way). It's called using the nuclear closed cycle (such as LFTR) for all the extra energy required to extract CO2 out of the air (to be "mixed" with other elements and sold as liquid fuel).
We already have the means to power FIFTY global civilizations without harm to the planet... But greeeed won't allow for it. Even solar can power whole planetary civilizations (I did the math).

For those of you who do not know Orkneygal, consider this recent comment from her:

Does the NSIDC web site say that Arctic sea ice extent is increasing at a pace never before seen in human history? No.

"Arctic sea ice extent increased rapidly through October, as is typical this time of year."

Changes in the sea ice extent change the overall energy balance of the earth:

Is there any truth in her comment? The NSIDC report does state that the extent is growing:

"about 40% faster than the average growth rate for October 1979 to 2000"

Is it getting back to normal then? Not likely. It might rebound somewhat like it did after the 2007 extreme low, but always look at the long term trend:

Orkney do you even comprehend what 6 deg C means for the future? You do not give the impression of understanding the implications. What happens now because of the CO2 is meaningless. What happens in a few decades is likely to be tragic.

Well, the denialists have been out in force again, top-posting, putting up their little talking points, and basically trying to persuade the lurkers that they really know The Truth while the Evil Scientific Establishment and their Shadowy Green Masters are plotting behind the scenes to impose One World Government on the American People to make Al Gore Rich.

They do this because impugning the competence and integrity of thousands of scientists is the only way they can persuade anyone that they have a case. Their scientific case fell apart years ago, leaving only a few cranks, has-beens, and sellouts on their side in the scientific community.

Meanwhile, the CO2 marches ever higher, the temperatures rise, the ice melts ....

The case for CAGW is essentially argument from ignorance.

Essentially we postulate that minute amounts of CO2 will cause warming of the atmosphere. Then we simulate the climate [minus clouds & ocean currents etc]. The climate has warmed slightly more than the models say it should so we ascribe the residual warming to CO2.

That is like modeling a car without modeling the radiator and concluding it will overheat.

Since there has been no warming for 13 years the models must be tuned to show there would have been substantial cooling during those 13 years which exactly balances the missing warming. How convenient !

There are something like 13 models which all have different sensitivities and backcast to get the same answers. To do this they postulate different amounts of aerosols.

Whenever there is cooling despite increasing CO2 like 1940 to 1978 it is attributed to aerosols. How convenient since the effect and amount of aerosols are unmeasured so it could be anything it needs to be.

There should be 10 ° C cooling downwind of China because of the aerosols [if they have the massive effect they are said to have] but there isn't !

No, actually we have direct physical measurements of how much heat is absorbed by the CO2 in the atmosphere.

No, the models do not predict warming without the excess CO2 added to the atmosphere from the burning of fossil fuels. The models predict that the excess CO2 in the atmosphere will cause warming very close to what we are currently measuring.

NASA developed a spacecraft that was to measure the effects of aerosols in the atmosphere. It was due to launch in 2001 but VP Cheney cancelled it.

Which is simply untrue ! They postulate no warming for 13 years because aerosols offset any warming but neither warming nor effect of aerosols have been measured, only guessed at.

Despite the Cheney excuse you admit the data doesn't exist and in any case wasn't measured during the 1940 to 1978 cooling when the world was at war and pumping out CO2 like crazy.

Since the models are just babies like climate science itself and cannot model clouds or rain or aerosols or ocean currents how could they help but show excess warming ?

You can't model a car without a radiator and not show that it would overheat .

Actually they show warming which is balanced by aerosol cooling which exactly offsets it since 1998 . Convenient ?

The fact is that since the El Nino of 1998 there has been no warming at all and the alarmists can't explain it.

Here you are starting all over we see.

The science behind global warming is strong. The scientific foundations run all the way back into the late 1700's. The notion of a greenhouse atmosphere runs back to the early 1800's. The actual theory of global warming was formulated in the late 1800's, by a Nobel prize winner. The evidence for global warming began to be noticed in the late 1930's. Evidence became very stron in the 1950's. The science has matured since then.

Science has no doubt about global warming. Most of the rest of the world gets it. Mostly the deniers and representatives of Big Energy and their PR firms and wholly owned politicians still refuse to see it.

This is pure bunkum. It is a classic high school science demonstration to show how CO2 absorbs heat. There are some great youtube demonstrations on this. I did the high school science experiment which in no way simulates what happens in the earth's atmosphere which doesn't have a fixed lid.

Surprisingly if I do the experiment without a lid on the two containers the CO2 container doesn't warm any more than the non CO2 one. The warming comes from the fact that CO2 is a non ideal gas which expands causing apparent warming !

Most people just accept what the alarmists tell them but I do the experiment when I can.

Climate science is just a baby science and it still hasn't learned to walk.
