Does Immigration Fuel Crime? Without Statistical Consensus, Rhetoric And Fear Reign In Debate

The border town of El Paso, Texas is considered to be the safest big city in the country, according to some estimates.

With a sizable undocumented population and immediate proximity to Ciudad Juarez, Mexico, known for drug cartel violence, El Paso's relative tranquility has baffled many, especially those who equate undocumented immigration with increased rates of violent crimes.

To researchers such as Jack Levin, a criminologist at Northeastern University, El Paso is safe precisely because of its high number of immigrants.

"If you want to find a safe city, first determine the size of the immigrant population," Levin said in an interview with Reason Magazine.

"If the immigrant community represents a large proportion of the population, you're likely in one of the country's safer cities," he added. "San Diego, Laredo, El Paso -- these cities are teeming with immigrants, and they're some of the safest places in the country."

In the national immigration debate, those who support stronger enforcement policies often justify their hard line with the argument that immigrants commit violent crime in their new-found communities at high rates. But critics say numbers don't support this reasoning.

Ruben Rumbaut, a sociologist at the University of California, Irvine who studies criminal immigration trends, said his research supports Levin's thesis.

"Studies that I have done based on census data, studies along the border, government commissions from 1994 to present, they repeatedly have found the same thing," he said in a phone interview. "Immigrants are associated with much lower rates of crime and incarceration. And some of the safest cities are those with large immigrant populations."

Although the majority of undocumented immigrants are thought to be foreign-born Mexican nationals, Rumbaut said that his research indicates this population has a much lower incarceration rate than Americans of Mexican descent.

"Foreign-born Mexicans had an incarceration rate of only 0.7 percent in 2000, more than 8 times lower than the 5.9 percent rate of native-born males of Mexican descent," he said.

So why might immigrants have a lower incarceration rate?

"The vast majority of immigrants who come to the United States do so to seek a better life," Rumbaut said. "Committing crimes would undermine the very project that would lead them to leave their country. In the case of the undocumented, the effect is magnified. They are living clandestine lives, under the threat of deportation. The last thing they want to do is bring themselves to the attention of authorities."

Rumbaut said he believes that violent crimes along the border with Mexico have little to do with the average undocumented immigrant. Instead, he said, a small percentage of those in the country who are undocumented and involved in drug or human trafficking have given the majority a bad name.

"These people have absolutely nothing to do with immigrants," he said.

Others, however, say Rumbaut's argument ignores the danger posed by the percentage of undocumented immigrants who do commit violent crimes. Howie Morgan, the national political director of the Minuteman Project, a volunteer border militia group, said in a phone interview that his conversations with enforcement agencies have given him a different picture of undocumented immigrants.

"We've talked to sheriffs all across the nation who say they have an inordinate percentage of illegal immigrants in their jails who have committed crimes. The drug trade, for example, is completely run by illegal aliens," he said. "These things should scare all Americans."

CRIME ON THE BORDER

This year alone, the Department of Homeland Security reported the deportation of "1,119 aliens convicted of homicide; 5,848 aliens convicted of sexual offenses; 44,653 aliens convicted of drug related crimes; and 35,927 aliens convicted of driving under the influence."

Those figures have become a rallying cry for those who support a government crackdown on undocumented immigration.

In her book "Scorpions for Breakfast," Arizona Gov. Jan Brewer cites Arizona Sheriff's Larry Dever's testimony before the Senate Committee on Homeland Security, endorsing the notion that "American citizens are terrorized, robbed, and murdered by the ruthless and desperate people who enter the country illegally."

Brewer wrote that one crime on the U.S.-Mexico border in particular spurred the passage of Arizona's controversial immigration law SB 1070, which gives police in that state the power to question a person about his or her immigration status if they suspect the person is undocumented.

She repeatedly suggested in her book that an "illegal alien" slayed the rancher Robert Krentz, although the crime remains unsolved. Investigators found footprints near the crime scene, Brewer wrote, that led across the border to Mexico. Brewer used Krentz's death as a symbol of what she said was rampant border violence generated by undocumented immigrants.

At the height of the SB 1070 debate, however, Arizona had never been safer, even with the spike in undocumented immigration, The New York Times reported. FBI statistics indicated that violent crime actually fell to 447 incidents per 100,000 residents in 2008, compared to 532 incidents per 100,000 in 2000. According to the same report, property crimes also fell during the same period.

Brewer did not respond to a request for comment.

ON THE OTHER SIDE OF THE FENCE

While a handful of studies suggest that undocumented immigrants are more likely to commit crimes, many remain unconvinced.

The Federation for American Immigration Reform, which calls for a reduction in legal and undocumented immigration, takes the position that those who "violate immigration laws are more likely to violate other laws."

Bob Dane, a FAIR representative, called it a "continuum of crime" -- once an undocumented immigrant is in the U.S., he or she must violate other laws to remain here, such as seeking employment without legitimate documentation and driving without a license, he said.

FAIR has dismissed the statistics cited by Rumbaut and other academics as "misleading," saying that the numbers often lump legal and undocumented immigrants together or rely on incomplete census data.

"It's nearly impossible to collect accurate crime statistics; so there's a lot of guesswork involved," Dane said.

Still, FAIR released its own report in 2007 based on government data it said was more reliable and reinforced what it called the link between "illegal aliens and higher incidence of crimes." The group concluded that there is a "clear pattern both nationwide and in the states with the largest estimated illegal alien populations of a higher rate of incarceration of aliens than for the non-alien population."

Rumbaut, whose own research on the subject found almost opposite conclusions, called FAIR's 2007 report "evidence-optional" and "misleading," saying the sample was biased and unreliable.

At a panel discussion last month on immigration and crime, Jessica Vaughan, director of policy at the Center for Immigration Studies, which advocates a crackdown on undocumented immigration, said her group's research "found no strong evidence one way or the other for the notion that immigrants commit either more or less crime than the American population."

Judith Gans, who studies immigration at the Udall Center for Studies in Public Policy at the University of Arizona, told The New York Times that "both sides in the immigration debate accept information that confirms their biases... and discard, ignore or rationalize information that does not."

In the absence of a consensus on the numbers, Rumbaut said, the immigration debate will continue to be tainted by the "enduring power of popular myths and stereotypes."

Stealing personal information from citizens (ie SSN) is highest among hispancis, High School drop out rates are highest among hispanics.

Also, I had an client who lived near Laredo and said it wasn't safe by any means and you can't go to the police b/c what might happen if you do!

How about when some of these "sterling examples of humanity" do get in trouble, they "high tail it" back across the border! Happened near where I live, when Illegal Alien Hispanic raped an 8 yr old girl, & disappeared, South of the Border!

There was an illegal from Bolivia who was in an accident (he was drunk) killed a nun (who was on her way to mass). It was his third DUI and his BAC was .20. Not to mention his license had been revoked from the previous DUI's.

That happened recently, within a few hours of where I live.

If even one person is hurt or killed by an illegal, it's too many. Had that illegal not been in the US, his victim would still be alive. Statistics are just numbers that can be manipulated. They certainly don't mean much if one of those victimized is a member of your family.

I live in Laredo and just because crimes are NOT reported to the police does NOT mean that they do not occur. In fact there are many landowners who are afraid of going to the police because they are told they will be killed if they report smuggling to the cops. There are over 200 Mexican American kids who have gone missing in Nuevo Laredo, and one father was told to stop making noise about it because he will be killed. He has to go about armed at all times. Teill HIM and me about it being so safe. Friends of mine ALL have guns to protect ourselves, and that certainly has cut down on some random crimes and burglaries.

There is the world of black and white, monochrome, and technicolor:

Black & white: People who only see others of their same race, gender, pursuasion, religion, ethnicity, political party, etc.

Monochrome: People who see differences in people, but don't respect them. Usually, these people simply use the differences to point out how their group is disadvantaged, because another group has something that they profess they do not have.

Technicolor: People who are independent of their catagorical group(s) and think for themselves, respecting everyone for their differences and similarities. They attempt to do what's best for everyone, regardless of their affiliate group.

Technicolor people recognize that there are too many people of all groups in the US, now, including themselves, and that all of these people are having too many babies.

Immigration is not useful to our country, since it only attenuates our national problem with overpopulation and scarce resources.

Immigration into this country should cease for members of all groups.

Yes, I absolutely agree that we should tell people they cannot marry a foreign national, and we must tell Toyota & Honda & Porsche & BMW to keep their people & factories out, and we should get out of NAFTA and all the Canadians it brings into the USA, and I'm about sick of British bands and actors!

What's more, we should repeal the 14th amendment and make it all retroactive, and deport everybody who can't show their granpap's papers! Except for me, and the people I want here. The rest of you can go back to wherever you came from, and just send me all your stuff twice a month.

I appreciate your intelligent debate. It's rare among bloggers.

The 14th Amendment applies only to citizens of the US, although liberal jurists try to stretch its jurisdiction.

Marriage of a foreign national may suffer by banning immigration, but the foreign nationals can visit, and their US spouses can live abroad (with their betrothed or otherwise) but should not be allowed to permanently reside in the US, buy property, etc.

This is my view. If you want more squabbling for national resources, and higher inflation, and more special rights groups, you may choose another path. FIN.

What about the children of the people deported???? By your logic we don't belong here either! My father is an immigrant, if you kick him out b/c he doesn't belong then (reading b/w the lines) I should not be here either! (and I'm not even a fan of my father but I love this country)..

I'm 31, college educated, working on a masters, make over $70K/yr, no baby daddy, pay taxes, have very little debt, have never been in trouble with the law, never collected welfare or unemployment, have health insurance, never caused an accident, h*ll I never even skipped a class in high school...


Do I not belong in America?

FYI... Honda and Toyota employ more "Americans" than Apple which is an American Company!

Maybe you should actually READ the 14th amendment. At least the due process aspect applies to any human subject to the jurisdiction.

Your view is parochial, but other countries have tried it. The most obvious one recently was the USSR. You can see how well it worked for them.

But, YMMV. Perhaps you just hate America, ie the idea of E Pluribus Unum.

Illegal Alien Crime in Texas Is Up
The Lone Star state suffers from too much illegal alien crime. Authorities say the number of crimes committed by illegal aliens is rising. In addition, the problem of unlawful entry is multiplied by having the longest border — 1,254 miles.

Because this is a local story, there are some interesting facts specific to Texas, such as the crossing of 1600 illegal alien Indians last year. Who knew?

Other news is that Rep. Mike McCaul believes the number of ICE agents should be doubled from its current staffing. In contrast, the Kyl/McCain Border Security Enforcement Act called for an additional 5000 Border Patrol agents, plus 6000 National Guard troops. McCaul is a former prosecutor and the Chair of the Homeland Security Oversight, Investigations & Management Subcommittee, so he is a serious guy.

(In a recent hearing, Texas Department of Public Safety director Steve McCraw said there have been 22 murders, 24 assaults, 15 shootings and five kidnappings in Texas linked to Mexican cartels since 2010.)

.According to a year long study, Deborah Schurman-Kauflin, Ph.D. has concluded that the U.S. public faces a dangerous threat from sex predators who cross the U.S. borders illegally. Her study covered the period of January 1999 through April 2006.

The study called Family Security Matters concludes that there are approximately 240,000 illegal immigrant sex offenders in the United States. This translates to 93 sex offenders and 12 serial sexual offenders coming across U.S. borders illegally per day.


The 1,500 offenders in this study had a total of 5,999 victims. Each sex offender averaged 4 victims. This places the estimate for victimization numbers around 960,000 for the 88 months examined in this study.
Nearly 63 percent had been deported on another offense prior to the sex crime. There was an average of 3 years of committing crimes such as DUI, assaults, or drug related offenses prior to being apprehended for a sexual offense.

The majority of the illegal alien sex offenders ‘employment’ consisted of manual labor in industries such as agriculture, construction, restaurant, and tourism. Residences were rented and usually shared with several other illegal immigrants.

WASHINGTON – While the military "quagmire" in Iraq was said to tip the scales of power in the U.S. midterm elections, most Americans have no idea more of their fellow citizens – men, women and children – were murdered this year by illegal aliens than the combined death toll of U.S. troops in Iraq and Afghanistan since those military campaigns began.

Though no federal statistics are kept on murders or any other crimes committed by illegal aliens, a number of groups have produced estimates based on data collected from prisons, news reports and independent research.

Twelve Americans are murdered every day by illegal aliens, according to statistics released by Rep. Steve King, R-Iowa. If those numbers are correct, it translates to 4,380 Americans murdered annually by illegal aliens. That's 21,900 since Sept. 11, 2001.

Total U.S. troop deaths in Iraq as of last week were reported at 2,863. Total U.S. troop deaths in Afghanistan, Pakistan and Uzbekistan during the five years of the Afghan campaign are currently at 289, according to the Department of Defense.
