KOLKATA, India — Fleeing medical staff abandoned patients to a fire that killed 89 people Friday as black smoke poured through the seven-story hospital in this city in eastern India, officials said. Six administrators were arrested.

Dwellers of a nearby slum who first noticed the smoke and fire rushed to the AMRI Hospital to raise the alarm, but security guards kept them back, saying it was only a small blaze, witnesses said.

It took firefighters in the city formerly known as Calcutta more than an hour to respond, said Pradeep Sarkar, a witness whose uncle was hospitalized but was among those safely evacuated from the private facility. Some of the slum dwellers helped with the rescue.

The neighborhood's narrow streets apparently made it difficult for fire trucks to get close to the building and to bring in big hydraulic ladders. Eventually, they smashed through a main gate to make way for the ladders.

Six hospital directors surrendered to police and were charged with culpable homicide, according to police who spoke on condition of anonymity because they were not authorized to talk to the media.

Mamata Banerjee, chief minister of the state of West Bengal, ordered the hospital's license withdrawn. The hospital denied that any safety measures were violated.

"It was horrifying that the hospital authorities did not make any effort to rescue trapped patients," said Subrata Mukherjee, West Bengal state minister for public health engineering. "Senior hospital authorities ran away after the fire broke out."

Rescuers pulled 73 bodies from the building and another 16 died of their injuries later, said Danayati Sen, a top Kolkata police official. Most of the deaths were due to smoke inhalation, rescue officials said.

Four of the dead were staff members, hospital officials said.

There were 160 patients in the 190-bed facility at the time, said Satyabrata Upadhyay, a senior vice president.

One survivor told Indian television she was at the bedside of her mother, who was on a ventilator, when smoke started filling the room.

"I kept ringing the bell for the nurse, but no one came," she said, adding that rescuers managed to evacuate her mother more than two hours after the fire started.

Rescue workers on ladders smashed windows in the upper floors to get to trapped patients before they suffocated from the smoke as sobbing relatives waited on the street. Patients were removed on stretchers and in wheelchairs to a nearby hospital.

Patients and relatives complained that hospital staff did little to help and that smoke detectors failed to go off.

S. Chakraborty said his wife, Moon Moon, who was hospitalized with a broken ankle, had called him at home to say that a fire had broken out. By the time he reached the hospital, she was dead, he said.

Sudipta Nundy said his brother-in-law, Amitabha Das, who was being treated for an infection, died by the time rescuers arrived.

"He would have survived had hospital authorities allowed outsiders in early to evacuate the patients," he said.

Banerjee said that while the fire brigade was delayed, police arrived quickly to help with the rescue.

Not all patients said they were abandoned. Jyoti Chaudhary, in his late 60s, said a hospital worker helped him down a stairway.

The loss of life was "extremely unfortunate and painful," Upadhyay said, adding that the facility followed strict fire safety measures. He promised to give 200,000 rupees, (about $4,000) to the relatives of the dead.

"We deeply sympathize and share the pain and agony of the family members of the patients admitted here," he said.

The expensive AMRI Hospital was recently rated one of the best in the city by an Indian magazine.

However, safety regulations are routinely ignored at hospitals throughout India, where it is common for fire extinguishers, if present at all, to be several years old and never serviced. Few buildings have fire stairways, and drills are virtually unheard of.

The blaze erupted about 3:30 a.m. in the basement and heavy smoke quickly engulfed the hospital. The cause was not immediately known. The basement was being used for storage.

By midmorning, the fire was under control and most of the patients had been moved to other hospitals, said Javed Khan, the state fire services minister.

Judging by the comments here, people in the western world have misconstrued the fire to be the end result of bad governance, overcrowding, tardy fire response, lax regulations et all. The owners ignored safety directives, and tried to keep the fire under wraps for fear of an investigation about the violation of fire safety norms. This wasn't a an ill-equipped government hospital, but a rather advanced privately run institution with the latest medical and diagnostic equipment along with a radiation therapy facility for cancer treatment. The treatment of the patients were not state sponsored or subsidised, unlike the NHS or Canada's healthcare system and the costs in a premium hospital is quite high. The fire broke out at 2AM and hence, crowding in the streets wouldn't have delayed the firemens arrival. It's was just a simple case of criminal negligence and profiteering at all costs.

It appears that the basement where the fire started was meant to be a carpark but the hospital has been storing items such as diesel and other hazardous materials there. I heard an Indian politician today saying that India is a third world country with delusions of greatness. Accurate, but I imagine it won't make him popular among the Indian 1%.

Enforced codes of regulations are the heart of modern civilization.
NOT old time religion.
NOT political ideologies.
And the foundations of these codes is threefold: human reason, ethics and science.

In India, enforcement of law, rule or regulation is very weak.

Indians can legislate and moralise and build bombs and show off with their space program and their fancy religious festivals. But they cannot regulate a street market.

Why not?

Because it is not a society of laws. It is a society of influence and corruption, of networked families and clans, of shady groups and local oligarchies. A society of the connected.

In India the law is a game played by a minority in the professions and middle classes so that the country as a whole can pretend it is a fancy modern state.

It is not. India is a premodern shambles.

I repeat, the heart of civilization in modernity is the capacity to enforce regulations.

India is failing. So people die.

Have you ever been to India? And I don't mean a couch trip with Discovery Travel & Living.

The government and activist organizations have been promoting family planning for the last 30 years (why its not working, I'll come to that in a min). Unlike with Catholics and Muslims, contraception is not a bad word for most Indians. The government and non-government organizations promote and provide free means of contraception (rubber, pills, IUD, you name it) to whoever wants it. In fact, the Indian Prime Minister caused a national outrage when she forced people to get sterilized (or go to jail), back in the 70s.

Problem is, India is trapped in a vicious cycle of illiteracy / ignorance --> poverty --> population crisis. Government programs, although popular and somewhat effective, have not been able to turn around the situation completely. I agree with your sentiment -- its a huge mess over there -- but not because of the reasons you state.

Still, the average age women having kids is not 13. Because if that was so, with India's infant mortality rate and 13 year old mothers, I don't think India would have a population crisis today.

If so-called pro-lifers got there way, we'd have far more unnecessary tragedies like this even in the U.S. as they've been fighting against tougher building codes, better job safety standards, and criminal and financial accountability for administrators that knowingly put lives at risk by cutting corners. Not to mention slashing funding for regulators and inspectors of hospitals and other places of public accommodation. The word "regulation" has been turned into a dirty word and mischaracterized as "job-killing" when nothing could be further from the truth; every penny that it costs to comply is pumped directly into the economy, and those costs are rightly borne by consumers of those products or services. Seems like those that claim to cherish life the most are the first to put a dollar value on it, and it's a sliding scale that varies depending on the race, social standing, religion, and sexual orientation of those they're willing to throw under the bus to save a couple bucks.

So when you would like to talk about how awful healthcare in America is and how it is overpriced because of all the insurance companies, please remember you get what you pay for. This is where we will be in a very short time if Obamacare goes into effect. Our hospitals will cut corners and underpay staff to make up for the losses and before long we will hear about things like this here. Our medical care will decline across the board if the government runs it. The Federal government wastes over half the taxes it receives, private companies are much more efficient. Socialized medicine will crush the quality of our healthcare and effectively end medical research all together. A vote for Obama in 2012 will be the first step to ensuring the quality of America's healthcare is destroyed. Even if you are a blind follower you need to do the right thing for America and vote him out to avoid his agenda killing innocent people.
