Ohio Mom Angela Norman Charged With Starving Teen To Death; Daughter Weighed 28 Lbs.

CINCINNATI — A mother and a nurse were charged Thursday in the death of the woman's 14-year-old daughter, who had cerebral palsy and weighed only 28 pounds, a prosecutor said.

A Montgomery County grand jury in Dayton indicted the mother and the nurse on involuntary manslaughter charges. Two other nurses were indicted on lesser charges of failing to report child abuse or neglect. All were being held in the county jail, prosecutors said.

"This is a tragic and sad case wherein four adults were responsible for the care of this 14-year-old special-needs girl, and they all utterly ignored and failed to do so," county prosecutor Mathias Heck Jr. said in a statement. "The conduct of these four defendants transcends all bounds of human decency."

Heck said that the girl undoubtedly would still be alive "if just one of these defendants had acted responsibly."

Makayla Norman died March 1 from nutritional and medical neglect complicated by her chronic condition, the county coroner's office ruled.

"She was the worst malnourished child this office has ever seen," Ken Betz, director of the coroner's office, said Thursday.

Authorities have said that the teen died minutes after paramedics rushed her to a hospital.

She had numerous bed sores and showed other signs of neglect, and the prosecutor described the home as vile and filthy.

The girl's mother, Angela Norman, also was indicted on a felony count and a misdemeanor count of endangering children. No attorney was listed for Norman, whose age was listed as 42 in jail records.

Mollie E. Parsons, 41, of Dayton, was indicted on charges of involuntary manslaughter, failing to provide for a functionally impaired person and tampering with records. Kathryn Williams, 42, of Englewood, and Mary K. Kilby, 63, of Miamisburg, were each charged with failing to provide for a functionally impaired person and failing to report child abuse or neglect. No attorneys were listed for them.

The teen was confined to her home and was supposed to be cared for by her mother and Parsons, a licensed practical nurse whose job was to administer care for the girl six days a week, according to the prosecutor.

Williams and Kilby are registered nurses, the prosecutor's office said. Williams was paid to supervise Parsons and visit and inspect the living conditions and do a physical assessment of the girl every 30 to 60 days. Kilby was scheduled to visit every six months to also check on conditions of the home and assess the girl's health, needs and care, the statement said.

Children's services had a referral on the family in September 2009, but it was unable to substantiate any allegations, Ann Stevens, a spokeswoman for the Montgomery County Department of Job and Family Services, said Thursday.

Stevens said she could not provide any additional information because of confidentiality requirements, but she said the department would have assisted the police and the prosecutor's office in their investigation of the girl's death.

Manslaughter? how is that manslaughter, it wasnt an accident, she starved her, she knew what she was doing! Maybe not everyone will agree with this but i think they should torture her then let her suffer just like her daughter did!

There should be justice for this poor child.Murder One on all counts. Good God look what they did! Whats an innocents childs life worth?A disabled one at that!!What excuse could her MOTHER give for neglect and cruelty to her like this? Monster! She doesnt even deserve to live.All who was involved should be charger with murder one.None of them deserve to live. Too bad they couldnt all die the same way the little girl did. No pity no excuses what so ever.Sick savages!!!

ALL four adults in this case should be starved to the point of death, revived if they happen to become unconscious, and then starved again. This should go on for years, with their mouths taped shut, so they too can't communicate the pain they would be feeling. A picture of that 14 year old baby should be placed in front of each of them with nothing else in the room for them to see. THEN when they got to the point of weighing 28 POUNDS they should be left where they lay. They WILL face their maker for this. God bless that little girl. She's out of her pain now, and she won't have to suffer at the hands of these inhuman, disgusting, sorry excuses for people anymore. In the arms of the angels Baby Girl... :**(

She needs to get the same sentence as the other guy. Skin her completely and then throw her into a 10 foot mound of salt. Her name when then be-The Giant Scab!

Mandatory sterilization for the mother and primary nurse...+ 12 years of "3 hots & a cot" with no possibility of parole. The supervising nurses should lose their licenses and be barred from any position dealing with health care or kids, plus lifetime parole.

I contend that CPS missed the ball in 2009. There was obviously other things going on and someone did call. Time and again, we allow them to get away without doing their job. Starving to death is so utterly painful. I am at a loss as to how a mother and nurses could inflict such harm on this child knowingly. Sadly, the scope of human cruelty goes beyond my comprehension far too often.

I agree, bed sores and starvation are preventable. If it was all too much for that so called (mother) that is when some gives there child up for a better life. And for the nurses they did not ever deserve to have that title. They deserve as much punishment as possible. it just makes you sick how she died such a tragic slow death. May she rest in peace.

Everyone dropped the ball, the state knew there was an issue with this family in 2008, why were there visits every six months, and of all the nurses for this poor kid to pull was the one who didn't care and just wanted to collect a paycheck and not do her job. I think the reason people have true feelings for someone this disabled is that a child who isn't disabled goes to school and hopefully the authorities notice when something is wrong and address it quickly. What's worse is this child had no way to communicate she was starving except to that nurse, there were no friends, no friends parents, no school nurse, no teacher, there was no one to help her other than those state workers who utterly failed this little girl, who deserved a life and food. Dying like that is excruciating and it was done in front of 4 adult women who apparently all were born with not a single heart between them.

Your insights are spot on. The cruelty of starving to death is beyond comprehension and it all started with the failure of the state (CPS) to step in. They fail our children far too often and they function with impunity. Your last statement sums it up perfectly. They and many others needed to see The Wizard a long time ago.

So many people are saying "how can you do this to a child? Especially a disabled child!" Just to be clear, are you people suggesting that it's less horrendous to starve and abuse a non-disabled child? The fact the child is disabled should not make this more horrible. All children are equal and all abuse should be treated as if it were just as horrendous as any other abuse case.

It is horrendous in both cases, but the reason that most people would say "especially a disabled child" is because a child with disablilites tends to not be able to stand up for themselves or seek out help. Just as people see a distinction between an adult and a child, or an older teenager versus a younger child. It is due to the perceived capability of the victim to stop the abuser.

A child who was not disabled might be able to stand up for his/herself. However, if this same child had been starved and abused for years, they might be afraid to stand up for themselves and seek help and could then become unable to stand up for themselves, even if they were not disabled. The point still stands. I'm not suggesting that we should feel appalled by what happened to this young girl, I'm merely stating that we should consider all victims equal under the law, regardless of disability.

One more point. I don't have children but I have two cats and a tortoise and hey are my babies. Believe me I've taken food out of my own mouth to feed my pet babies.If I had a child I'd go to the end of the earth to provide for mychild. I could NEVER see my pet babies going without a meal. Hell they eat more then I do. There is no excuse on earth for this type of torture and abuse. There's no excuse..

The headline should not read Mom, it should read mother, Mom, is a term of endearment, and a mom would never starve her child to death. Words do have meaning and impact, choose them wisely.

I think it should be titled "woman who gave birth." One should earn the title of even mother. As a former foster parent, I have seen many women give birth, yet fail to be a mother. It is sad to say, but there are many of these women out there who the system lets "take a class" only to have them abuse their children repeatedly. Thank you for you insight.

As a retired R.N. of over 40 years working in my profession, I'm appalled and ashamed of the actions of the nurses on this child's case. If you know of abuse and neglect you are also responsible. They broke their vow of "do know harm".
