SAN FRANCISCO — Facebook is nearing a settlement with federal regulators that would require the world's most popular online hangout to obtain approval from its users before making changes that expose their profiles and activities to a wider audience, according to a report published Thursday.

Citing people familiar with the situation that it did not name, The Wall Street Journal said Facebook has agreed to make the changes to resolve a nearly 2-year-old investigation by the Federal Trade Commission.

Both Facebook and the FTC declined to comment to The Associated Press.

If the settlement is approved by FTC's commissioners, it would require Facebook to get explicit consent from its 800 million users before changing its privacy settings, according to the Journal.

Seeking a user's prior consent is known as an "opt in." Facebook sometimes makes changes that it believes will improve its social network and then leaves it to users to reset the things that they don't like – a process known as "opting out." Companies introducing a feature or service generally prefer an "opt out" system because fewer people take the steps required to get out of the changes.

The FTC opened its probe into Facebook after the website made changes that automatically showed users' names, pictures, hometowns and other personal information available for anyone on the Web to see. That upset people who had deliberately programmed their privacy settings to confine that information to a specific group of friends or family.

As part of its proposed settlement, Facebook would also submit to government reviews of its privacy practices for 20 years, according to the Journal.

The audits are similar to the scrutiny that Internet search leader Google Inc. agreed to undergo earlier this year. That agreement settled an FTC investigation into Google's handling of people's personal information in February 2010 when it launched a service called Buzz to counter Facebook. Buzz exposed the email contacts of unwitting users, a breach that the FTC considered to be a deceptive practice.

Google is now in the process of closing Buzz to focus on another social network called Plus that debuted in June.

In an interview with Charlie Rose shown earlier this week, Facebook CEO Mark Zuckerberg said he believes the website's changes over the past year have given users greater control over their privacy.

"I think we're going to need to keep on making it easier and easier, but that's our mission, right?" Zuckerberg told Rose. "I mean, we have to do that because now, if people feel like they don't have control over how they're sharing things, then we're failing them."

If anyone enters their real name or any "real" info in any of these social networking sites (facebook, google+) you are dumb... I just deleted my google+ cause they said I couldn't use a made-up screen name... same thing with facebook. there is absolutely NO reason they need anyones real info, even locations...

I do think FB has too much control over people's life and I don't like it. In fact, I was to delete/cancel my profile on FB but the site is like a AIDS. Once you get it, everyone in you touch is contaminated.

That's why I only use it as an universal "log in" key for various websites, just opened an email account for that matter so I don't get friend requests. This way, I only see my true friends when I want to and avoid insidious acquaintances.

Unrestrainted greed will be the ruin of FB before the owners are done. They won't care though, they'll have made so much money that they'll be ready to move on and ruin another social networking site.
Unfortunately, that's the way it will always go, someone will start a site, it will be wildly popular and then some corporation will buy it and the whole process will start again.

I didn't know a lot about Facebook (I'm 70 and just use my computer for banking, emails, etc) but someone invited me to be their friend on Facebook, so I "friended" them. And the next thing I know is that everyone in my address book received a message from Facebook asking them to "friend" me?? Now how does this happen??? Talk about privacy, my address book is highjacked and used without my knowledge... what gives? Not a happy camper!!!

Didn't know until recently about the FB phone app (GPS) that lets other FB users know where you are located with your cell phone. Reported in our local newspaper last Saturday what US government intelligency agency uses FB and Twitter to track people "suspected" of suspicious behavior in foreign countries. Article said "they" didn't do it in the USA. There is no privacy on the internet or when you use your telephone....it's tracked and logged, FB is just more obtuse and up front about it. Just add an "I".....

I hate to say it, but what we really need is Internet 101 taught in school and not just a couple of hours. We need to add it with the Big 3, Reading Writing Arithmetic and Internet. People really are clueless to what the Internet is and what it could possibly be used for.

Learning a lesson is one thing, but having it pop up decades afterwards is something else.

Tho I will admit tho, some seem not to learn at all.

I'am jus sayin, if that's you in your picture, "Damn" he must be the "sheeeet" cause you don't look like you would have any trouble finding a goodman, i only say this because you should'nt even have to feel that you need to hack into his account and maybe see something you already suspect..As a middle aged man i can say from experience, he just loves it when you show your insecurities, please in no way am i trying to disrespect or hurt your feelings...Think back to the time when you two first met...all good no insecurities and shit,because you knew he was your man and you his lady,but looks aint everything..being latina though i kind of understand...but try not to trip..so sorry but i felt i had to say something here...takecare

If FB users were really smart, they wouldn't post ANY factual data on the site, except for their name, and then only if they sought contact from long lost friends etc. You can create a FB account with a pseudonym / pen name and tell it to your friends. FB does not, and cannot, really verify the accuracy of your personal stats.

Or, you can put real information in so people can find you. Then, don't use ANY Facebook applications, use a separate browser for Facebook (I use Safari) and don't do anything else on the Internet with that browers. Certainly, don't sign into newspapers and sites like this one using a real Facebook account.

In a couple of years when facial recognition technology advances a little more, Facebook will be scoured by "bots" that identify and catalog everybody, and every one of their friends. It's only a matter of time. If people on Facebook are ok with that, that's fine, but that kind of technology is already here.
